Kim Kardashian's brand new white Ferrari had its first brush with the law Wednesday night ... TMZ has learned.

An LAPD officer pulled over the expensive whip after noticing it didn't have license plates. But when he got to the driver's side window ... Kim wasn't behind the wheel ... or even in the car.

Instead, we're told the driver was a nice young man with a perfectly good explanation.

Turns out ... Kim had loaned it out to Platinum Motor Sports for a photo shoot earlier in the day -- and an assistant was tasked with the job of returning the car to its famous owner ... when he was popped for the plate problem.

Kim Kardashian better not be counting on Michael Clarke Duncan's vote -- because dude laughed so hard when he caught wind of KK's political aspirations ... his girlfriend got pissed.

MCD and Omarosa Stallworth were outside Staples Center when a camera guy told them Kim's considering a run for Glendale, CA city council and eventually mayor. Michael's awesomely honest response -- "No she's not! Are you playing? Are you serious?"

But Omarosa immediately had Kim's back, saying ... "Run girl, run! You can win."

The whole thing quickly melted down into a heated debate -- Lamar Odom's name even got dragged through the mud.

They laughed when Ronald Reagan ran for Governor of California. They scoffed when Arnold Schwarzenegger followed in Reagan's footsteps. So don't dismiss us when we tell you ... there's a serious move in Glendale, CA to make Kim Kardashian its mayor -- and we know Kim is on board.

Kim made a comment on Khloe and Lamar's show that she was mulling over the idea of running in the city that is a bastion for Armenians.

But now ... several prominent Armenians in Glendale are backing Kim. Former Mayor and current City Councilman Ara Najarian offered to make Kim his Chief of Staff to teach her local politics. What's more ... Artin Sarkissian -- a prominent Glendale realtor -- has offered to find Kim a home in Glendale.

So our Kim sources tell us KK can't believe the response she's getting and she's "seriously considering" buying a house in Glendale and taking Councilman Najarian up on his offer.

The only thing is -- Kim must run for City Council before she's eligible to become Mayor. Members of the City Council rotate into the position of Mayor -- and one thing Kim is good at ... rotating.

There was a huge mob of people at the Kardashian family clothing store DASH yesterday ... but they weren't there to shop, they were there to protest.

Holding various un-clever signs, a group of people stood outside the store in Calabasas to protest the store's selling of fur ... despite the fact Kim Kardashian maintains the store does not even sell fur.

Kanye West has his work cut out for him ... 'cause Kim Kardashian's step-father Bruce Jenner has made it clear ... he's "not that excited" about Kim's new relationship.

Bruce made his feelings known during a speaking engagement at Northeastern University in Boston Wednesday night ... when someone in the crowd asked for his opinion on the new K+K hookup.

Jenner told the audience ... "I'm not that excited, but we'll see. Kimberly and I have had a conversation about them and their potential relationship."

Sources close to the family tell us ... Bruce has expressed concern that she might be rushing into things and wants her to be "careful" ... considering she just came out of a pretty serious relationship.

We're told Bruce's feelings aren't personal against Kanye ... in fact, we're told he likes the rapper ... Bruce just wants Kim to proceed with caution when diving into ANY relationship.

Kim and Khloe Kardashian furiously jumped out of their car yesterday in the middle of a busy L.A. street -- after another vehicle nearly ran into them -- and now, footage has surfaced of the angry standoff.

It's unclear what happened right before the cameras started rolling -- but sources tell TMZ, the other car had been driving aggressively, turning into Kim and Khloe's lane ... as if trying to run them off the road.

Here's where the footage starts -- Khloe, who's driving, cuts the other car off to corner it in ... then she and Kim angrily hop out to see what the hell the deal is.

It gets crazy fast -- Khloe BUM RUSHES the car's driver side door and tries to open it. Meanwhile, Kim snaps pics of the car's license plate.

Sources tell us, a woman was driving the other car with another female in the passenger seat. In the backseat, we're told some guy wearing a CBS Sports t-shirt was filming the entire altercation.

The footage is pretty wild ... but it only lasts a few seconds -- before the other car backs out and takes off.

Kim tweeted a pic of the other car's license plate yesterday (below) -- with the caption, "This driver tried to hit us and run while video taping it. She works for CBS Sports. Wow drivers beware."

Kim Kardashian is seeking refuge in her hairy Armenian heritage -- asking a court to excuse her from a nasty beauty product lawsuit ... because she never lied about her fur-removal practices.

Kim just filed new docs in her ongoing legal battle with a beauty company called Radiant -- which sued her last November, claiming she's endorsing a competitor's hair removal product ... by making false claims.

According to Radiant's lawsuit, Kim falsely claimed TRIA -- a home laser hair-removal system -- works all over your body ... and yields permanent results. (Radiant says it does neither.)

Radiant is pissed, claiming Kim's misleading TRIA endorsement has put their hair-removal product -- called no!no! hair -- at an unfair disadvantage.

But Kim insists ... everything she ever said about TRIA -- including how she uses it all over her body -- reflected her honest opinions and experiences.

As Kim said under oath, "Being Armenian and hairy, I thought [TRIA] was the perfect product."

Kim is now asking to be dismissed from the lawsuit.

Khloe Kardashian is trying really hard to stay positive about her husband getting the boot from the Mavericks ... but it's obvious, she's pretty bummed out.

Mrs. Lamar Odom arrived at LAX last night ... when we asked about her hubby's embarrassing exit from his NBA team. Khloe simply explained, "It's just a crazy year."

As we previously reported, Dallas dropped Lamar to the "inactive" list ... which means he won't play anymore this year and will most likely be traded right after the season ends.

As the new heirs to the Justin Bieber/Selena Gomez teen power couple throne, 15-year-old Aussie singer Cody Simpson and 14-year-old lil Kardashian Kylie Jenner enjoyed a movie date night at The Grove in L.A. on Tuesday.

It was belly bump vs. booty bump, as bikini-clad Kim and Kourtney Kardashian let all their loveliness hang out while vacationing in the Dominican Republic this weekend.

While pregnant Kourtney flashed her bulging stomach, Kim made sure her posterior pride and joy enjoyed its moment in the sun too.

Kris Humphries has filed legal docs ... asking a judge to reinforce the obvious -- that Kim Kardashian has a duty to disclose how much money the couple raked in during their 72-day marriage. But Kris is also challenging Kim's right to give away money that represents what they made in wedding gifts.

Kris' lawyer wants the court to reinforce that Kim has a duty to deal with him fairly and in good faith ... and that includes giving him a full accounting of the assets and liabilities accumulated during the marriage.

In the docs, Kris' lawyer writes, "A spouse may not make a gift of community personal property, or dispose of community personal property for less than fair and reasonable value, without the written consent of the other spouse."

It appears the lawyer is referring to Kim keeping the wedding gifts but giving double the value to charity.

Bruce Jenner is rallying behind his stepdaughter Kim Kardashian -- claiming the rogue PETA member who dumped flour on her last week is nothing more than a pathetic little "ass."

Bruce and Kris Jenner were leaving LAX yesterday -- when a photog asked what they thought about the flour-bombing PETA activist Christina Cho blasting Kim for wearing the flesh of dead animals.

Bruce didn't miss a beat, calling Cho an "ass." Meanwhile, Kris played coy.

Khloe Kardashian is cutting off all ties with PETA ... claiming she will NOT support an organization that condones the "bullying" art of flour bombing.

Khloe -- who has appeared on several billboards for the People for the Ethical Treatment of Animals -- says she was disgusted when she found out the organization has ties to the woman who attacked her sister Kim.

Now, she's released a statement saying, "Not only has PETA lied to the public, but they have proved that they support this kind of behavior. I’ve been a vocal supporter of PETA for a long time but I have also been very vocal about anti-bullying, so this was a huge disappointment for me."

TMZ broke the story ... the woman who floured Kim at a red carpet event last week is Christina Cho ... a major PETA activist with a history of anti-fur protesting.

Here's Khloe's entire statement:

"Hi dolls. I’m sure you all heard what happened to Kim last week (thank you SO much for the love and support you all showed her), and I just received word that the woman responsible has very close ties to PETA, despite PETA publicly stating otherwise.

Kim Kardashian's flour attacker is a mega-influential PETA activist -- despite the animal organization denying ANY connection to the anti-fur activist's recent flour bombing stunt.

The woman's name is Christina Cho -- and she has a history of staging dramatic anti-fur protests in PETA's name. Back in 2010, she grabbed the mic from Donna Karan at a Women's Conference event in NYC, condemning the use of fur in fashion (below).

PETA reported on the protest -- referring to Christina as a "PETA member" and "superstar activist." Christina even won an award from PETA in 2010 for her work for the organization.

Christina's younger sister Michelle is a top PETA official in L.A., who credits Christina with leading her to PETA and a life of activism.

As we previously reported, PETA is adamant it wasn't behind Christina's outburst last week -- when she dumped flour on Kim Kardashian at a red carpet event -- telling TMZ, "It was not [us]. We were given the video by an anti-fur activist on the scene."

The incident that led to the Rob Kardashian vs. Paparazzo arrest didn't appear to be a "joke" when it was happening ... because the photog told police, "He tried to kill me" ... and it's all caught on tape.

TMZ broke the story ... Rob was handcuffed and arrested early Sunday morning after chasing after a paparazzo and cornering him in a bong shop. Rob insisted he was just "joking" with the pap.

But new footage has surfaced ... which shows Rob was in a very heated argument with a super attractive female moments before the incident. It appears Rob gave chase to the pap AFTER he realized the argument was being recorded.

The pap ran to the nearby smoke shop to hide out ... but Rob spotted him and followed him inside. Cops saw the chase and darted inside the shop ... bursting into the store as Rob was closing in on the photog.

Once the pap sees the cops ... he yells out, "He's attacking me ... he chased me ... he tried to kill me." During the video, Rob never lays a hand on the pap.

The officers grabbed Rob and asked him why he was in the shop ... to which the reality star replied, "I'm shopping."

Kardashian was placed in handcuffs and warned, "Don't resist."

According to the police report, obtained by TMZ, Rob confirmed to cops that he gave chase because he "did not like the paparazzi filming him."

Rob Kardashian tried joking around with a paparazzo in Miami early Sunday morning ... and he ended up handcuffed and nearly arrested as a result ... TMZ has learned.

Sources close to Rob tell TMZ he was out with some friends when he saw a photog taking pictures from across the street. We're told Rob thought it would be funny to start sprinting towards the photog ... but the photog didn't laugh and instead ran away screaming for help.

According to our sources, Rob followed the guy into a smoke shop to try and clear the air (no pun intended) but the police saw the whole thing and decided to get involved (see video below).

We're told cops interviewed both Rob and the photog -- even putting Rob in the back of a police car. But after Rob explained to them it was all a misunderstanding, he was released.

And that's why you never chase after strangers.
