Apparently she's just a bad driver.

The photographer whose accident with Lindsay Lohan helped spark California to adopt an anti-paparazzi law will not face criminal charges in the case, prosecutors said Wednesday.

Deputy District Attorney William Hodgman said there wasn't sufficient evidence to conclude that Galo Cesar Ramirez intentionally crashed his minivan into Lohan's Mercedes-Benz on purpose last May.

"Based upon the damage sustained to both the victim's and the suspect's cars it appears that, although the suspect was most likely driving carelessly when he collided with the victim's car, it was not an intentional assault," Hodgman said.

Ramirez was one of several photographers following Lohan on May 31 when the actress made a U-turn and their cars collided. No one was injured.

Lohan said she was trying to get away from the photographer when the crash occurred.

Hodgman told the Los Angeles Times that a wider investigation prompted by the accident was ongoing. He also said that it was possible that conspiracy charges could eventually be brought against people responsible for orchestrating risky celebrity pursuits.

The incident led California governor Arnold Schwarzenegger to sign into law a measure that allowed celebrities to collect large damage awards from paparazzi who harass them.

Lindsay was involved in another accident in October when her car struck a Chevrolet Astro Van, according to the Los Angeles County Sheriff's Department. Police concluded that the paparazzi were not a factor in that accident either.

Lohan was also sued earlier this year for another accident that took place in 2004.

Moss lost contracts with H&M, Burberry and Chanel after the Daily Mirror published the pictures in September. The 31-year-old supermodel later apologized to "all the people I have let down" and checked into an Arizona rehabilitation clinic.

Police said at the time they would investigate the allegations, taking into account the impact on impressionable young people.

No one at the Daily Mirror was willing to comment on the record, but a senior staffer who refused to be identified said the newspaper had turned over the secretly captured video to police under a judge's orders. It allegedly showed Moss taking drugs with her then-boyfriend Pete Doherty, the troubled singer of British rock band Babyshambles.

Police refused to comment.

Moss has begun a career comeback. She shot an advertising campaign for designer Roberto Cavalli, and she was to appear in a television ad for cell phone-brand Virgin Mobile.

French Vogue devoted its December issue to Moss, with the cover tag line, "Scandalous Beauty."

Jolie attempted to enter the event via a back door when she stopped to sign a few autographs. But the situation quickly got out of hand as several photographers surrounded her. Jolie even had to push a camera away from her face.

The mayhem continued and Angelina pleaded with photographers to "just back up." When the crowd failed to oblige, Jolie and her security detail left to go into the event.

Jolie made news last week when she confirmed that Brad Pitt is in the process of becoming her children's adoptive father, and filed a petition to change her kids' names to Zahara and Maddox Jolie-Pitt.

"I didn't want to get the LAPD in trouble," Steve-O said. "But it's like if you take me to jail right now, I don't give a f**k. I smoke weed."

The tape shows the 'Jackass' and 'Wild Boys' star pulling what appears to be marijuana out of a plastic bag, then sniffing it in front of a crowd. Steve-O then approaches the patrol car and an officer says, "We saw you." Steve-O responds, "You saw me with the weed."

After a brief exchange, the officers let Steve-O go, no questions asked.

At around 3AM PST on November 2, Steve-O, who starred in MTV's 'Wild Boys' and 'Jackass,' left Mood, a club frequented by celebs, and immediately pulled out a plastic bag which appeared to hold a sizeable amount of marijuana. He removed the contents and said, "I've been smokin' pot all night!" Then he sniffed the contents of the bag several times in front of our camera.
