The woman scolded by Donald Sterling for publicly associating with African Americans was arrested for DUI ... with a black celeb in the passenger seat ... TMZ Sports has learned.

V. Stiviano was arrested in 2012 for drunk driving in Los Angeles. Her passenger was Brandon Mychal Smith ... who starred in Disney's "Sonny with a Chance."

Stiviano was driving the red Ferrari that Sterling gave her and which is now the subject of a lawsuit where Shelly Sterling claims V. deceived the old man into giving her more than $2 mil in gifts.

Coincidentally ... today is the day she has to prove to a court she did her community service.

Stiviano pled no contest to reckless driving and was put on 3 years probation ... which means she's still on the hook.

Kylie and Kendall Jenner have two words for Selena Gomez -- GOOD RIDDANCE -- because as far as they're concerned ... Selena's the toxic one in their lives, not the other way around.

TMZ broke the story ... Selena cut ties with the Jenners after Coachella because she associates them with all the trappings of Hollywood excess -- drugs, booze, drama -- and she considers them a distraction from her real passion ... music.

But sources close to the Jenner girls tell us, Selena has it twisted -- not only do Kendall and Kylie eschew drugs and alcohol ... they believe Selena's the real drama-obsessed party girl. After all, she's the one who's been to rehab.

We're told things came to a head at Coachella -- Selena had a paranoid meltdown over Justin Bieber, accusing him of hitting on other girls ... and they all had a falling out.

And the Jenners aren't the only ones who've accused Selena of being a bad influence -- as we reported, even Justin blamed their relationship issues on her drinking problems.

Victoria Beckham, Melanie Chisholm and Emma Bunton zig-a-zig-ahed their way out of a London club this weekend after celebrating Posh's 40th birthday party.

Soulja Boy says it's wrong to take high-end cough syrup off the market ... because thousands of sick people need it -- and he REALLY loves it -- so he's on a mission to bring Actavis back.

Soulja Boy tells TMZ ... he's "mad as hell" over Actavis' decision to cease all production of promethazine codeine -- saying it doesn't punish rappers -- it hurts the infirmed.

S.B. doesn't think Actavis' decision had anything to do with celebrities drinking it -- even though that's what the company said, adding, "Actavis is running away from money ... they could be selling out everywhere."

Soulja says he drinks Actavis on the road so he can sleep -- and he says there's nothing wrong with that ... so he's rallying his friends together in a petition drive.

Soulja adds, "As far as the lean goes, just know I been had the juice since 2011."

Selena Gomez has turned her back on former BFFs Kendall and Kylie Jenner because she wants to focus on what's really important -- MUSIC -- and thinks the Jenners are nothing but a toxic distraction ... sources tell TMZ.

Sources close to Selena tell us, the singer had an epiphany after Coachella last week -- where she was surrounded by booze and drugs while hanging with the Jenner girls, Justin Bieber ... and all the hangers-on that come with them.

We're told Selena's sick of that scene -- so she's decided to cut out what she considers the biggest sources of negativity ... Jenner girls included.

Selena made the cut official, and public ... by unfollowing Kendall and Kylie on Instagram. She also deleted all her Coachella selfies with the sisters.

The Insta-purge continued ... with Bieber and a bunch of others getting dropped -- and, in fact, she's currently following ZERO people.

We're told Selena is determined to stay on the straight and narrow -- focusing on music and, get this ... going to church almost daily.

Makes ya think ... must've been one helluva party at Coachella.

Romeo has some divorce advice for his mom -- if you want $67 million ... you need to earn it, and it starts with being a good mother.

Romeo opened up last night about his mom and dad ... Sonya Miller and Master P's split -- and her legal demand for a chunk of his empire ... telling us, "Honestly, I love my mom to death, but I mean -- we gotta just work out some things. She gotta be a better parent, y'know."

It sounds like he's referring to Master P's allegations that Sonya is smoking marijuana around their children ... which she's denied.

Lean is a great-tasting way to DIE ... this according to former addict Lil Boosie, who tells TMZ he SUPPORTS pulling codeine cough syrup from the market ... because it will save lives.

Boosie tells TMZ he nearly died 3 or 4 times from drinking lean and says it's "f***ed up a lot of rappers and the culture of hip hop." He says users don't realize something that tastes like Kool-Aid can be so addictive.

Boosie was reacting to the story we broke ... that Actavis is ceasing production of its high-end cough syrup because it's being widely abused to make lean, also known as sizzurp.

The rapper -- who tells us he's clean now -- spent 5 years behind bars on drug charges, including time for trying to smuggle codeine syrup into prison.

He adds, "Once you on, it's hard to get off ... it's damn near impossible."

George Clooney's biz partner insists the actor was NOT pounding shots before his nuclear blowout with casino mogul Steve Wynn -- and tells TMZ, "We weren't drunk."

As we reported, Clooney and Wynn (left) locked horns earlier this month at a fancy dinner in Vegas after Wynn called Obama an a-hole. Clooney shot back, calling Wynn the a-hole ... then stormed out.

Wynn claims things exploded because Clooney was slamming tequila -- but Rande Gerber, who was at the dinner -- insists, "No shots were had" ... and it was NOT a heated political debate.

Gerber says, "This wasn't about politics. It was about George standing up for a friend."

FYI, Clooney and Gerber (Cindy Crawford's husband) are partners in a tequila company called Casamigos. They were meeting with Wynn to discuss future business at Wynn's hotels, which already serves the brand.

George Clooney stormed away during his fancy Vegas dinner with hotel tycoon Steve Wynn after Wynn called Prez Obama an asshole.

It sounds like an epic dinner. According to Wynn ... Clooney got drunk on tequila shots and when Wynn attacked the President ... he says George hurled an F-bomb and left.

Clooney says Wynn was railing over the Affordable Care Act. He says "I said that the President was my longtime friend and then he said, 'Your friend is an asshole.'" Clooney adds, "At that point I told Steve HE was an asshole and that I wasn't going to sit at his table while he was being such a jackass."

Wynn told the Las Vegas Review-Journal, "When he's [George] drinking, he considers himself a close personal buddy of the President."

Wynn passes a lot of it off to alcohol, saying, "Clooney's fun to be with when he's sober ... If you have a chance to drink with him, you want to get there early, and don't stay late."

For Clooney's part he says there were 9 people at the dinner 2 weeks ago at Botero restaurant at Wynn's Encore hotel, adding, "It had nothing to do with politics and everything to do with character."

Widespread panic in the rap world -- the high-end cough syrup that's become the lean of choice for Justin Bieber, Soulja Boy, and MANY other rap figures has officially been taken off the market ... all because of its reputation as a widely abused drug.

A rep for Actavis -- famous for the highly-refined cough syrup -- tells TMZ, "Given [recent media attention], Actavis has made the bold and unprecedented decision to cease all production and sales of its Promethazine Codeine product."

As we reported, Bieber loves the stuff ... as does Soulja Boy, who regularly posts pictures of Actavis bottles on his Instagram.

The Actavis rep adds, "This attention has glamorized the unlawful and dangerous use of the product, which is contrary to its approved indication."

Before Actavis pulled the plug on the product, the street value of a pint bottle hovered around $800 -- but sources familiar with the market tell TMZ, rappers are now offering insane sums to buy up whatever's left. We're told one prominent rapper has already offered his dealer up to $100,000 to get whatever he can.

Hilariously, being the dumbass he is, Soulja Boy posted a photo of SIX bottles on Monday referencing the Actavis shortage -- "Soulja got the juice. They say the streets dry. I say you gotta be kiddin me. I serve everybody."

News flash to Soulja -- As far as Actavis is concerned, its game's over.

Jay Z should be THANKING the producer he's accused of extortion -- or so the guy claims, telling TMZ, if it weren't for him ... the recordings he's allegedly holding for ransom would have been lost or destroyed ... because Jay Z was an irresponsible pothead back in the day.

TMZ broke the story ... Chauncey Mahan was detained by police Friday after Jay Z's people accused him of stealing the master recordings for several big songs back in 2002 -- and then trying to hold them for ransom -- a $100,000 "storage fee."

But Chauncey insists the allegations are BS -- telling TMZ, he didn't steal jack ... Def Jam asked him to keep track of the recordings in 2002 because no one else was doing it. According to Chauncey, Jay Z "was a stupid kid smoking blunts" who was reckless with his intellectual property.

What's more, over the last 10 years, Chauncey says he's repeatedly notified Jay Z's people that he was in possession of the masters, and they blew him off. He says he finally asked for money last week when he could no longer afford to keep the masters in storage.

Chauncey says he asked for $100,000 to compensate him for keeping the recordings safe for 12 years. FYI, the masters are for Jay Z's "Volume 3" and "Dynasty" albums -- including huge songs like "Big Pimpin" and "I Just Wanna Love U (Give It 2 Me)."

And this is interesting: Chauncey says some of the masters sound awful ... which might explain why Jay Z is freaking out.

As we reported, police have since taken possession of the tapes until a judge can determine rightful ownership.

So riddle us this ... if it looks like Steven Spielberg, tokes like Steven Spielberg, and claims to BE Steven Spielberg puffin' away at the Cannabis Cup on 4/20 ... is it Steven Spielberg?

As TMZ first reported, Mr. Bearer (real name Andre Johnson) was rushed to the hospital earlier this week after his crazy suicide attempt ... but doctors were not able to reattach his penis.

Supreme says he never saw any signs of mental illness in his friend, and never saw him do any illicit drugs ... just cigarettes, alcohol and a little weed.

Supreme says he visited his friend in the hospital and now it's just time to "let the brother heal."

The man who accused "X-Men" director Bryan Singer of sexually assaulting him at wild pool parties when he was 15 claimed orgies are common -- and based on what we know ... they are.

Sources familiar with the situation tell TMZ ... there's a weekly party in L.A. that recruits very young men -- advertising 18 and up, but often attended by people with fake IDs who are underage, along with a bunch of very powerful older men in Hollywood.

The parties are usually held every Thursday night at various nightclubs in the Hollywood and West Hollywood areas.

The night of the party, promoters walk around and get the phone numbers of very good looking guys who appear young.

The promoters then text the people who fit the desirable profile and invite them to a weekend party at a private home.

The home parties often have hundreds of guests ... the young guys along with a number of Hollywood heavyweights, including major agents, movie and TV producers and directors and big names in music.

We're told there are plenty of private places for people to go ... but sometimes things happen out in the open.

Toward the end of the evening, a select few are invited to an after-party, and that's where things often swing out of control. We're told the parties often have drugs and alcohol readily available and it's very clear ... sex is the end game.

Lindsay Lohan would neither confirm nor deny to Andy Cohen the accuracy of the list of guys rumored to be among her sexual conquests.

LiLo taped her appearance on "Watch What Happens Live" on Wednesday night (it airs on Thursday). We're told Lindsay showed up a little late ... or "right on time," in Lindsayspeak.

Our audience sources say while the crowd enjoyed alcohol as they always do ... Andy stuck to his vow and didn't drink during the taping.

Todd Chrisley isn't joking around on his reality show "Chrisley Knows Best" -- he really does drug test his son ... calling it "a necessity."

Our photog in New York City caught up with Chrisley and the rest of the family, where we picked his brain on good parenting ... and what he thinks is the biggest problem facing kids today.

Chrisley has said on his show he's spent a million bucks on rehab facilities for his 23-year-old son Kyle ... but now tells us why Kyle has to be drug tested weekly.
