Would-be swatting pranksters better think twice about making bogus 911 calls ... a new bill is winding its way through the Legislature that aims to put them behind bars for a long time.

This has become a huge problem in L.A. and there are no specific laws prohibiting the prank calls, although various laws can currently be used to prosecute anyone who's caught.

The new anti-swatting legislation is the brainchild of Assemblyman Mike Gatto (left) ... and it just passed its first hurdle toward becoming law ... the Assembly Public Safety Committee ... by a vote of 6-0.

If the bill becomes law ... swatters would be subject to a year in jail and a $2,000 fine ... and they could get even more time if the swatting prank results in someone getting hurt. In that case it becomes a felony.

Recent celebrity swatting victims include Justin Bieber, Diddy, Ryan Seacrest, Justin Timberlake, Tom Cruise and Rihanna.

Gatto tells TMZ, “This bill is not just about protecting folks like Justin Bieber. It’s about protecting kids playing in the street when emergency vehicles needlessly speed by."

But let's be honest ... it's really about protecting Justin Bieber.

Lil Wayne is laughing at reports that he's about to lose his mansion and fancy cars to satisfy a $3.4 million judgment against him -- because he says that kind of jack is pocket change to him.

Wayne had sued Quincy Jones III over a documentary about the rapper's life. QJIII countersued ... claiming Wayne screwed him out of profits by acting so unreasonably.

The California jury saw it Quincy's way and slapped Wayne with the multi-million dollar judgment.

Now we find out ... Quincy's lawyer has moved the judgment to Florida ... where Wayne has lots of assets, including an $11 million mansion and a Bugatti that's worth more than a mil. There's a report out that the lawyer is taking aim at these goodies to satisfy the judgment.

But our Wayne sources say no one is going to sell any of Wayne's assets to satisfy any judgment, because he's worth as much as $100 million and can easily pay off the judgment.

It's interesting ... Wayne has thumbed his nose at everyone connected to the case -- remember his epic deposition (below)? So it's a little surprising Wayne is saying he'll pay the piper.

A "Real Housewives of New Jersey" star could be downgraded from "housewife" to just plain old "wife" ... because a bank is trying to FORECLOSE on her mansion.

Jacqueline Laurita is being sued by Hudson City Savings Bank. The bank claims Jacqueline took out a $1.6 million mortgage back in 2007 on a 5,600-square-foot pad, but in Feb. 2012 failed to cough up the $10,175 monthly mortgage payment.

Big mistake ... according to the deal ... if Jacqueline misses ONE payment the bank can demand the entire balance -- which it did.

The bank is now asking a judge for permission to foreclose on the home.

It's not Jacqueline's only financial woe -- the State of NJ says she still owes over $340,000 in unpaid taxes.

Christina Aguilera had better check twice when she borrows a cup of sugar from her new neighbor ... because she's moving into Charlie Sheen's hood.

We've learned Xtina just dropped a cool $10 mil for an 11,000-square-foot mega-mansion in Mulholland Estates, which is a stone's throw from Bev Hills.

She's actually significantly downsizing, having just sold her $13.5 million mansion previously owned by Ozzy and Sharon Osbourne.

Sly Stallone has settled a nuclear battle he was having on the homefront ... TMZ has learned.

Sly put an end to his $1.4 million lawsuit against contractor Mohamed Hadid, who allegedly had charged top-of-the-line prices for a job that would have been unbecoming in a double wide.

We don't know how much money changed hands, but sources connected with the case tell TMZ, "Sly was smiling."

The actor claimed Hadid -- who has appeared on "Shahs of Sunset" -- charged him a fortune for a high end kitchen island but installed cheap wood veneer/plywood. And the complaints went on and on.

In Sly's lawsuit, filed by Marty Singer, he blamed Lisa Vanderpump, who gave Hadid a four-star referral.

BUSTED!!! Justin Bieber's freeloading friend is NOT hooking up with Selena Gomez, even though he went to Herculean lengths to make it seem that way ... and we have video proof.

King Kevi -- who became famous-adjacent recently by living in Justin's house and throwing ragers with lots of girls, bongs and beer -- caused a stir when these pics (below) surfaced, showing the fake royalty appearing to leave Selena's San Fernando Valley estate Saturday night.

Various media reported Kevi -- the up-and-coming nobody -- was inside her house and "hung out." But we got our hands on surveillance footage taken the night in question ... showing Kevi posing in front of Selena's house while camera flashes went off ... but never making it past the gate.

Selena wasn't even home at the time the photos were taken.

In other words ... it was all a setup by the guy who is mooching off the Biebs.

He's no Kato Kaelin.

2:45 PM PT -- King Kevi tells TMZ the whole thing is a simple misunderstanding -- saying, "I was there to drop off something to a friend at the party. I walked multiple times to the front gate to try to call my friend and every time I had to chase off the photog."

He adds, "After the last attempt, I went to my car to leave and that's when my friend called me to come inside. When I backed in, I gave him another call to open the gate and he didn't pick up so I left because I saw the photog come back around."

Ryan Seacrest is being swatted right now ... TMZ has learned.

Law enforcement sources tell us ... a 911 call came in by someone claiming shots were fired inside the house by "mobster looking guys in suits with rifles."

Our sources say it has all the markings of swatting.

A slew of cops are at the house, which Ryan recently purchased from Ellen DeGeneres for around $39 million.

It's ironic ... Seacrest was just talking to Russell Brand this morning on the radio about Russell's recent swatting experience. Crazy timing.

TMZ broke the story ... just days ago Russell, Rihanna, Justin Timberlake, Selena Gomez and Diddy were all swatted.

The Holmby Hills digs is known for temporarily housing some of Playboy's hottest models ... including Jayde Nicole and former "Amazing Race" contestant Jaime Edmondson.

As for the house ... 5 bedrooms, 6.5 baths, 1.3 acres of land, oasis waterfall, pool and spa.

HOORAY! Ashley Greene's life hasn't completely fallen apart after her apartment was incinerated.

The actress was spotted eating lunch in West Hollywood Monday ... not far from where her condo went up in flames last month ... and she didn't look like a complete emotional wreck.

Frightening moment for Clay Aiken ... when an obsessed fan broke on to his property and made it all the way to his front door ... this according to police docs obtained by TMZ.

According to the docs, it all went down on April 3 ... when the fan -- 57-year-old Barbara Saylor -- snuck into Clay's gated community in North Carolina and hopped a fence surrounding the singer's home. Sources connected to the incident tell us the woman was seen trying to peer into a window at the front of the house.

The scary part -- Clay was home at the time.

Someone called 911 -- and cops responded to the scene. Barbara was eventually arrested for misdemeanor stalking and misdemeanor first degree trespassing.

According to the docs, Clay told police it's not the first time the woman -- who lives in the Seattle area -- crashed Clay's N.C. pad. Aiken told cops Barbara had previously "thrown her phone over the fence and reported she had been invited by the victim when actually she had not been."

Sources close to Clay tell TMZ ... the singer was shaken up by the incident ... but he's grateful to local law enforcement for responding so quickly.

The swatting epidemic continues ... this time, the victim is Russell Brand, TMZ has learned.

Law enforcement sources tell us ... cops raced to Brand's L.A. home after receiving a call from someone reporting two men with guns approaching the home.

We're told the caller told police one of the men was black, one white -- and they were each sporting body armor.

When cops arrived to the scene, no one was there -- Russell had left the home 30 minutes prior to the call.

After a thorough inspection of the property, cops eventually determined the whole thing was a prank -- another "swatting" incident ... just like Bieber, Ashton Kutcher, Diddy, the Kardashians, etc.

This is a switch ... someone is gunning for Plaxico Burress ... someone who is now forcing the sale of his Virginia Beach mansion.

Seems Plaxico got in a nasty car accident with a woman named Alise Smith and it was his fault. She won a $159,000 judgment and he didn't pay so the judge has now ordered the sale of the crib to satisfy the debt.

The 5-bedroom, 3.5-bath pad is valued at $460,000 and will hit the auction block April 23rd.

Silver lining -- at least nobody got shot.

The San Fernando Valley house is listed for $1.4 million with Evelina Kostova at CA Realty Group. Colbie's parents bought it for $1.2 mil in 2008, so they're coming out pretty well.

Colbie has been working recently with Taylor Swift and Jason Mraz. Her dad, Ken Caillat, is also big in the music biz, producing a couple of Fleetwood Mac albums.

Diddy's stepson Quincy found a bright side to being the victim of a swatting prank -- at least he knows the cops will come should anything really happen.

Quincy told our photog yesterday that he was on his way home when the swatting call went down, and his aunt gave him the play-by-play over the phone.

Quincy said he found the whole thing to be pretty scary, telling our photo, "Of course it's scary because that's my home, that's where I lay my head my head at night. I understand that police can't take it light ... I'm glad everyone responded safely and no one got hurt."

7:10 PM PDT Law enforcement sources tell us Selena and her mom were home when officers arrived. They were both unaware of the 911 call, and had no idea why police were swarming the house.

Selena Gomez has just been swatted ... TMZ has learned.

It's the second time in 2 hours a celeb has been targeted. We broke the story ... Justin Timberlake was a swatting victim earlier this afternoon.

Law enforcement sources tell us ... the swatter called 911 and told the dispatcher ... her dad killed her mom with a gun that was among a cache of 20 weapons. The swatter then said the dad was going to burn the house down.

The singer is the latest in a string of people to be victimized by someone calling 911 and falsely claiming there was violence occurring inside the celeb's house. Law enforcement sources tell TMZ ... the caller claimed 4 black males entered the house and 2 shots were fired and they left a box with red blinking lights.

TMZ broke the story ... Rihanna was swatted Thursday and the day before Diddy was hit.

As we reported, it appears the hackers who obtained financial information from a number of celebrities, including Michelle Obama and Kim Kardashian, are behind the latest swatting incidents.
