Charlie Sheen belongs in JAIL ... so say several parents at his daughter's former private school, who are now clamoring to have the actor prosecuted for his nefarious dog crap plot.

Several parents at the Viewpoint School in L.A. tell TMZ, a meeting was held Thursday night to address Sheen's Twitter rant, in which he ordered his millions of fans to deface Viewpoint with dog feces, rotten eggs, and toilet paper.

Sheen says he urged his fans to exact revenge on the school after it did nothing to address a bullying situation involving his 9-year-old daughter Sam ... whom Sheen removed from Viewpoint last May. It's unclear why he waited until this week to sound off.

But parents aren't letting it slide -- multiple people who were present at the meeting tell TMZ, parents feel Sheen's threat is not over ... and any one of Sheen's millions of fans could act out any time.

As far as they're concerned, Sheen has demonstrated over and over that he's a credible threat and a violent person -- and brought up the litany of allegations the actor has faced over the years ... including claims he threatened to shoot someone with a super 90, held a knife to his ex-wife's throat, shot Kelly Preston, and trapped a hooker in his hotel room (he was never prosecuted for any of the alleged incidents).

Charlie Sheen's dog poop smearing threats have resonated with the people at his daughter's private school -- where administrators have CALLED IN HEAVY SECURITY to stop the Warlock's attack before it begins.

TMZ has learned ... the brass at Viewpoint School in Calabasas have fired off a letter to concerned parents, assuring them they have implemented major security measures to protect the campus and the students from a dog crap attack.

As we previously reported, Sheen has declared war on the school ... claiming officials did NOTHING to help his 9-year-old daughter when she was bullied by another student last year. Sheen has vowed to take his revenge by smearing dog poop all over the campus.

But he's gonna have a helluva time getting on the property -- school officials says it's increased its own security staff and hired an outside security firm to patrol the campus during evenings and weekends.

School officials also say the L.A. County Sheriff's Dept. has increased patrols in the area in the wake of the threats.

If we know Charlie (and who really does?) ... we're guessing the security measures won't exactly serve as a deterrent -- he probably welcomes the challenge.

Charlie Sheen is unapologetic that he goaded his fans to descend on the private school where he says his daughter was unmercifully bullied and smear dog poop on the premises.

Charlie tells TMZ ... Viewpoint School in Calabasas, CA "...should be ashamed of itself for allowing the bullying to go on and try to hide it."

As we first reported, Charlie claims his 9-year-old daughter Sam was bullied so bad a year ago, she couldn't bear going back so he and Denise Richards withdrew the child from the school. He claims the school called his daughter a liar and buried the problem.

Charlie goes on ... his anger has been at a slow boil for months and he just couldn't stand it anymore and that's why he waited, adding, "There's no statute of limitations on bullying."

As for why the dog poop ... Charlie said "They [Viewpoint officials] needed a visual reminder not to forget the epidemic of bullying."

As for Charlie targeting the alleged bully -- a girl named Victoria (Charlie wanted his fans to write her name in dog poop at the school) ... he screamed, "9-year-old!!! How about the 9-year-old who is harmless and sweet and was just trying to make a friend."

Charlie Sheen's rant about an expensive L.A. private school really pissed off the school's administrators ... and now they're returning fire.

You'll recall, Sheen ripped the school on Twitter last night, claiming it did nothing after another student allegedly bullied and tormented his 9-year-old daughter Sam ... teasing her mercilessly about her skin, her looks, her hair, and even Charlie getting fired from "Two and a Half Men."

Sheen pulled Sam out of the school last May, and for some reason, unloaded on Viewpoint last night, urging his fans to deliver dog poop and other gross things to the school and smear them over the campus.

Now, Viewpoint is responding ... telling parents via Twitter, "Viewpoint School’s highest priority is the safety, security and education of our students."

The rep says, "The parent [cough cough...Charlie] of a former Viewpoint School student who has not attended Viewpoint School since March, 2012 has made certain accusations in the media ... Our administrators addressed the issue appropriately [last year]."

The rep adds, "Our School takes accusations of bullying very seriously. For over 50 years, Viewpoint School has provided a safe and nurturing environment for our students to thrive, and we will continue to do so.

Charlie Sheen has issued a call to arms against a school where his daughter was allegedly horribly bullied -- and Charlie's method of retaliation involves toilet paper and feces.

Sources close to the situation tell TMZ ... Sam -- Charlie Sheen and Denise Richards' 9-year-old daughter -- had been attending Viewpoint School in Calabasas, CA. Our sources say a 9-year-old named Victoria made Sam's life a living hell. We're told Victoria teased Sam mercilessly about her skin, her looks, her hair, and even Charlie getting fired from "Two and a Half Men."

Sources say it got to the point where Sam became physically sick and could not attend class. We're told Denise had 3 meetings at the school to complain about the bullying ... to no avail.

During the third meeting last May, we're told Victoria's parents met with Denise and the parents insisted Sam was lying about the whole thing. That's when Charlie and Denise decided to pull Sam out of Viewpoint.

Charlie just went on a Twitter rant, saying, "If you have a rotten egg, a roll of toilet paper or some dog s**t, I urge you to deliver it with 'extreme prejudice' to the campus run by trolls and charlatans. Make me proud."

Charlie goes on: "And if you're feeling the 'show and tell' of it all, smear the s**t to spell one name on the front door: VICTORIA."

It's unclear what set Charlie off months after the fact. One source says it's because Sam has applied to several schools and the admission acceptance letters are about to go out.

Chuy Bravo from "Chelsea Lately" dropped a little philosophy on us about the fractured foot that's keeping him off the celebrity diving show, "Splash" -- or at least, he tried to. Hey, philosophy is hard.

We broke the story ... Chuy busted his left foot while jumping on a table.

Chuy's leg was in a cast when we asked about the accident he said ... "Things happen for a reason. What the other reason is ... I don't know yet."

Chuy seems genuinely pissed he won't be able to compete on the show, because he trained so hard to learn how to swim and dive.

Pope Francis has already become a superstar back in his home country of Argentina ... and when he returns, he'll have Alotta Fagina waiting there to congratulate him ... TMZ has learned.

We spoke to Fabiana Udenio -- the Argentinian-born actress who played Fagina in "Austin Powers" -- who says she's bursting with pride over the papal election.

"Catholic people in South America are very passionate people and I think this will be good for the spiritual side of the religion because it may attract more passionate people to join the religion," she said.

Fagina added, "[The people of South America] are less jaded by the skepticism brought on by the scandals that have burdened the Catholic church in the past.”

The actress says she's excited to see how an Argentinian will shake things up in Italy -- “The fusion of both cultures will be a great thing for Catholics everywhere.”

If he could go back in time, singer Miguel STILL wouldn't give Frank Ocean a standing ovation for beating him at the Grammys ... telling TMZ, it's just his competitive nature.

You'll recall, Miguel lost to Frank for Best Urban Contemporary Album at the Grammy Awards this year ... and while everyone stood to clap for Frank, Miguel remained seated. Chris Brown also lost to Frank, and remained seated as well.

Miguel was out in L.A. yesterday when we asked if he had any lingering feelings of guilt for dissing Frank ... and let's just say, he wasn't feeling too apologetic.

UPDATE: We're told Chuy's replacement is soccer star Brandi Chastain -- the chick who ripped off her jersey and flashed her sports bra when the U.S. won the 1999 World Cup ... which was cool.

When you're Chuy from "Chelsea Lately" ... every foot counts, and we've learned after breaking one, he was forced to drop out of the ABC diving show, "Splash."

Sources connected with the show tell TMZ ... the diminutive sidekick did not know how to dive or even swim when he signed on. Greg Louganis -- a celebrity diving coach on the show -- taught him the ropes, and we're told he was actually good enough to compete.

But fate was not good to Chuy. On Monday, during the very first taping, Chuy jumped up on a table in the lounge area near the pool ... and the table broke. Chuy fell through the table to the ground and fractured his heel bone.

Chuy was treated by EMTs, and a series of X-rays revealed the fracture was such that he could not put any weight on his foot, so he couldn't dive off the board.

That was pretty much a buzzkill, so Chuy bid adieu-ee to "Splash."

It ain't the Super Bowl ... but it's pretty damn close -- Deion Sanders was just awarded primary custody of his three kids with his estranged wife.

We're told 11 of 12 jurors ruled in the NFL Hall of Famer's favor ... giving him full physical and legal custody of his 13 and 11-year-old sons with Pilar Sanders.

However, the Collins Co., TX jury gave the ex-couple shared physical and legal custody of their 9-year-old daughter.

Both sides were arguing for sole custody of all 3 children.

Now, Cyborg is striking back ... telling TMZ, "Fraud? I’m not the one that hides behind a weight class that she knows I can’t make."

FYI -- Rousey has made it clear ... the only way she will fight the 145-pound Santos is if Cyborg drops down to the 135 lb weight class -- where Ronda currently reigns supreme.

Cyborg's response? "Meet me at 140 lbs" ... adding, "Then ask her if I’m a fraud after I knock her ass out!”

Cyborg -- who'll get in the ring for the Invicta Fighting Championships on April 5 -- says Rousey's ultimatum is the move of a coward:

"Obviously she knows that she can’t compete with me – take the time, maybe [Ronda] will get good enough and gain some confidence."

"Until then … I am the best and do not want to talk about hypotheticals. I fight in Invicta and I’m proud to be helping save women's MMA!"

Justin Bieber cancelled his Portugal concert Tuesday -- not because he's sick, not because he's melting down -- because ticket sales were "soft" and it felt like the right thing to do. Just tell that to the fans who are getting stood up.

Justin Bieber is canceling one of his two scheduled shows this week in Portugal "due to unforeseen circumstances" ... this according to the website for the venue.

Bieber is scheduled to play the Pavilhao Atlantico in Lisbon on March 11 and March 12, but the site now says the second show is canceled.

A statement posted on the site (and translated thanks to the good folks at Google) reads, "Due to unforeseen circumstances, Justin Bieber was forced to cancel the second performance in Portugal, March 12."

It continues, "The Canadian singer is eager to play for the Portuguese fans on March 11. Holders of tickets valid for March 12 should contact the respective place of purchase to receive a refund within 30 days of the date of the scheduled concert, which ends April 11."

It's unclear what the unforeseen circumstances are, but he was hospitalized last week after collapsing backstage (though that wouldn't explain why he's canceling the SECOND show).

He also tweeted earlier today simply, "#sundayfunday."

"Modern Family" star Rico Rodriguez has a few million reasons why he wants you to watch his show -- the actor will make up to $115,000 PER EPISODE ... if it lasts another 5 seasons, according to legal docs.

14-year-old Rico -- who plays Sofia Vergara's son on the show -- renegotiated his "MF" contract last year (along with the rest of the cast). So his new deal starts in the current season -- season 4.

Here's what the lil guy is guaranteed over the next five seasons:

Season 4: $75,000 per episode, min of 12 episodes
Season 5: $85,000 per episode, min of 12 episodes
Season 6: $95,000 per episode, min of 11 episodes
Season 7: $105,000 per episode, min of 11 episodes
Season 8: $115,000 per episode, min of 10 episodes

FYI: In each of the first 3 seasons there were 24 episodes -- meaning Rico has the potential to make almost $2 million during the current season, and by season 8 he could make $2.8 million!

But wait, there's more ... Rico's new deal also includes a bonus in season 8 -- an extra $2,500 per episode -- if the show can meet a minimum ratings requirement.

Selena Gomez just appeared in a video dancing to the song "Everybody Knows (Your Boyfriend is a Douchebag)" ... which begs the obvious question ... is this a message directed at her ex-BF Justin Bieber?

Selena and her friends post videos like this all the time -- dancing to other people's songs -- but the timing of this one seems suspect, considering Bieber's recent wave of d-baggery.

It's possible Selena and her friends just like the tune ... and there's no hidden meaning ... but Justin and Selena have been known to communicate through song.

You'll recall JB sang "Cry Me a River" at a concert after they broke up. Selena later responded by performing the same song.

So we gotta ask ...
