A Los Angeles police officer opened fire on a man holding what appeared to be a rifle ... and in the bizarre aftermath, the cop got a marksmanship compliment from the dude who was writhing in agony.

Here's the deal ... Last month, LAPD responded to a domestic disturbance call of a possible suicidal man -- and one of the officers unloaded on the suspect when he came at them while holding a gun.

On Tuesday, the department released pics and body cam footage that shows the intense shooting when the suspect got hit in the leg -- and randomly told the cop afterward ... "That was a good shot." Then he repeated his praise for emphasis.

Disturbing notebooks found in the vehicle of Vance Boelter -- the man accused of targeting and shooting Minnesota lawmakers this weekend -- reveal just how strategic he was in allegedly planning the brutal killings.

The acting U.S. Attorney for Minnesota released images of Boelter's alleged notes ... and they appear to show meticulous planning, including a list of websites offering addresses and other info about the alleged targets' homes -- and even how long the websites' free trials lasted.

Authorities confirmed more than 45 Minnesota individuals -- state and federal officials, many of whom support abortion rights -- were named in these notebooks ... and several had their addresses listed as well.

The tragic shooting murders this weekend of a Minnesota politician and her husband, and the attempt on the lives of two others, who both survived -- was apparently pulled off by a police impersonator. Events like this are ratcheting up distrust between the public and law enforcement personnel ... and a former lawman breaks down what this trend means.

Author Steve Lazarus, a retired FBI Special Agent with 22 years on the job, joined us on "TMZ Live" Monday to talk about the effect "guys cosplaying as cops" are having on public trust and safety ... and he's not exactly optimistic.

10:55 AM PT -- The hit list found in the Minnesota suspect’s car contained nearly 70 names. A law enforcement official told CNN the names included abortion providers, pro-abortion rights advocates and lawmakers in Minnesota and other states.

The official added law enforcement also found a Father's Day card addressed to the suspect in a bag full of ammunition.

The suspect on the run for the shooting death of Minnesota's Democrat State Rep. Melissa Hortman and her husband reportedly wanted to slaughter even more lawmakers.

The gunman's manifesto was found in the SUV he drove to the Hortman residence before their murders, according to NewsNation's Brian Entin -- and the suspect had written down "names of many lawmakers and other officials."

Police also found flyers for planned "No Kings" demonstrations across Minnesota in the suspect's car ... and are now urging the public to avoid such gatherings "out of an abundance of caution."

Scott Wolf's wife Kelley made an allegation of abuse against her husband Friday prior to her being hospitalized for an evaluation ... but the actor's close pal Billy Bush says the accusation has zero merit.

Here's the deal ... Utah County Sheriff's deputies responded Friday morning to the Sundance Resort after receiving a report of a female who needed some help when she made "concerning comments to a family member." Kelley then streamed her interaction with the deputies on her IG Story ... and that's when she made the allegation that Scott "abused" her.

Not long after, Billy made an IG post of his own, addressing the matter by telling his followers that Scott is a close, personal friend -- and in his opinion, there's "zero truth" to Kelley's accusation.

MMA legend BJ Penn has been arrested again.

According to the Hawaii Police Department, Penn was taken into custody on Thursday morning over allegations he violated a temporary restraining order.

Penn was transported to a Hilo-area jail and processed ... before he was released on $3,000 bond. Cops say he's now due in court for a hearing on the matter later Friday.

Homeland Security Investigations Special Agent Andre LaMon took the stand and answered questions from the prosecution first ... he said he works in the L.A. office of the Human Trafficking Unit, and has executed as many as 50 to 60 search warrants during his career.
