Joe Francis was arrested this morning at the Panama City airport TMZ has confirmed, as first reported by PEOPLE.

Francis was reportedly on his way to voluntarily turn himself in, but he was recognized by airport police and arrested there before he reached the Marshal's Office. Francis had been ordered to turn himself in for changing the terms of a settlement deal stemming from a 2003 lawsuit in which seven women accused him of victimizing them by filming them in sexual situations while they were on spring break in Panama City.

Francis, creator of the popular "Girls Gone Wild" series, had until noon Thursday to turn himself in, but PEOPLE says that Francis missed the deadline.

UPDATE: A spokesman for Francis told the AP that the GGW mogul will likely stay behind bars until Thursday, when he is scheduled to face off with a federal judge.

Sources tell TMZ that Pitt's Plan B production company is interested in turning James Scurlock's critically acclaimed documentary expose of America's obsession with credit card debt, "Maxed Out," into a feature film with a big Hollywood cast, in the vein of "Fast Food Nation." A well-placed TMZ source says that a Plan B rep contacted Scurlock's agent expressing how Pitt really enjoyed the docu's companion book, 'Maxed Out: Hard Times, Easy Credit and the Era of Predatory Lenders.'

TMZ has learned that shortly after Plan B's call, Scurlock's reps were contacted by DiCaprio's production shingle, Appian Way Productions, who revealed the same interest in the documentary. Hunky see, hunky do!

We're told neither production company has finalized any deals for the film's rights, but it could turn into Pitt's biggest brawl since "Troy."

"Maxed Out" is playing in select cities now.

A rep for DiCaprio told TMZ, "This story is bull. It sounds like someone is creating a bidding war to try and make a buck."

A rep for Plan B could not be reached.

The incident went down at a Golden Globes gift suite on Thursday. At 5:15 PM, Leo entered the suite at the Friars Club in Beverly Hills, which was packed with over 40 vendors offering free items; including jewelry, handbags, shoes and barbecues. Leo's publicist tells TMZ his client was there to support Global Green, an environmental organization that had a booth in the suite.

DiCaprio was there with his girlfriend, supermodel Bar Refaeli. Also in tow-- someone carrying two huge empty duffel bags. The drill at this event is for the celebrity to load up on free stuff in exchange for taking photographs with the various vendors. The vendors then use the photos to market their products and everyone wins. But that wasn't the case with Leo.

"Dancing With the Stars" beauty Shanna Moakler, arguably one of the most famous women to wear the Miss USA crown, exclusively tells TMZ, "I don't think a lot of women are prepared when they take the title," and that may be the cause of Tara Conner's trouble with the title.

Moakler, who was crowned Miss USA in 1995 after Chelsi Smith became Miss Universe, knows first hand the difficulties of being a pageant winner. Says Shanna, "Most women in pageants love the actual pageant -- the competition, the show. They don't understand that it is actually a real job that you are paid a real salary for."

Moakler, 19 at the time of her reign, points out that most pageant participants are extremely young and don't realize the responsibility that comes with the title. "You're traveling 85% of the year, working with different charities and organizations and making appearances at events." The schedule, Moakler says, is not fun, and there were times she just wanted to be her 19-year-old self.

Moakler held the title the year before Donald Trump purchased the pageant, but says the strict rules were the same. "I lived with a 60-year-old chaperone, and drinking, swearing and smoking were absolutely forbidden -- even in the house." Moakler added that she would have to check-in with her chaperone and leave a note whenever she left the apartment.

As for the besieged Miss USA Tara Conner's troubles, Moakler says her heart goes out to her, saying, "The situation is really sad." Shanna states that Conner may not have realized the responsibility she was undertaking as a role model and spokesperson for the country, and that it's unfortunate that this drama is playing out now, as "there are thousands of girls who would have died to be wearing the crown."

Law enforcement sources tell TMZ that the Los Angeles City Attorney is deciding if Paris Hilton is a crime victim and if Shanna Moakler is the perp.

TMZ has learned that LAPD has completed its investigation into a smackdown last month at Hyde nightclub in Hollywood. TMZ posted video of Hilton going to the Hollywood division of the LAPD, claiming that Moakler socked her in the jaw. TMZ cameras caught Moakler calling the cops, just before going to the same station and filing a report alleging that Stavros Niarchos, Paris' ex, pushed her down a flight of stairs.

We're told the City Attorney got the case from LAPD yesterday and is now deciding whether to file misdemeanor battery charges against Moakler and Niarchos.

The feud between Hilton and Moakler was triggered by Paris' close "friendship" with Travis Barker, Shanna's estranged husband. Days before the incident, a TMZ camera caught Hilton in a passionate lip lock with Barker in the Big Apple.

And get this -- we're told the main players have been "less than cooperative" with authorities and that Niarchos has had it with both Paris and Shanna and wants nothing to do with them anymore.

Snoop Doggy Dogg is officially a wanted man.

TMZ has learned that a felony warrant has been issued for the arrest of the rapper, (aka Calvin Broadus) after the Orange County District Attorney charged him with one felony count of possession of a deadly weapon.

According to law enforcement officials, Snoop attempted to walk through an X-ray machine at John Wayne Airport in Orange County, Calif. with a 21" collapsible baton packed in his laptop computer case on September 27th. Orange County Sheriffs' deputies were called to the scene where they detained the rapper and confiscated the weapon.

If convicted , the rapper faces a maximum sentence of 3 years in a state prison. Bail has been set at $150,000.

In a statement to TMZ, Snoop's lawyer, Donald Etra, vehemently denied the allegations saying "These charges are bogus. The DA knows that, Snoop knows that, and at the appropriate time, a jury will come to that conclusion." Arf.

Snoop's lawyers tell TMZ that the rapper is currently working with the OC D.A.'s Office to schedule his surrender.
