President Barack Obama is great at many things, but keeping Jay Z and Beyonce's baby secrets might not be one of 'em.

Obama recorded a message congratulating his pal, Jay, for making it into the Songwriters Hall of Fame -- but during the message he broke major baby news -- possibly -- by saying Jay was about to top him in the daughter department.

As 44 put it ... "He's gonna have me beat once those 2 twins show up."

There's a lot of ways to interpret that, but we're pretty sure the Beyhive's running with ... Blue Ivy's getting baby sisters!

Also, did Obama just put to rest all the rumors Bey's already had the twins?

Looks like North West is down with Mom's new low-key approach to life, 'cause she got turnt for her 4th birthday party at a Ruby's Diner.

Yes, Kim Kardashian and Kanye West threw a family-only shindig Thursday evening in Calabasas. Grandma Kris Jenner and Kylie Jenner were there too, and looks like Nori opened gifts inside. She left with quite the haul, including a new bicycle.

We're told earlier in the day the family rented out Chuck E. Cheese's for North and friends.

Mom and Dad dressed down -- camo for Ye and sweats for Kim, but the bday girl definitely stole the show with a vintage Snoop Dogg tank.

Tobey Maguire's adorable kids have it good -- their dad was Spider-Man, and if he needs a time-out, Uncle Leo DiCaprio's right there on the spot.

Leo was all ears Tuesday as Tobey's 2 kids, Otis and Ruby, chatted him up during a stroll through Manhattan. Tobey's estranged wife, Jennifer Meyer, was there too. At first glance, ya might think -- this is weird, where's Tobey? He's there ... in the back of the group, taking a phone call.

Tobey's bff has remained a regular with this crew -- even after Jennifer and Tobey split last year. They all did dinner in L.A. recently with Leo's parents.

Stephen Belafonte bitched photogs were getting shots of his daughter during his monitored visits, but his plea to change the location for those visits was shot down.

The judge decided to keep things status quo after Mel B's estranged husband pointed out photos of their 5-year-old daughter, Madison, hiding her face. Belafonte's attorney said the pics were taken outside the building where he meets Madison.

The judge felt the pics weren't enough evidence the child was being harmed, and added ... if there was a throng of paps things could be different.

Later this month, another hearing is set where Belafonte will try to convince the judge he needs emergency spousal support. As we reported, he claims he's broke and couch surfing with friends.

David Hasselhoff's daughter, Hayley, has been charged in her DUI case and we've learned her blood alcohol was off the charts.

Law enforcement tells TMZ ... Hayley blew a .14 last month when cops found her passed out in her Mercedes on an L.A. freeway off-ramp. The legal limit in California is .08.

As we first reported ... she had to be taken to a hospital before she was booked.

Now, the city attorney has officially charged Hayley, and if convicted she faces up to 6 months in jail and a $1,000 fine.

That sentence is almost unheard of though for first, and even second-time offenders.

Chad Johnson needs to learn who to pick a fight with -- and it's clearly not his 12-year-old track star daughter Cha'iel ... 'cause here's video of the tyke straight putting hands on her old man.

Chad and Cha'iel train together a lot -- like we said she's a lightning fast track prodigy -- and this time they took it to the ring to get a little boxing cardio in.

We got Ralph Johnson at LAX, and talked to him about Blue doing her thang to "September" during her ballet recital. He says she put on one hell of a show, but that doesn't mean it's time to start engraving her name on Grammys just yet.

As Ralph put it ... only time, and the public, will tell if she can follow in Mom and Dad's footsteps.

Ciara's back in the spotlight ... this time on mommy patrol.

The singer and her son, Future Jr., enjoyed some sun and a little water gun action at a beach park Sunday in Seattle. It's the first time we've seen Ciara out in public in just over a month since she gave birth to baby no. 2, Sienna.

Scott Disick is going to have a problem if he wants to see his kids, because we're told Kourtney won't let him near them until he cleans up his act.

Sources close to Scott and Kourtney tell us he is off the rails again ... abusing alcohol and other substances. We're told she will not allow Scott visitation of their 3 kids until he gets clean and sober ... something we're told he refuses to do.

This wouldn't be the first time Kourtney laid down the law. Back in 2015, she made him persona non grata at her gated community, putting him on the "do not enter" list at the security gate. Scott went an entire month without seeing his children.

We're told Scott's friends have tried to intervene to no avail. A few weeks ago they got Kourtney to call Scott and plead with him to get help, but he wasn't having it.

Two rarities from Ryan Gosling and Eva Mendes -- they went out in public together AND they did with their adorable kids, including baby Amada.

The couple got in some quality play time with their daughters, Esmeralda and Amada.

Ryan and Eva kept the births of both girls under wraps -- and we're pretty sure this is a first look at Amada, who just turned 1. Eva's pregnancy with her was undercover, no one knew she was pregnant until about 2 weeks before birth.

Nick's told us it's just a family thing, but after the trip to Disneyland a few weeks ago, and a string of dinners together -- and not always with the kiddos -- it makes you wonder.

Beyonce has NO right to trademark her daughter's name for a bunch of different products ... according to a company that already has the name.

Blue Ivy, the company, filed docs to block Bey's company from getting the trademark. TMZ broke the story ... Blue Ivy's mom filed her application earlier this year to own the name "Blue Ivy Carter" for a slew of products -- cosmetics, mobile devices, video games, etc ...

But according to the existing company -- which was in biz 3 years before Jay Z and Beyonce's kid was born -- the Carters are trying to pull a fast one. Blue Ivy's owner Veronica Morales points out Jay is on record as saying they have NO intention of actually selling any products ... they're just trying to stop others from doing it.

This is the second time the company -- an event planning firm, btw -- has tried to block Beyonce ... who initially tried to get the trademark without "Carter." Adding the last name hasn't helped.

Mariah Carey, Nick Cannon and their twins, Morocco and Monroe, looked like one happy family celebrating their 6th birthdays at the Happiest Place On Earth on Sunday, but it didn't come cheap.

We're told Nick and Mariah pulled out all the stops for the twins' big day, dropping 5 figures. Sounds expensive but they had a huge group of friends join them.

The twins got 2 cakes ... one Minnie and one Mickey. Gifts included kid-sized whips, computer stuff and a bunch of jewelry.

Not surprising they celebrated at Disneyland. The place is special to Mariah and Nick ... it's where they renewed their vows.

Brooklyn Beckham doesn't need any help impressing the ladies -- he's a Beckham -- but his new vintage ride doesn't hurt.

David and Victoria's eldest took two female friends for a spin in his super cool SWB series 3 Land Rover Wednesday afternoon in London. His pops also drives a Land Rover, so apple doesn't fall far from the tree.

The real deal though -- the kid's last name's Beckham. He could be showing off his '72 Pinto, chicks would still flock.
