The President of Gabon in West Africa has 2 wives with very different lives ... one who lives in the presidential palace and the other who's on welfare. Guess who's unhappy and wants a divorce?

President Ali Bongo Ondimba lived in L.A. when his dad was the president. He met a woman named Inge in 1991 and married her 3 years later. They had 3 kids and lived lavishly ... private jets, mansions, cooks, the works. In fact, in 2006, Inge was featured on a VH1 show -- 'Really Rich Real Estate' -- where she bid $25 mil on a Malibu mansion.

But then Ali's dad died and he became President of Gabon, which required him to move back to his homeland. Inge followed him but claims her life was a nightmare. She says witch doctors convinced her husband she was crazy and as a result she was beaten, mutilated and kidnapped.

Inge escaped and came back to L.A. Ali got married to another woman and Inge says he completely cut her off financially. Inge says she hasn't received a dime since 2008.

Fast forward to September 2015 ... Inge, who says she's living on welfare, filed for divorce. In the legal docs -- obtained by TMZ -- Inge says she and her 16-year-old son are living on $524 a month in public assistance.

She's asking for full custody and spousal support.

There's an obvious dilemma -- California courts are going to have a problem getting jurisdiction over the president of an African country.

But Ali may have a problem, too. He married a much younger woman, Sylvia Valentin, and it looks like polygamy may be an issue.

Lil Wayne Alleged Bus Shooter ... I'm As Likely to Kill as Drew Brees

The man accused of shooting up Lil Wayne's tour bus now says the notion he'd try to off Weezy is as absurd as Drew Brees trying to kill rival QB Matt Ryan.

Lawyers for Jimmy Winfrey -- who's currently behind bars, awaiting trial for the shooting in April -- claim their client did not have a motive to hurt Wayne. The lawyers acknowledge Winfrey was an associate of Young Thug, but they say Y.T. idolizes Wayne.

The lawyers acknowledge there's rivalry in the rap game, but that doesn't mean rappers automatically want to kill each other. Winfrey's lawyers say, "Clearly, the New Orleans Saints and Atlanta Falcons are rivals because they are fighting every year to win the same division: the NFC South. Yet, this does not provide a motive for Drew Brees to kill or maim Matt Ryan."

The lawyers say there are indeed actual rap beefs, but the idea that Wayne and Young Thug are the next Tupac and Biggie is absurd.

Chris Brown and his baby mama Nia Guzman have settled their custody war, right down to the official name of their child.

Sources connected with the case tell us, Chris and Nia have agreed to joint physical and legal custody. He'll get their 1-year-old 12 days out of the month, and there will be no supervised visitation.

As for the baby's name ... they've agreed she's Royalty Brown -- no middle name.

And we're told Chris will pay Nia $2,500 a month. He's also paying her $15k in back support.

Chris also has to pay for Royalty's schooling, health insurance, medical bills and nannies.

And we're told the drug test Chris submitted to during the custody hearing has come back positive for both weed and codeine, but we're told he had a prescription for both.

The settlement is subject to a judge's approval.

Rick Ross Ex-Groundskeeper's a Liar I Never Pistol-Whipped Him

Rick Ross is attacking the groundskeeper who is suing him for allegedly pistol-whipping and beating him ... but this time, Ross is admittedly attacking with a gun ... a hired gun.

Ross has filed legal docs against Jonathan Zamudio, who sued Ross claiming the mogul got angry at him for throwing a party in his mansion and driving his cars. Zamudio says Ross locked him in a room, pistol-whipped him and brutalized him so bad he had to eat through a straw.

But Ross now says Zamudio is lying ... and claims he has proof. For starters, Ross notes Zamudio called 911 THREE HOURS after the alleged incident and never mentioned pistol-whipping or any injury for that matter. He also spoke clearly and calmly to the dispatcher.

Secondly, Ross says Zamudio is in cahoots with his arch enemy, 50 Cent. You'll recall Ross' baby mama sued 50 for posting a sex tape featuring her on his website. A jury felt 50 did it maliciously and awarded her $7 million. Ross says Zamudio's lawsuit is really just 50's revenge.

Ross points to a photo 50 posted of himself with Zamudio, along with the caption, "Now you pay."

Ross calls this a simple shakedown from a guy who left paraphernalia used for cocaine and other drugs all over his house.

Ross was arrested and jailed in connection with the incident and charged with kidnapping, aggravated assault and aggravated battery. That case is pending and Ross is free on $2 mil bond.

It sounds like The Game snitched on himself by strongly suggesting he played a part in killing a man who -- legend has it -- whupped Game's ass in an L.A. mall 4 years ago.

Game was on The Breakfast Club, and possibly spilled his guts when Charlamagne Tha God brought up the frequently told story -- that back in 2011, Game was with his kid in a mall, and some guy stepped to him and a fight broke out. Word is Game got knocked out, but he's always denied it.

But watch, this time he went beyond a denial. Game reveals the guy died -- just over a month later -- and then says, "If you approach me with my kids then ... 40 days."

The stunned reaction in studio says it all. Question is ... why would Game say this if he really was involved?

Matt Groening Neighborhood War Erupts Over Pine Tree Massacre

Matt Groening is literally living a Joni Mitchell song ... his neighbor paved paradise and put up a parking lot, and he's pissed.

Matt is enraged one of his neighbors is taking an ax to four 100-year-old pine trees, which he says are on protected property.

The "Simpsons" co-creator says the neighbor wants to pave over the area to accommodate her cars.

The Santa Monica neighborhood is up in arms. Bobby Shriver, the former Santa Monica mayor and member of the Kennedy clan, along with his wife, Malissa, tried to stop the chainsaw massacre by protesting to the City of L.A. Turns out, the trees are on the border between Santa Monica and L.A. and the stumps rest on the L.A. side.

One neighbor, Jerry Rubin, actually chained himself to one of the trees in protest.

Matt and company won a temporary reprieve ... the City of L.A. ordered the tree hackers to stop until they determine conclusively whether she has a right to chop the pines down.

'Bling Ring' Ex-Con Nick Prugo Arrested Again ... Allegedly Tried to Hire Rapist

Nick Prugo -- the guy who masterminded the Hollywood "Bling Ring" -- got busted for another nefarious plot ... this time he allegedly tried to hire someone to rape his longtime nemesis.

Prugo was arrested and charged with solicitation to commit sexual assault, as well as 3 counts of stalking. Prugo's friend, Edward Feinstein, was also taken into custody and charged with the same crimes.

The D.A. says Prugo and Feinstein posted an online ad in January 2014 ... looking to hire men to go to Dawn Daluise's home and rape her. Prugo has a sordid history with Daluise.

She's an esthetician who was also arrested for trying to hire someone to murder a rival skin care shop owner last year. When she got busted she told cops Prugo violated his parole by going out of state ... and he ended up going back to jail briefly.

Prugo will be arraigned on Wednesday for the rapist-for-hire plot. Prosecutors want his bail set at $485k.

Sean Penn Sues Lee Daniels I DON'T Hit Women

Sean Penn has sued Lee Daniels for $10 million, claiming the "Empire" creator dragged him through the mud and accused him of hitting women, just to make Terrence Howard look better.

Daniels did an interview in which he said, "[Terrence] ain't done nothing different than Marlon Brando or Sean Penn, and all of a sudden he's some f***in' demon.... That's a sign of the time, of race, of where we are right now in America."

Penn claims in his lawsuit Daniels' comments were "reckless and malicious" and Sean has falsely "for years been the subject of scandalous, scurrilous, and baseless attacks."

Penn has been caught on video attacking paparazzi and prosecuted for it. As for women, there have been numerous reports that he allegedly brutalized Madonna in the late '80s, and numerous publications reported he was charged and convicted. We did some checking, and it appears the story about being charged and convicted is incorrect ... he was never charged.

Penn says in the lawsuit, "Daniels' defense of Howard (and his improper invocation of two of the greatest actors and humanitarians of our time, Brando and Penn, in doing so) is apparently part of a misguided campaign to profit and further bolster and brand his show 'Empire.'"

Penn is suing Daniels for $10 million.

T.I. isn't fessing up about his breakup with Iggy Azalea ... because the plug was pulled long, long ago, and it was mutual ... so say sources connected with Iggy.

Iggy had been signed to Tip's Grand Hustle label and released her 2012 album "Glory" on it ... but the real question is when the relationship ended. Based on our interactions with T.I. it seemed he ended it with her sometime in 2015.

According to our Iggy sources, they had a mutual parting of the ways in 2013, when she signed with Island Def Jam.

As one source put it ... T.I. hasn't had any involvement in the last 10 songs she's put out ... many of which have climbed the charts, like "Trouble" and "Pretty Girls."

We're told the two are still on amicable terms, and there's some sort of deal where T.I. gets a percentage for discovering her.

Iggy was pretty clear about the whole thing in a 2013 tweet, "Friendship doesn't require contracts."
