"Buffy the Vampire Slayer" star Nicholas Brendon says he made a bad decision to mix pain meds with alcohol this weekend ... and now he's going to rehab to get help.

Brendon posted an apology on Facebook Monday afternoon ... saying he was on pain meds for 5 days to manage a cyst behind his knee -- but when he drank as well, things got bad.

We broke the story -- cops say Brendon was causing a disturbance in the lobby of a hotel Friday night in Idaho -- and was arrested when he didn't cooperate with officers.

Officials have finally released dash cam footage from the night Indianapolis Colts owner Jim Irsay was arrested for DUI ... and the guy was a complete mess.

The 55-year-old was popped just before midnight on March 16th ... and as you can see in the clip, he could barely keep his balance as he stumbled out of the car.

Cops say Irsay had multiple painkillers in his system, including oxycodone and hydrocodone.

Irsay eventually pled guilty to one misdemeanor count of operating a vehicle while intoxicated -- and was sentenced to 1 year probation.

The NFL also suspended Irsay for 6 games ... and fined him $500k.

Justin Bieber knows trouble and apparently likes it ... because he's back with Lil Twist.

Biebs and Twist made a turbulent exit from Playhouse in Hollywood Thursday night. There's good reason why Bieber was behind the wheel ... Twist has already racked up a DUI arrest while driving one of Justin's cars.

Justin's people almost strong-armed the singer into cutting ties with Twist after a series of incidents ... including Twist speeding on an L.A. Freeway which ended with someone getting killed -- when a photog was struck by a passing motorist.

Kesha's mom sent Dr. Luke's lawyer an email a year ago ... alleging Luke raped her daughter -- but there's a distinct smell of extortion.

In the email -- obtained by TMZ -- Pebe Sebert complains that Luke screwed her out of music publishing rights connected to her daughter. She then says:

"We, me and Kesha and her friends, like Lady Gaga, are going to make all of this Really PUBLIC, in the next few days. Luke date raped Kesha when she was 18. Nicky Hilton's birthday? Paris Hilton's house? Luke gave Kesha pills. She ended up naked in his hotel room 2 days later. No longer a virgin?"

The email then gives an ultimatum:

"Do we all want this to come out? Either Luke releases Kesha from all legal contracts, and gives me back all my publishing, or we, Kesha and I, tell the truth."

And then there's this:

"And if I wind up dead, TRUST ME, IT'S IN WRITING TO CALL YOU AND LUKE."

Luke says in his lawsuit against Kesha her allegations are a pack of lies and designed to scare him into releasing her from a binding recording contract. He also claims Kesha and her mom have admitted they lied about the allegations.

Kesha has sued Luke for sexual, physical and emotional abuse.

Kesha's lawyer, Mark Geragos, tells TMZ, "It is telling that Dr. Luke would twist an email from a horrified and justifiably angry mother threatening to tell the truth -- the truth! -- about the predator that sexually assaulted her daughter. It is offensive -- but not surprising -- that Dr. Luke would try and pervert the words of a concerned mother to try and keep Kesha under his unilateral control against her will."

Amanda Bynes is headed for another conservatorship, but we're told it almost certainly will not be at the hands of her parents. Rather, we've learned Amanda's doctors are planning to get the type of conservatorship that can keep her confined and medicated for up to 1 year.

Sources familiar with Amanda's treatment tell TMZ ... the plan is to get an LPS Hold -- something a judge will grant at the behest of doctors but only if the patient is "gravely disabled as a result of a mental disorder or impairment by chronic alcoholism."

The LPS Hold allows doctors to confine Amanda -- at either the hospital or another secure facility -- and administer meds against her will.

The LPS Hold is far more stringent than what her parents could get. The parents could not legally force meds on Amanda nor could they effectively restrain her. We're told Amanda literally hates her parents now after they tricked her into coming to the mental hospital.

You may recall ... doctors got an LPS Hold on Amanda a little more than a year ago after she went off the rails ... ending with lighting a driveway on fire and dousing her dog with gasoline. That LPS Hold expired last month.

Our sources say the doctors will likely ask a judge for a new LPS Hold within a week ... after Amanda is fully diagnosed.

Kesha is a liar who is making up stories just so she can get out of her legally binding contract with Dr. Luke ... and she tried extorting him to boot ... this according to a new lawsuit.

Luke filed suit hours after Kesha filed her own lawsuit ... accusing him of sexual and physical assault over a period of years.

But in Luke's lawsuit ... he says the pack of lies is being engineered by Kesha's mother, Pebe, and Kesha's new management firm. Luke claims Kesha tried to extort him by threatening to spread lies about him to a blogger who started a "Free Kesha" website unless he released her from her recording contract.

And Luke says in his lawsuit he's had a copy of a draft of Kesha's new abuse lawsuit for months, and she was threatening to file it if he didn't release her. In other words, he's alleging more extortion.

Luke's lawyer, Christine Lepera, tells TMZ, Kesha's lawsuit about abuse is part of "a campaign of publishing outrageous and untrue statements," calling the allegations scurrilous.

Lepera says Kesha and her mom have already admitted the statements are false.

Kesha was sexually, physically, verbally and emotionally abused for 10 years by her producer, Dr. Luke, to the point where she nearly died.

According to a new lawsuit -- obtained by TMZ -- Kesha claims Dr. Luke was abusive towards her almost from the get-go -- when she signed on with him at 18 -- and made repeated sexual advances toward her. She claims he would force her to use drugs and alcohol to remove her defenses.

In one instance, Kesha claims he forced her to snort something before getting on a plane … and during the trip he forced himself on her while she was drugged.

On another occasion, Kesha claims after forcing her to drink with him, Dr. Luke gave her what he called "sober pills." Kesha claims she woke up the following afternoon, naked in Dr. Luke's bed, sore, sick … and with no memory of how she got there.

Kesha says the alleged abuse led to her eating disorder -- a story TMZ broke earlier this year. She claims Dr. Luke said, among other things, "You are not that pretty, you are not that talented, you are just lucky to have me." As we reported, she claims he called her "a fat f***ing refrigerator."

Kesha also says there was physical abuse ... once she says he attacked her at his Malibu house where he was "violently thrashing his arms at her." She says she escaped and ran barefoot down PCH and hid in the mountains.

Kesha is asking a judge to let her out of her contract with Luke.

Kesha's lawyer, Mark Geragos, tells TMZ ... "This lawsuit is a wholehearted effort by Kesha to regain control of her music career and her personal freedom after suffering for ten years as a victim of mental manipulation, emotional abuse and an instance of sexual assault at the hands of Dr. Luke."

Geragos adds, "The facts presented in our lawsuit paint a picture of a man who is controlling and willing to commit horrible acts of abuse in an attempt to intimidate an impressionable, talented, young female artist into submission for his personal gain. Kesha is focused on moving her life and her career beyond this terrible time."

Skye McCole Bartusiak -- who played Mel Gibson's daughter in the 2000 movie "The Patriot" -- died from an accidental mix of pain killers and muscle relaxers ... and it looks like she may also have been huffing ... TMZ has learned.

According to the Harris County Institute of Forensic Sciences, the primary cause of death was the combined toxic effects of hydrocodone -- typically Vicodin -- and difluoroethane with carisoprodol. Difluoroethane is a colorless gas used as a refrigerant, something huffed to get a high. Carisoprodol is a muscle relaxer.

As TMZ first reported, Bartusiak was found dead in her home in Texas on July 19.

Bartusiak was just 7 when she appeared in "The Patriot" and had appeared in only one other major film since then.

Sarah Palin's family threw down in a massive drunken brawl as violent as any wrestling cage match -- with ripped shirts, bloodied faces, and her daughter Bristol getting dragged around a lawn by her legs.

The brawl went down last month near Anchorage, Alaska ... when the Palin clan -- Todd and his kids Willow, Track, and Bristol -- went to a friend's house party. According to the police report ... obtained by TMZ ... the violence erupted when Bristol went after a woman who had allegedly shoved her younger sister Willow.

Bristol told police the homeowner, Korey Klingenmeyer, shoved her to the ground, dragged her around, and started calling her a slut and a c**t.

Korey and several other witnesses at the party saw it differently ... telling cops Bristol punched him in the face -- he says he let her hit him 5-6 times before grabbing her fist and pushing back ... sending her reeling to the ground.

That scrap then sparked the all-out brawl -- witnesses say Track and 3-4 other people came running to defend Bristol ... and all hell broke loose ... with the Palins, including dad Todd, taking on all comers.

Willow says several people at the party we're chanting, "F**k the Palins!"

One witness says Todd got jumped by 4 people, and Track jumped in to help his father. He emerged from the scrum with a torn shirt and bloody mouth. Bristol says she was uninjured, though one cop described her as having "dirt on her knees."

Worth nothing ... cops described almost everyone at the party as being "intoxicated" ... including the Palins.

As for Sarah ... the report says she was sitting in a limo outside the party. She's not mentioned at all in the fight -- but it sounds like she tried to calm things down after the fact. The homeowner, Korey, did not want to press charges. In fact, prosecutors declined to file charges against any of the 20-plus involved in the melee.

NFL star Adrian Peterson admitted he "smoked a little weed" and could fail a court-ordered drug test ... this according to court docs ... and now prosecutors are gunning to throw the NFL star in jail.

Peterson had to submit to a court-ordered drug test as a condition of his bond in his child abuse case in Texas ... and according to the docs, he submitted to a urine test on Wednesday.

According to the docs, during the testing process, Peterson admitted to an employee of the company that conducted the testing that he recently "smoked a little weed."

Now, prosecutors say that is a direct violation of the terms of his bond -- and have asked the court to order he be arrested.

Justin Bieber looked like he was having a good time and dancing with a group of girls ... but that came to a quick end when he got on the mic and lobbied for everyone to stop shooting him.

Bieber was in a bar in Rome ... and he looked like just a regular guy drinking a few beers and trying to mack on some chicks.

You see a bunch of people taking photos of Bieber ... nothing overly aggressive but lots of flashes.

At a point, it clearly bothered Biebs ... you see him grab the mic and ask people around him to stop filming him and just have fun ... he refers to the group of guys as "groupies."

No one was harmed in this shoot.

Bobby Shmurda was just busted again ... this time for shmarijuana -- but the "Shmoney Dance" rapper believes NYC cops have a vendetta.

The 20-year-old was busted for smoking a joint with two friends while double parked on a Brooklyn street ... and Shmurda was hauled off to jail for the night.

Sources close to the rapper tell us ... Bobby believes neighborhood cops are out to get him -- not because he's black -- because he's a big music star and they want to see him fail.

As we previously reported ... Shmurda was busted in June on a felony gun charge ... after he was caught brandishing a 9mm Glock.

After he was released from jail, Bobby posted a video saying it's gonna take more than a few "bum ass" cops to slow his roll.

That will clearly help his case.

Usain Bolt's got 'Hose in different area codes ... as in lederhosen ... 'cause the fastest man on the planet got all German'd out for Oktoberfest this weekend.

Bolt trekked over to Munich -- where he got into the Oktoberfest spirit by pounding beer after beer after beer ... at world class speeds.

Bolt LOVES the festival -- he went last year too.

The most shocking part of the whole thing -- beer consumption at Oktoberfest is reportedly WAAAYYY DOWN this year ... by roughly 1 MILLION LITERS!!

However, alcohol poisoning at the event is also way down ... so, there's that.

Your first reaction to watching Amanda Bynes ride a bicycle haphazardly through the streets of Manhattan might be to laugh ... but this is going to end badly unless she gets some help ... STAT.

Bynes was spotted this weekend riding a Citi Bike ... where she nearly took out a few pedestrians as she sloppily rode through a crosswalk. The video was shot right near Penn Station ... one of the more heavily trafficked parts of the city.

Early Monday morning, a Twitter account believed to belong to Bynes posted a photo of a lit cigarette that appears to be weed ... but Bynes loves to say how she doesn't smoke pot. And if you believe that, we have a bridge we'd like to sell you ...

As TMZ first reported, Bynes flew from L.A. to N.Y. on Friday and her behavior was all over the map. Amanda's friends all think Amanda needs help ... or else she might wind up in serious trouble.

Cute pigtails ain't gonna get Tami Erin outta this one ... the actress who played "Pippi Longstocking" has been ordered back to school as part of her DUI sentence.

Erin has to enter an alcohol education program, and attend a weekly AA class for 10 weeks.

As TMZ first reported ... Erin was busted last December for felony hit-and-run and drunk driving. She plowed into 3 cars before cops stopped her.

Erin will be on probation for 3 years, and has to perform 240 hours of community service. Sorry, Erin ... making another sex tape will not count toward that number.

Michael Phelps says he's going to rehab ... this, after his 2nd DUI arrest in 10 years.

Phelps says the days following the Sept. 30th arrest have been "extremely difficult" ... and he acknowledges it's not the 1st time he screwed up.

"I am extremely disappointed with myself. I'm going to take some time away to attend a program that will provide the help I need to better understand myself."

Phelps added, "Swimming is a major part of my life, but right now I need to focus my attention on me as an individual, and do the necessary work to learn from this experience and make better decisions in the future."

TMZ Sports broke the story ... Phelps was busted in Baltimore after an 8 hour gambling binge at a local casino last week. Back in 2004, he was arrested for DUI in Maryland.

Phelps did not say whether he will be receiving treatment for gambling as well -- but it's no secret the guy has a penchant for playing cards.
