Cornell University routinely ignored punishment guidelines for fraternities over a period of years, and it became so frustrating for the Cornell University Police Dept. (CUPD), members sounded the alarm to University officials.

Sources connected to the Cornell administration have given TMZ an email sent by one of the CUPD officers, outlining frustration over the University ignoring its own guidelines for fraternities and their members, especially when it came to underage drinking.

The email, written November 9, 2022, reads in part, "According to policy and as directed by [then] University President [Martha] Pollack, referrals alleging violations of underage consumption of alcohol and unregistered events among others will result in immediate placement on interim suspension. If the organization is found responsible, the final sanction according to policy is a three year suspension at minimum."

The doctor who oversaw Christa Pike's failed execution in Tennessee also presided over another botched attempt back in May ... making him 0-for-2.

Dr. Mark Fowler -- who oversaw the administration of 2 lethal injections to Pike -- supervised the called-off execution of Tony Carruthers on May 21.

The Carruthers execution was stopped in its tracks after medical staff spent more than an hour trying -- and failing -- to insert a needle to establish a backup IV line and central line too ... NBC News reported.

Ross walked out of jail Thursday in Miami, insisting he's "totally innocent" of the battery allegations against him ... then casually laid out a weekend itinerary that sounded like something straight out of "Scarface."

Here's how Ross is celebrating his jail release ... Dubai on Friday, Paris on Saturday and a Sunday meal complete with a bowl of rigatoni smothered in marinara sauce.

Tennessee Senator and gubernatorial candidate Marsha Blackburn offered a blunt solution following the botched execution of Christa Pike by lethal injection ... bring back the electric chair.

In a statement, Blackburn says ... "This situation is tragic. Christa Pike should have been executed long ago. Now, this botched process is extending the pain for the family of Colleen Slemmer. While there should be a thorough review of what happened and why the process failed, the answer is simple: bring back the electric chair and deliver justice for these victims swiftly. As your governor, I will do just that."

Blackburn, who leads in a recent poll by TargetSmart against Democratic candidate Jerri Green, has been vocal about ushering in the return of the electric chair.

Rick Ross got a rude awakening in court Thursday morning ... because after his lawyer played the celebrity card in a bid to get him sprung from jail, the judge wasn't impressed.

Ross -- real name William Roberts II -- appeared before Judge Mindy Glazer following his Wednesday arrest on battery charges in Miami, and his attorney Bradley Horenstein asked whether the rapper's release could be "expedited" because of his fame and concerns for his safety in jail.

Glazer wasn't impressed by the celebrity argument ... telling Ross, "I have no idea who you are."

Christa Pike survived Tennessee's attempt to execute her Wednesday night ... and years before the botched lethal injections, she was fighting the state over another part of death row -- decades spent virtually alone in solitary confinement.

In a 2022 federal lawsuit, obtained by TMZ, Pike asked to be released from mandatory segregation ... with her attorneys saying she had spent more than 25 years with virtually no meaningful human contact.

Her lawyer wrote Pike's life had been defined by "four concrete walls and bare floor" ... adding, "She is fundamentally alone."

The two roommates of a Jane Doe who accused 7 Cornell fraternity brothers of drugging her and raping her are sharing a timeline of how she processed the alleged sexual assault ... and it took her some time to fully process things.

One roommate texted Jane Doe around 3:05 AM on Oct. 20, 2024, asking her when she'd be coming home ... before Jane Doe responded she wasn't sure ... the New York Times reported.

That same roommate said Jane Doe returned around 11:15 AM ... and told both roommates that she had sex with multiple men and had taken ketamine.

"William Roberts II, professionally known as Rick Ross, is being wrongfully accused by an ex-girlfriend whose true motivations are unclear. The ex did not even file a police report until a month after the claimed incident allegedly took place. Mr. Roberts is innocent and has pled not guilty to the charges. He respectfully requests that his friends, fans and the general public not prejudge the situation and allow the judicial process to run its course."

6:49 AM PT -- Rick Ross turned himself in to police Thursday morning and was arrested on two battery charges after an ex-girlfriend called the cops on Tuesday and claimed he had been violent with her ... according to our law enforcement sources.

We're told the woman told police the alleged violent incident went down on August 28 ... she said she was sleeping in the home they shared, and he woke her up in a jealous rage over a photo she was tagged in on social media ... and things quickly turned physical.

Our sources say the woman told police Rick questioned her about lying to him and then slapped her in the face. She said he later accused her of being involved in a relationship with someone else, and every time she denied it, he struck her.

We're told the woman claimed Rick struck her in the chest several times, choked her to the point where she could not breathe, grabbed her by her ponytail and slammed her against a wall.

Our sources say the woman gave police photos of her alleged injuries ... and Rick voluntarily surrendered to police but did not talk to cops about her allegations.

Court records show Rick has pleaded not guilty to both charges. He's still in custody, but we're told his legal team is working to get him released, and he could be out soon.

Rick Ross is in police custody in Miami-Dade County after being arrested on a couple of battery charges ... TMZ has confirmed.

The rapper was arrested Thursday morning on charges of felony battery by strangulation and misdemeanor battery.

Rick is currently behind bars in Miami-Dade County jail. He posed for a booking photo, and it looks like he's wearing a floral button-down shirt in his mug shot.

The report says the bipartisan staff was not only planning to visit the Ferrari factory near Bologna, Italy, but they were also going to make pit stops at high-end brand stores in either Milan or Florence before heading to France's Champagne region.
