We shot video of B.Z. leaving Villa last night in West Hollywood on his tricked-out bike -- little horn and all. Billy looks totally sober, but it got us thinking ... could a celeb, or you for that matter, dodge a DUI by jumping on a Schwinn rather than hopping in a BMW? The answer: Nope.
We checked with two police departments. In California, at least, there's actually a crime -- Driving Under the Influence on a Bicycle. It's a misdemeanor, cops can demand you take a field sobriety or blood alcohol test, and you can be arrested and jailed.
Still, it's a lot safer than driving a motor home ... wasted.

Rihanna had a damn good reason to hit the Hollywood club scene last night -- she was finally attending her long-delayed 21st birthday party ... complete with loads of booze, a couple of decoys and NO Chris Brown in sight.
Sources tell TMZ the whole thing went down in a private patio at Coco de Ville. We're told a five-person party ordered everything from Grey Goose to Jack Daniels, a round of "fun" shots, some champagne, and a cupcake tower for the birthday girl.
TMZ has also learned Rihanna had planned to use a couple of decoys to keep her exit a secret, but TMZ cameras managed to get a shot anyway.
RiRi turned 21 on February 20 -- 12 days after the brutal fight with Brown. Relationships are complicated.

Ne-Yo No-Show Suit
Happening hot spot Bellevue, Wa. was supposed to be the scene for a big New Year's Eve shindig hosted by Ne-Yo. And it probably would have been awesome ... if only he showed up.
According to a lawsuit filed last week in Maryland, Wet Entertainment booked Ne-Yo for the NYE gig and paid him $95,000 up front. The organizers claim they made all sorts of arrangements for the show -- promotion, travel, hotel, etc.
They claim Ne-Yo's people made it to Washington -- but no Ne-Yo. The show was 86'd.
Wet is suing Ne-Yo and the booking company that made the deal for the $95K plus more than $1 mil in damages.
The booking company had no comment. A call to Ne-Yo's agent was not returned.
'Sober' Backstreet Boy: Gimme Another Shot!
If Nick Carter really wanted the public to believe him when he told People magazine that alcohol could literally end his life, he probably shouldn't have been pounding booze onstage with Steel Panther at the Key Club the other night.
Granted it was his birthday, but for someone who's battled serious alcohol abuse, you can't claim a "sober" life when you're taking down a shot of 151.

AJ Loses Sobriety Battle Again
AJ McLean is a recovering alcoholic -- so it was heartbreaking to see the Backstreet Boy stumbling out of the Key Club last night, appearing to be wasted out of his mind.
As McLean nearly falls into the street, one of his friends calls him out -- right out in the middle of Hollywood -- emotionally confronting the guy who went to rehab for alcohol and cocaine abuse in 2001... and again in 2002.
Witnesses inside the Key Club say they saw McLean taking shots and drinking beers during the show. After the confrontation, McLean's friends forced him into a cab and sent him home.
McLean was reportedly six years sober in 2008. Calls to McLean's rep have not yet been returned.
