The disaster plan for Camp Mystic was approved just 2 days before the deadly flood wreaked havoc on central Texas Friday, killing 27 young campers and counselors at the all-girls Christian summer camp, according to a new report.

The sleep-away camp satisfied various "procedures to be implemented in case of a disaster," according to records from the Department of State Health Services obtained by AP.

Some of the requirements met include instructing campers of the evacuation plan and assigning specific duties to each staff member in the case of an emergency, per the report.

Texas Governor Greg Abbott says the blame game is for losers ... and there will be no finger pointing involving the deadly floods in his state ... he says if winning football teams don't throw people under the bus, neither should Texans.

Abbott went with a pigskin analogy Tuesday in response to a question about who was to blame for flash floods that have killed at least 109 people in Central Texas.

The Governor says every inch of the Lone Star State loves their football -- high school, college or NFL -- and Texans should take a cue from their favorite teams and not resort to blaming others when things go wrong.

Camp Mystic campers and counselors were having a blast in the hours and days leading up to the deadly Texas floods — and seemingly in the dark their lives were in grave danger, according to new video.

Camp Mystic survivor nurse Devon Paige uploaded the video to TikTok showing the campers and staff at the private Christian summer camp for girls posing for smiling pics, enjoying outdoor activities and eating together in the dining hall.

Paige filmed the footage — which also includes a snapshot of her birthday cake — from June 28 to July 3, just hours before the catastrophic floods hit Kerr County, Texas in the early morning hours.

President Donald Trump has approved a Major Disaster Declaration for Kerr County, Texas -- the site of catastrophic flooding that has already claimed the lives of at least 80 people, including 28 children.

In a post on Truth Social, Trump says, "These families are enduring an unimaginable tragedy, with many lives lost, and many still missing."

The declaration will allow for critical federal aid and resources to assist more than 400 first responders currently engaged in massive search and recovery efforts across the region.

Amid catastrophic flooding sweeping across Texas, a young father’s final, heartbreaking words have come to define both the devastation and the heroism from the storms.

"I’m sorry, I’m not going to make it. I love y’all," 27-year-old Julian Ryan told his family as he bled out inside their flooding trailer -- after punching through a window to help his fiancée, two small children, and mother escape the rising waters of the Guadalupe River.

The family was jolted awake around 4 AM Friday in their home as the floodwaters crashed in. Ryan and fiancée Christinia quickly placed their children -- ages 6 and 13 months -- on a floating mattress and tried to hold back the incoming surge.

Flash flooding in central Texas have done a number on several camps in the state ... including Camp Mystic, an all-girls getaway where many attendees are still missing -- and new photos show the devastated state of it.

Some of the beds inside the cabins are strewn about -- lying on their sides, totally overturned -- and sandy water's covering the ground.

Two kids from a camp in Texas are telling their unimaginable story about how they were impacted by the intense flooding in the area ... and, one of them says he actually had to swim out of danger to survive.

The local ABC affiliate KSAT in San Antonio spoke to Piers and Ruffin Boyett -- two kids who were at Camp La Junta, one of the camps affected by the devastating flooding. They say water started to fill their cabins, and kids had to climb up to the rafters to stay dry.

While Ruffin says he and the people in his cabin were ultimately able to just walk out once it was safe, Piers -- who appears younger than Ruffin -- says he and his cabin had a much more challenging escape.

The nearly 2-dozen MIA girls are from Camp Mystic, one of approximately 18 camps along the Guadalupe River that have been communicating with authorities following the disaster, according to CNN. The other camp members have all been accounted for.
