Nicki Minaj has got Manchester's back and says it's good citizens can count on seeing her when her next tour rolls through town ... because she's not letting fear rule her world. 

Nicki obviously had a lot to get off her chest about Monday night's terror attack at her pal Ariana Grande's concert. She had some warm words for AG before making a promise to Manchester.

She's dropping a lot of attitude in this clip ... especially when one photog dared to bring up President Trump. Nicki's not a fan, which she made clear to everyone.

J.R. Smith Preemie Baby Comes Home ... Medical Miracle

Huge day for J.R. Smith -- and it has nothing to do with the NBA Playoffs -- his preemie daughter has finally been discharged from the hospital after a miraculous 4 month battle.

As we previously reported, J.R.'s wife Shirley gave birth to their daughter Dakota (aka Kota) back in January -- nearly 5 months before her due date.

Shirley says the baby was born at just 21 gestational weeks -- and many medical experts believed she barely had a chance at survival.

But Kota defied the odds and with the incredible treatment she received at Cleveland Children's Hospital, she finally got her eviction from the NICU on Tuesday.

J.R. and Shirley are clearly over the moon. Props to the doctors, nurses, staff and everyone involved!

Welcome home, Kota!

Chuck D Sues Production Co. ... Hands Off the Public Enemy Story!

Chuck D's getting screwed by a deal that's shutting down his effort to tell Public Enemy's story ... so he claims in a new lawsuit.

The legendary rapper's suing Alt House Productions because he says he agreed to let the fledgling company to produce a documentary about Spectrum City ... the group that eventually became Public Enemy. Chuck says the deal did NOT give the company exclusive rights to his story or Public Enemy's.

In docs, obtained by TMZ, Chuck admits signing an amendment to the deal which had a clause about his "life story," but says he didn't have a lawyer present, and had no clue what he was signing.

Chuck says another production company wants to tell Public Enemy's story, but the deal with Alt is mucking it up. He's suing to block Alt from locking up rights to his or his legendary group's story.

Translation: Chuck's fighting the power. Or, put another way ...

Barack Obama can't get enough of Tuscany -- or at least its killer golf courses, 'cause he's back driving the fairways.

Obama hit the links Tuesday at the Castiglion del Bosco Resort in Siena, Italy -- and looked focused on his form. Decent follow-through, too.

You'll recall ... the former Prez also got his golf on over the weekend. While Michelle's been taking in Italy's sights, shops and restaurants ... BO's all about honing his game on this vacay.

BTW ... the Castiglion resort is all about 2 things: golf and wine. Barack's choice is clear.

Meek Mill Sued Your Thug Crowd Incited Violence!!

Meek Mill's murderous lyrics attracted a bunch of thugs which led to a hail of bullets that killed 2 men ... at least according to one of the victim's families.

The family of 31-year-old Travis Ward -- along with another man injured at the concert -- says the rapper's appearance at the Oakdale Theatre in Wallingford, CT drew a violent crowd. It also says the venue allowed "thugs" to remain on the premises to incite violence after the concert.

As we reported ... 4 people were shot in December outside Meek's show. Travis' family says the Oakdale, which is also being sued, should have taken Meek's lyrics as a warning.

The lawsuit quotes Meek's track, "Tony Montana (Freestyle)" ... "AK-47 picture perfect like a camera ... What's your body count n****? I'm double digits."

The family's suing for unspecified damages.

We've reached out to Meek, so far no word back.

Ariana Grande Flight Home NOT on Taylor's Dime

Ariana Grande is back on U.S. soil, but Taylor Swift was not involved in the flight that got her here ... as some reports have claimed.

There's a story floating around that Taylor sent one of her private jets to pick up Ariana and her mom in London. Our sources, with direct ties to Ariana, tell us that's just not the case. We're told Ariana's tour promoter Live Nation and her manager, Scooter Braun, split the PJ bill, 50/50.

The flight touched down Tuesday afternoon in Florida ... where Ariana's boyfriend, Mac Miller, greeted her.

Cavs vs. Celtics Security Increased After Manchester Attack

Cleveland police are boosting security for Game 4 of the Eastern Conference Finals as a result of the terror attack at Manchester Arena, TMZ Sports has learned.

Law enforcement sources tell us there will be more uniformed and undercover officers than usual at Tuesday's game against the Celtics at Quicken Loans Arena.

On top of that, we're told there will be more undercover security outside the venue as well.

NBA spokesman Mike Bass tells us in light of the recent attack, the league is "in communication with the appropriate authorities and taking all necessary precautions to ensure the safety of our fans, teams and staff.”

Our sources say increasing security during the playoffs is common, but after Monday's event in Manchester, "there will be heightened awareness within the law enforcement community."

Manchester Bombing Social Media Tribute Flag Was Jacked But Artist Is Honored

The Manchester tribute flag you're seeing all over the Internet was created by an artist who never signed off on his work being used by millions of people ... for free, mind you -- and yet he's not pissed.

Mark E. Tisdale, who's American, tells TMZ he created the original art back in 2013. He was surprised to see it become such a uniting symbol for the Manchester tragedy ... posted by tons of people, including David Beckham.

Mark says, obviously, he didn't design the flag years ago with tragedy in mind. However, in light of the bombing ... he's glad it's being used to help bring people together on social media.

And while his art's mostly being spread without crediting him ... he says he has gotten a lot more traffic on his website where he sells his digital art.

Mark's planning to donate any dough he makes off the Manchester flag to relief efforts.

Lewis Hamilton 'Devastated' By Manchester Attack 'It's a Time To Spread Love'

Lewis Hamilton is calling for his fans to "spread love and lift one another" in the wake of the Manchester Arena bombing that left at least 22 people dead Monday night.

The British racing superstar says he's in disbelief after the terror attack. "I don't understand what these people were thinking. There's no way they can win and there's nothing they can accomplish."

Hamilton -- who is looking to win the Monaco Grand Prix for the 2nd year in a row this weekend -- says he's "super deflated" by the news, but wanted to use the little bit of energy he had to spread positivity. 

Karrueche Tran Snoozes and Loses Against Chris Brown ... For Now

Karrueche Tran didn't get what she was gunning for in court Tuesday, because the judge expected flesh and blood to testify against Chris Brown, not a voice over the phone.

TMZ broke the story, Karrueche planned to get on the horn with the judge rather than appear in person, because she's shooting a TV show in New Orleans. She was expected to take the judge through what she claims are a series of death threats and violent encounters at the hands of Chris.

The judge wasn't having it, saying in order to get a permanent restraining order against Brown she had to either appear in person or give 12 days notice before the hearing that she would appear via phone.

The case was continued so Karrueche could file the proper paperwork.

As for Chris, he was also a no-show. His lawyer claims he was never served with legal docs, despite video which seems to show otherwise.


Manchester Arena Claimed Control of Area Where Bomb Exploded

The people who run Manchester Arena were quick to say the nail bomb exploded in a public area not connected with the venue ... but that's not the way the arena advertised the space.

As TMZ reported, the blast occurred in the City Room, a rotunda attached to the concert hall where Ariana had performed minutes before. The space is used to sell merchandise from concerts and to advertise upcoming shows. The venue claims City Room is owned by the city and is not part of the arena.

Check out the tweet from the Manchester Arena, calling the space "our City Room."

The consequences may be significant. With 22 dead and 59 injured, lawsuits are almost certain to follow. If the venue had control over the City Room, families could well be upset there wasn't adequate security present as concertgoers left the arena.

A number of fans complained there were virtually no security measures in place as people entered the arena -- no wanding, no scanning and insufficient purse and bag checks.

The pop star goes on to give a preview of what kind of judge she's going to be, and said she's the perfect fit for the show at the perfect time.

Kourtney and Younes Bendjima were soaking up some rays Tuesday in Cannes, and getting very touchy-feely while they did it. Kourt made sure her man got a really good look at her nude-colored bikini ... from all angles.
