Justin Bieber
has a real problem with speeding -- because TMZ has learned ... the singer's dangerous joyride Friday wasn't the first time he shattered L.A.'s speed limit in a fancy car.

Just last year, law enforcement sources tell us, Bieber was cited for going 90 in a Range Rover -- not exactly the safest car for breakneck speeds.

We're told the ticket was paid -- but clearly, Bieber didn't learn his lesson ... because as we reported, he allegedly topped 100mph Friday in his chromed out Fisker Karma, weaving in and out of traffic.

Justin's list of driving infractions doesn't end with speeding either -- he was pulled over in October for cutting off a CHP officer ... driving his Batmobile-themed Cadillac.

Less than two months later, Bieber was pulled over AGAIN for making an unsafe left turn in the same Batmobile-themed car.

Oh yeah, and there was also that time he love-tapped a Honda in a Ferrari.

So we gotta ask ...

if one of us had been driving like that we'd be in deep do-do and possibly in jail as well. Celebs usually get a much reduced charge.

They should follow the same laws as they would for anybody else who has committed traffic violations. If the law calls for his license to be suspended then they should be, if not then STFU!!

Man is this kid blind at spotting cop cars? Like holy ****, if your gonna speed don't get caught. I'm like the same age and am on the highways 2 hours a day to get to and from school, going like 130km/h average cause that's what everyone goes. How does this kid get caught so much.

As you acquire points, you place yourself in danger of losing your driver's license. The DMV has the right to suspend or revoke your driving privileges if you accumulate a certain number of points over a set period of time.

Four points within a 12-month period
Six points in a 24-month period
Eight points in a 36-month period
Contrary to popular thought, driving records are not automatically cleared of all points once the points are over a year old.

You should not even have to ask. Moving violations are 6 points on your record, 12 points in a 12 month period and your NOT allowed to drive. If there was NOT 2 standards for drivers in California he already would NOT be driving.

Our government has no authority to dole out privileges. Have we already forgotten how our ancestors fought and died to get the hell out of a society of privilege? Oh yeah... Lexus lanes. Yes, we've forgotten.

It is not a privilege to work and earn a living. Try being competitive in the L.A. job market without a car.

That said, Bieber's license should be revoked because nobody has the right to infringe on the right of others to be safe while driving. It won't be, though. He'll probably get judge "What-you-did-was-awful-and-I'm-really-mad-you-may-go-now-would-you-like-a-sundae-and-may-I-have-your-autograph-please" Sautner.

A lot of people on here a cold hearted!!! I am very sad that Justin would put his life and others in risk, while at the same time i don't blame him for wanting to get away from them. If you dont look perfect every second of everyday, or If you make any mistakes the paps feed on that. Justin can never do anything in life without the paps up his rear and it is very sad to me. Felas, how would you feel if everytime you were out with a girl or someone the whole world knew because of the paps. Ladies, how would you feel if everytime you left the house without makeup, or your hair did, or If you got a zit you found pictures plastered all over magazines. A lot of ladies like myself, Hate even steping out side without looking good. Well, imagine the whole world knowing and seeing. especially us self concious ladies. Justin cant do anything private EVER in his life because of the Paparazzi. It think it is very sad. So please try to not hate on him and other star so bad until you experience it Cause i can garentee you would run too.
