1:34 PM PT -- One of Justin's neighbors tells TMZ ... the argument between Bieber and the accuser was NOT over a party ... it had to do with a Ferrari.

We're told Bieber had the car delivered to his home last night on a flatbed truck ... and this morning, he was racing the vehicle up and down the streets.

Neighborhood sources tell us ... the neighbor was furious about the deafening noise AND felt Justin was endangering the community by tearing through the streets at breakneck speeds.

We're told the neighbor went over to confront Justin about the situation ... and that's when the two sides got into a screaming match.

Justin Bieber has been accused of battery by a neighbor ... and cops are at the singer's home in Calabasas, CA investigating ... TMZ has learned.

Sources tell TMZ .... Justin and one of his male neighbors got into a verbal altercation just after 9 AM. We're told the argument was intense.

We've confirmed Justin has returned from his overseas concerts and was back home this morning.

L.A. County Sheriff's spokesperson Steve Whitmore tells TMZ ... the accuser told deputies Justin made physical contact with him and he has filed a battery report. He also claims Justin threatened him.

Sources connected with Justin's security tell TMZ ... the neighbor came on to Justin's property and began screaming that while Justin was away (overseas) there were people at the house throwing loud parties.

Our sources tell us Justin told the man to get off his property ... but they insist Justin did not have any physical contact with him.

Sources connected with JB's security tell us the singer went inside his house and security escorted the neighbor off the property.

Ray J went HAM on anyone who stepped to him at L.A.'s Nokia Theatre -- but the toughest part of the night ... was figuring out what the hell one female challenger was saying.

Ray J still has no idea why Bad Azz attacked him last night -- telling TMZ Live, he thought the two settled their beef a LONG time ago ... but from here on out he just wants peace.

As we first reported, Bad Azz said he used to be friends with Ray ... but that ended in a blood feud after Ray J told Suge Knight that BA had been trash-talking him, and Suge's people jumped him.

BA didn't say why he felt compelled to attack Ray ... and Ray doesn't know either, saying the fight completely blindsided him.

Ray said he had to defend himself, but he wants the fighting to end once and for all -- telling us, "I don't want this to get any crazier."

Lindsay Lohan will not face charges for her arrest in that New York City nightclub brawl with another woman ... TMZ has learned.

Law enforcement sources tell us the Manhattan D.A.'s Office will not prosecute Lohan -- and we're told the main reason is ... witnesses failed to cooperate.

TMZ broke the story ... Lindsay was busted back in November for allegedly punching the woman inside Club Avenue.

We're told witnesses to the incident, including those connected with the alleged victim, refused to speak to investigators.

Another problem with the case ... according to our sources on the night of the fight ... the woman was being escorted out of the club by police, and tripped and fell ... so it was unclear what really caused her injuries.

The Manhattan D.A. would not comment.

The guy on the receiving end of Ray J's fists this morning is rapper Bad Azz from Dogg Pound Gangsta, and he has a bad history with Ray.

Bad Azz tells TMZ ... he and Ray J used to be friends, but ended up in a blood feud a few years back after Ray J told Suge Knight B.A. was talking trash about him. B.A. says Suge and his boys subsequently viciously jumped him.

Ray J used another one of his appendages early this morning to take care of business ... this time beating down a dude in a violent confrontation that started when Mr. J called a woman a "fat bitch."

It went down at Club Nokia in downtown L.A. at 1 AM, after Mack 10 and Jamie Adler's West Coast Fest concert.

A woman goes nuclear on Ray J ... an eyewitness tells TMZ Ray J hurled the insult at her and she just goes off, screaming, "You said f**k me fat bitch." Ray J tries to calm her down, to no avail.

She has a couple of great lines ... "I'm the bitch they went to go get to whup bitches asses," and "I ain't no fake-ass n****r from Carson (Ray J's hometown)."

It's unclear how the fight started, but Ray J and some dude got at it, and it's pretty clear ... Ray beats the other guy's ass.

No one was arrested.

ATTENTION NAZIS: stay the hell away from Dropkick Murphys concerts ... or they will kick your ass on stage.

This story is crazy ... the Murphs were playing a show at Terminal 5 in NYC last week when they invited the crowd on stage for a couple songs ... including AC/DC's "TNT" ... and some skinhead dumbass started doing the Nazi salute in time to the music.

Singer Ken Casey caught the sieg heiling out of the corner of his eye ... and stormed across the stage (look on the left at start of the video), chokeslamming the Nazi toolbag and then swinging his bass at him ... at which point chaos erupted.

Ken emerged from the melee roughly 30 seconds later, and shouted into the microphone, "Nazis are NOT F***ING WELCOME at a Dropkick Murphys show."

The owners of the nightclub where Chris Brown and Drake brawled last year are doing whatever they can to get out of paying Tony Parker for his injuries ... saying the two rappers should cut him a check if he wins his lawsuit ... and not them.

Parker, an NBA star with the San Antonio Spurs, was one of several people who claim they were injured in the June 2012 melee that went down at W.i.P. and he filed a $20 million lawsuit against the club shortly thereafter.

But the owners of W.i.P. (who are facing several lawsuits) filed docs last week in New York saying Parker's beef should be with Brown and Drake ... claiming they were the ones who "contributed to, instigated, participated and/or engaged" in the fight.

The club wants any and all damages awarded to Parker to come from Brown and Drake.

The case is still pending.

WNBA legend Chamique Holdsclaw insists she's no violent gun-slinging psychotic ex-girlfriend ... pleading not guilty to aggravated assault after allegedly firing a gun inside her ex-GF's car.

Holdsclaw entered the plea in Atlanta this morning -- also pleading not guilty to criminal damage in the first degree, criminal damage in the second degree, and possession of a firearm during the commission of a felony.

Holdsclaw -- who's currently free on bond -- was charged with the laundry list of crimes last month.

We broke the story ... Holdsclaw -- considered one of the greatest players in WNBA history -- was arrested in Atlanta last year for a violent encounter with ex-girlfriend Jennifer Lacy.

Rapper 40 Glocc is gunning for $4.5 MILLION ... and his target is The Game.

TMZ broke the story ... Glocc sued Game over a street fight between the two rappers, which went down in July outside a Hollywood Hills mansion. Game subsequently posted footage of the brawl on YouTube, showing him whaling on Glocc.

At the time Glocc filed the suit, he didn't specify how much he wanted, but now we know. Glocc just filed legal docs demanding a cool $4.54 million.

Jennifer Capriati may be a wanted woman ... because she may be on the receiving end of an arrest warrant after allegedly beating on her ex-BF.

The North Palm Beach Police Dept. is reportedly seeking an arrest warrant, after Jennifer -- who won 2 Australian Open and one French Open -- allegedly punched Ivan Brannan in the chest several times ... this according to Gossip Extra.

Interestingly ... Brannan was shut down after trying to get a restraining order against Capriati, claiming she called his place of work north of 100 times in a single day.

BTW ... Capriati has had a troubled past ... which includes arrests for shoplifting and possession of weed.

Justin Bieber's feeling better -- in fact, he's feeling good enough to FIGHT ... 'cause he just went after a photog in London ... and screamed, "I'LL F**KING BEAT THE F**K OUT OF YOU."

Bieber -- flanked by bodyguards -- was leaving a Central London hotel moments ago ... and in the mad scramble to his SUV, he made contact with a waiting photog.

The photog -- NOT a TMZ photog -- was clearly upset by the physical contact and immediately claimed he was assaulted. He then began to cuss out Bieber, who was already inside the waiting SUV.

But Bieber clearly heard the photog's insults ("f**k off back to America", "f**king little moron") ... 'cause the singer opened his SUV door and sprung out of the car ... trying to attack the photog.

While Bieber's bodyguard held him back, the singer screamed ... "What the f**k you say?"

The photog shot back -- "You heard what I said ... you heard what I f**king said, mate."

Bieber replied, "I'll f**king beat the f**k out of you."

Justin tried to swing at the photog, but his bouncers kept the singer at bay ... and eventually pushed him back inside the SUV.

The car left the scene without further incident.

Chris Brown says the reason he lost his temper and threatened a valet last night was because the guy tried to fleece him ... TMZ has learned.

A source connected to Chris tells TMZ ... the valet outside PINZ bowling alley in Studio City, CA -- where Chris was attending a charity event -- was supposed to charge $5 a pop ... but when Chris tried to pick his car up, the valet tried to scam him by charging $10.

The source says other people who parked at PINZ last night were charged $5. Chris believes he was singled out because he's famous.

TMZ has obtained NEW VIDEO of the Chris Brown valet incident ... in which it's clear -- BROWN THREATENED THE VALET.

The new footage shows Chris cussing at the valet in front of PINZ bowling alley in Studio City, CA -- where Brown had just attended a charity event for inner city youth.

The valet had asked for the $10 fee before handing Brown the keys -- but Chris refused to pay because he was only at the event for a short time and didn't feel it was fair.

Chris exploded in anger ... getting right in the valet's face and yelling, "Gimme my f*cking keys ... f*ck ten dollars."

Then comes the threat -- "Gimme my keys ... we gonna turn this whole spot up ... I promise you."

11:50 AM PT -- TMZ has obtained NEW VIDEO of the Chris Brown valet incident ... in which it's clear -- BROWN THREATENED THE VALET.

Chris Brown turned his anger issues on a valet parker at a bowling alley in L.A. last night ... cussing at the guy over the $10 service charge ... and TMZ caught the whole thing on tape.

It all went down at PINZ bowling alley in Studio City ... where CB had been attending a charity event with his posse.

But when Chris went to get his car from the valet, the guy working the parking lot asked for the $10 charge ... and Chris got PISSED.

After the valet made it clear he couldn't release the car without the cash ... the singer and his posse surrounded the guy ... and at one point you can hear Chris say, "F*ck ten dollars."

Sources at the scene tell us Brown was angry because he was only at the event for 30 minutes and felt like he was getting ripped off by the valet.

As tensions grew, someone in Chris' posse can be heard saying. "We got the money ... don't worry about it."

But Chris DID worry about it ... and in a threatening manner, told the valet, "We gonna turn this whole thing on out."

A short time later, Brown shouted a last insult at the valet ... it sounded like he said, "Funk ass ten dollars" ... before walking away with his posse.

Bode Miller's got some lady trouble -- to say the least -- his new baby mama just filed a police report against his new wife, Morgan Beck, for aggravated harassment ... TMZ has learned.

Sara McKenna -- who popped out Bode's kid last month -- filed the report Thursday with the NYPD, claiming Morgan (a pro volleyball champ) has been attacking her online with threatening messages.

Sources close to the situation tell TMZ, Sara told cops that Morgan sent out a slew of negative tweets about her under fake accounts -- calling her names like "c**t" and "bitch" -- then accused Sara of kidnapping Bode's kid and threatened to have her custody rights taken away.

Sara also told cops Morgan's harassing her non-stop with unwanted telephone calls.

TMZ has confirmed the NYPD is currently investigating Sara's claims.

Calls to Bode's lawyer have not been returned. Extensive attempts to reach Morgan for comment have been unsuccessful.
