Convicted killer Jacob Allen Morley is still on the run ... but his victim's sister says she wouldn't be able to tell by the way law enforcement is acting -- because no one called to let her know.

Carrie Norman -- the sister of Cody Birchfield, whom Morley was convicted of killing last year -- revealed that she learned he'd escaped from her best friend ... not the cops.

We reached out to her ... and she tells us she's only received communication from the local district attorney's witness coordinator -- who asked if the family had received a threat.

Richard Riehle death has been linked to throat cancer ... TMZ has learned.

According to his death certificate, obtained by TMZ, the "Office Space" actor died from a stroke, with oropharyngeal cancer, a type of throat cancer, listed as the underlying cause of death. The document also reveals Richard was cremated on October 23.

As TMZ first reported ... friends of Richard told us he died of natural causes on October 15 in Los Angeles.

Therefore, he ordered them to find him not guilty of indecent assault ... with the judge saying, "In respect of count 2, I have reached the decision there is insufficient evidence of indecent assault. That is my decision, not yours. You will be directed to return a not guilty verdict in count two."

Pat McAfee isn't laughing at the University of Utah's attempt to poke fun at him ... especially given the deadly attack of Charlie Kirk, on a different college campus, in the same state.
