Party All The Time

Just two weeks after Michael Sam walked away from football to "refocus" -- he's resurfaced at several bars ... including one of the hottest clubs in West Hollywood ... TMZ Sports has learned.

Sam hit up the world famous Abbey on Friday night -- where he was seen socializing and hanging out like any other guy at the bar. He even took pics with fans.

The very next night, he was back out on the town -- we spotted him leaving Tortilla Republic ... a hip Mexican joint famous for its jalapeno margaritas.

Last week, Sam was also at the bars -- only in Dallas -- hanging out at a place called The Round-Up ... where it was more of the same ... hanging out with fans and socializing.

Now, we're told he hasn't been getting hammered or doing anything wild at the bars -- it's just interesting to see him taking in the nightlife after recently tweeting that he wanted to "refocus" so he can get back to football.

The biggest stars in the music world -- and their tag alongs -- did what they did best ... lookin' hot and sayin' nothing at the VMA after-parties.

Cara Delevingne, Selena Gomez, Tyga, Kylie, Joe Jonas, Gigi Hadid, Diddy, Pete Wentz, The Weeknd and a bunch of others hit up various restaurants and clubs in L.A. and WeHo.

Jamie Foxx did speak and seemingly endorsed Kanye's 2020 run for the Presidency.

The Kardashians may have bought themselves another round of fireworks ... in court.

Twelve Marina del Rey homeowners -- including several celebs -- have banned together and will file a small claims court lawsuit against Khloe and Kris for terrorizing an untold number of residents, who thought their city was under attack. Turns out it was a massive fireworks show at the stroke of midnight Wednesday to celebrate James Harden's birthday just outside the breakwater.

Each resident will demand $7,500 ... the max allowed in California small claims. As for their damages, one homeowner says her kid freaked out. Another says she has MS and her condition has worsened since the incident. They all say they suffered emotional distress.

The people suing say money is not the object. They want to come face-to-face with Khloe, Kris and the others and confront them for conduct they say was rude and supremely selfish. The reason they chose small claims ... lawyers aren't allowed, so the famous family will have to appear.

Kevin Gates doesn't like to be touched when he's on stage and one female fan learned that quickly ... with a boot to the chest.

Gates was performing at a club in Lakeland, FL Friday night -- you can see a woman in the front row reach out and touch Gates' shorts ... that's when he loses it.

It's unclear what happened to the woman after the kick but she seems to stick around.

Chief Keef isn't someone to be left speechless, but one female fan did just that when she flashed the rapper during a show.

Keef was in Orange County Thursday night when the rowdy fan stood up on a barricade. Keef tells her to be careful not to fall and she thanks him for the concern by lifting up her shirt.

Nicki Minaj and Meek Mill partied together Friday night in West Hollywood with a gaggle of other celebs.

Not everyone gets to party with Jason Derulo -- as one pissed off groupie found out the hard way when he rolled out of the club ... 5 deep with chicks.

This is painful and yet hysterical to watch unfold ... Jason and his crew rolled out of Argyle Nightclub in Hollywood with a flock of groupies ready to party on his custom Sprinter van.

As shirtless Jason settles into his seat, it looks like a good time would be had by all. Almost.

1:00 PM PT -- We've now learned Khloe and James did NOT need a permit to set off the fireworks. They did need the Coast Guard to sign off on the safety of the display, and they got that.

Khloe Kardashian and James Harden threw their own personal 4th of July with a GIANT fireworks display that woke up thousands of residents -- and city officials are scrambling to find out HOW it got approved.

The thunderous fireworks show -- visible from multiple towns along the oceanfront -- went on for 15 minutes at the stroke of midnight. TMZ has learned the whole thing was a yacht party for Harden's 26th birthday, and it was all on the up and up.

Law enforcement sources tell us a permit was issued to James and someone in the Kardashian family. Khloe had bragged about throwing the party for her BF, but nobody expected this kind of over-the-top display.

In fact, there's a mini-conspiracy theory brewing. We've spoken to the L.A. department that normally issues permits for fireworks in the marina ... and they did not sign off, and never would for such a display on a Tuesday night. We're told the display was far enough off shore to be outside of city jurisdiction.

We also spoke to an LA. City Councilman who is angry and trying to figure out who exactly OK'd the fireworks. One law enforcement official told us ... in 5 years he's never heard of a permit being issued for fireworks like this on a non-holiday.

It really is their world, the rest of us are just living in it.

8:15 AM PST -- A rep for Beachclub tells TMZ ... "We are incredibly disappointed and upset by the lack of professionalism exhibited by Team Productions (the event's promoter) in violating their contract with Justin Bieber and disappointing the thousands of fans that were going to flock to Beachclub today."

Justin Bieber has pulled the plug on a big event in Montreal Saturday, but only after the handwriting was on the wall -- the promoter wasn't paying him ... sources connected with Justin tell TMZ.

Bieber was scheduled to host an event at Beachclub, where he'd sing one or 2 songs and press the flesh. It's the same club where Kylie Jenner celebrated her 18th birthday and raked in $200K.

Our sources say according to the contract Bieber's team signed with the promoter, they would pay Justin 1/2 of his appearance fee when the contract was signed and the other half 2 days before the event. We're told the contract was for "a couple of hundred thousand dollars."

We're told Justin got the first half but Thursday came and went but the balance never showed. Our sources say Justin's people contacted the promoters and were promised payment pronto, but it didn't happen.

Matt Damon seemed more amused than fearful on the Matterhorn ... which makes sense given he recently had a much scarier experience when he got stranded on Mars.

Matt and the fam hit up Disneyland for the birthday of one of his kids.

Justin Bieber better bring his best ollies and stick those 360s ... because a Montreal club has built a very unique $20,000 skate ramp for his one-off appearance.

Bieber's hosting a party Saturday at Beachclub -- the same place that threw down for Kylie Jenner's 18th -- and the place has been hammering away for weeks on a custom mini-ramp where Bieber and his guests will shred.

If you're wondering why a wooden skate ramp costs $20k ... it's because it freakin' floats! We're told $10,000 alone got sunk into the ramp's floating supports.

Bieber will also get to hit up the club's adjacent wakeboarding park. The club's getting something back for all its trouble -- we're told Justin's throwing in a 3-song performance to say thanks for the extreme party.

Skate or die!

Kylie Jenner's 18th birthday party in Montreal was big business for everyone involved ... not only did Kylie make big money, but the club AND the promoters scored six-figure paychecks.

According to our sources, Beachclub raked in $150,000 for KJ's big day, while the promoters took home around $100,000 (they took in $300k at the door, but paid Kylie $200k to show up).

Beachclub's owner, Olivier Primeau, wouldn't comment on how much was made, but tells TMZ he spent an additional $30,000 just to make sure the night went flawlessly. Here's where some of that extra money went:

-- $1,500 to build a deck so she wouldn't have to walk in the sand in her heels.

-- $4,000 for 2 specially built private bathrooms near the stage, so Kylie wouldn't have to go thumping through the crowd to use the restroom.

-- $10,000 for security, which included 100 security guards.

Think of it this way ... Obama's inauguration probably costs more.

Madonna learned the hard way this weekend you can't throw a banger in The Hamptons without neighbors calling the cops.

We're told Madge threw her 57th B-Day party Saturday night and it was so loud the neighbor's houses were shaking. Law enforcement tells us, around 2:30 AM, they were called after a neighbor complained about ear-shattering noise.

Cops say they never spoke with Madonna, because by the time they got there the partygoers knew something was about to go down so they muted the noise.

One source says ... after cops left the party started raging again.

Lionel Richie jumped on a table in a bar, and gave a bunch of drunk tourists a night to remember ... when the DJ cued up his famous party anthem.

The awesome scene went down on Mykonos ... where Lionel's on vacay, and all you need to know is the bar was packed with people slamming champagne. Lionel was obviously feeling really goooood ... then "All Night Long" came on, and everyone lost their minds.

This could only be better if the DJ followed up with "Dancing on the Ceiling." Watch, it's almost enough to make Greece forget it's going broke.

Kylie Jenner just touched down in Montreal to celebrate her 18th birthday where she'll be able to booze ... legally!

Kylie posted a video of herself first in a helicopter and then on a boat and it was all just to get to her party at Beachclub. We're told she's sans Tyga or any other family members.

The party, sponsored by InList, is open to the public and hundreds of screaming fans were there to greet her.

As for her drink of choice? We're told so far Kylie hasn't taken sip of alcohol even though it's totally legal in MTL.

'Empire' star Bryshere "Yazz" Gray tried pulling the celebrity card big time Saturday night but one security guard just wasn't having it.

We're told Yazz, who plays Hakeem Lyon, was trying to get into Memphis' famous Beale Street ... the only problem? ... He didn't want to stand in line. A witness says there were about 35 people waiting when the actor came out of nowhere and tried going through the street's exit, completely ignoring the line.

Yazz got into it with a security guard before his bodyguard stepped in and took him away.
