What is wrong with how she is dressed? She is attending an American Music Awards Show, how do you expect her to dress... in a smock!!! Just take a look at any 15 year old attending a formal function like homecoming or prom and I assure you Miley is dressing modestly compared to most.
As for her mother she did die and this is her step mother.

Keep on Smiling Miley....you are beautiful young girl, whose parents seem to av a handle o raising kids, as you are not an only child.......and go back to your roots regularly. Stardom is fickle and can be gone before you know it.

Give her a break! She is at a special party!
