Justin Bieber is hell on wheels, and not just in his Ferrari -- neighbors tell us they saw him over the long weekend riding a Segway and smoking a joint ... smack in front of neighborhood kids.

Multiple neighbors in the exclusive, gated Calabasas community say Bieber and his friends have turned the neighborhood upside down. We're told they've called cops twice in the last five days over excruciatingly loud noise coming from Bieber's house where parties were going full-bore at 3 AM.

Neighbors tell us Justin has been a real problem in his Ferrari and on his motorcycle. Aside from the incident Monday night when he was allegedly roaring through the neighborhood, we're told Justin frequently drives recklessly. Residents say Justin almost struck a neighbor pulling out of his driveway Sunday.

As for the Segway incident, neighbors say on Sunday Justin was riding side by side with a buddy, who was also smoking a joint on his Segway.

Neighbors tell us the homeowner's board is planning on taking action -- for starters, they've talked to cops who promise they will begin towing vehicles that are left on the street overnight -- a frequent occurrence when Bieber or his friends throw parties.

Keyshawn Johnson chased down a speeding Justin Bieber this weekend -- and tried to confront the singer about his dangerous driving habits -- but JB ran away like a scared little child ... eyewitnesses tell TMZ.

Sources tell us ... Keyshawn -- a former NFL superstar -- had just left a party Monday night inside of his exclusive gated community in Calabasas (with his child in the car), when Bieber zoomed by in his Ferrari at breakneck speeds.

We're told Keyshawn was furious -- feeling Justin could've killed someone -- so he brought his kid home, then chased after the singer in his Prius (yes, a Prius chasing a Ferrari).

When KJ got to Bieber's pad -- he blocked Justin's Ferrari in the driveway and got out of his car to confront Justin face-to-face ... but Justin ran inside of his house and refused to come out.

FYI -- Keyshawn is 6'4", 212 lbs ... Justin's about 5'7", 110 lbs (soaking wet).

As we previously reported, at least 2 people called the police on Justin that night -- and cops responded to the singer's home.

There's more ... sources say SEVERAL people witnessed the speeding incident -- and say Justin was definitely in the driver's seat. We're told the witnesses told Sheriff's deputies ... Bieber appeared stoned at the time.

We're still waiting to hear from Bieber's camp.

10:15AM PDT Now an NFL Hall of Famer is weighing in ... Eric Dickerson, who also lives in Calabasas, just tweeted ... "Justin Bieber needs to slow his ass down."

Justin Bieber is under police investigation for ANOTHER reckless driving incident -- allegedly driving his Ferrari at breakneck speeds in his gated community.

The incident occurred at around 8 PM Monday night. L.A. County Sheriff spokesman Steve Whitmore tells TMZ ... cops received 2 separate calls in different locations in the Calabasas community. Sources say one of the callers was Keyshawn Johnson.

Whitmore says the callers reported Bieber was driving at a "startling high rate of speed." At least one child was playing in the area where Bieber was allegedly driving.

We're told cops responded but Bieber refused to speak with them.

Bieber has had a history of alleged reckless driving. You'll recall prosecutors are currently reviewing a case where Bieber allegedly drove recklessly and then spit on a neighbor who confronted him. The neighbor says Bieber also threatened to kill him.

As for Sunday's case ... Whitmore says the case will be presented to the L.A. County District Attorney.

We spoke with Bieber's rep -- so far, no comment.

Amanda Bynes is now claiming the tweets bashing Rihanna (pardon the pun) did not come from her and were actually mocked up by someone else ... then she went on to say some other crazy stuff.

Bynes went on another rambling Twitter run this afternoon, in which she says, "I saw a bunch of mocked up tweets about me bashing Rihanna in my mentions. I'm followed by so many people that someone is always mocking up fake tweets so I feel the need to address them!"

From there she goes on to say ... well, your guess is as good as ours:

"That's one of the mocked up images, they took photos of me from outside and morphed them onto someone else's body. I am allergic to marijuana and alcohol but I smoke tobacco. Why does Rihanna smoke weed and not get in trouble for it but I smoke tobacco and people think I'm on drugs? I refuse to be treated like someone I'm not, which is why I fought for myself and am suing everyone involved. I don't need to go to rehab. There is never a drug or alcohol in my system! I'm sick of all the lies! What would you do if someone accused you of things you didn't do and yet you still had to be in jail at all over it! I'm so offended but I am so educated that I know cops cannot illegally enter my apartment, sexually harass me, arrest me, take me to a MENTAL HOSPITAL, then lock me up for a crime I didn't commit. I'm suing them all for this upsetting nightmare. My lawyer knows I'm a model citizen who doesn't partake in drugs. He's going to court this week to set the record straight again on my behalf. Thankfully I'm an educated multi-millionaire who knows better than to speak to perverted unjust cops without my lawyer."

The Game has a really good reason he flew into a fit of shirtless rage outside a Hollywood nightclub recently -- he was waaaaaaaaasted.

Game was leaving Lure nightclub last week, when a major fight broke out, creating mayhem in the streets. It's unclear why, but during the melee Game took his shirt off and looked like he was ready to beat someone's ass ... so much so, his entourage had to restrain him.

Amanda Bynes says she is planning to unleash a hailstorm of lawsuits against the NYPD and her apartment complex ... all over her arrest earlier last week ... or as she puts it, her "mistaken arrest."

Bynes just went on another glorious Twitter rampage, saying she plans to file a lawsuit against the NYPD for:

-- "Illegally entering my apartment"
-- "Lying about drugs on me"
-- "Lying about me tampering with non existent drug paraphernalia"
-- "Being put into a mental hospital against my will"
-- "Then locked up overnight for coming home after a facial and working out with my trainer like the good girl that I am."

Bynes also claims she's allergic to drugs and alcohol and is "proud to not be a drug or alcohol user."

17-year-old rap sensation Chief Keef is crying RACISM -- telling TMZ the "fat ass" hotel security guard who busted him for smoking weed had it out for him because he's black.

TMZ broke the story ... Keef was arrested in ATL for disorderly conduct after a security guard at Le Meridien Atlanta Perimeter Hotel called 911 this week ... claiming Keef was "rolling marijuana" inside his hotel room with two "black male" friends (one of whom was fellow rapper Tray Savage).

Here's Chief's account of the situation:

"So me and my homie Tray Savage was in the hotel room chillin' when some fat ass security guard started knocking on the door talking about he needed to fix a water leak."

"So his ass walked in and started looking around at us and immediately gave me the racist look then started talking sh*t to me."

"I told him, 'I thought you wanted to fix a water leak?' Which he obviously lied 'cause there was no water leaking."

"Then he immediately started talking sh*t to us. He told me that he was going to call the police on me so I called him a bitch."

"He kept saying how the police about to be on their way to lock me up so I blew smoke in his face and pulled out 30 racks (white person translation: $30,000) and said I got the bond money -- there is more where this come from."

Keef says he felt the security guard was "racist from the moment he walked in the room. The way he looked at us was a racist look."

As we previously reported, the security guard told 911 he was only on Keef's floor to track down a water leak in the hotel ... when he got to Keef's smoke-filled room, the rapper let him inside "as if it doesn't even matter."

FYI, the security guard (who is white) has already denied racism accusations -- and called "TMZ Live" this week, saying he was simply doing his job when he called 911 ... because marijuana is illegal.

Lindsay Lohan might be an all-star rehabber at Betty Ford ... but Michael Lohan remains unconvinced of the center's healing powers, telling TMZ he wants LiLo transferred STAT.

Our photog spotted Michael arriving at LAX Saturday afternoon and asked the doting dad's thoughts on LiLo's situation at BF and if he was in town to visit LL while she serves her time recovers.

Michael quickly made his position clear -- he's no fan of Betty Ford and wants to transfer Lindsay to a different facility ASAP.

Lindsay Lohan was expected to screw up again in rehab -- at least that's what we here at TMZ thought -- but to our amazement, she's actually become a model patient this time around.

Sources close to Lindsay tell us, the actress has been attending ALL of her group and one-on-one counseling sessions at Betty Ford -- and she's not only taking them seriously, she's talking to friends about what she's learned ... especially issues involving self-control and reckless impulses.

Lindsay is saying the program is getting more complicated and emotional, but she's not shying away.

We're told Lindsay is sleeping in a room with two roommates because she doesn't want to be alone. Get this -- there's no drama -- she's getting along with both.

Several people who have visited her at Betty Ford tell us Lindsay looks better than she's looked in a long time.

Damon Wayans Jr. became the most popular guy in an ATL nightclub this week ... when he whipped out his credit card and bought a round of 200 SHOTS ... TMZ has learned.

It all went down inside Vanquish nightclub on May 20 -- where DWJ and "New Girl" star Jake Johnson had been shooting a scene for their movie "Let's Be Cops."

We're told the club was packed with more than 200 extras for a crazy bar scene -- and Damon was so pumped about how the scene went down, he sprung for shots ... FOR EVERYONE!

Damon even jumped behind the bar at one point and helped pour the booze ... tequila, vodka and Jägermeister.

Total bill -- $2,300 ... plus tip (we're assuming he tipped).

FYI -- Damon was sporting a full cop outfit for the scene.

"To protect and serve ... booze."

Amanda Bynes just tweeted something the cops clearly aren't buying -- she says she's drug free.

Amanda says, "I only smoke tobacco. I don't drink or do drugs." She adds, "I've never had a bong in my life!"

As you know, Amanda has been accused of smoking pot in her apartment and then throwing a bong out the window after police entered.

And there's more. Amanda says, "I need to get another nose job after seeing my mugshot!"

New York's finest returned to the scene of the alleged crime just a few minutes ago -- combing Amanda Bynes' apartment building for information and witness statements.

Law enforcement sources tell us ... NYPD cops got statements from the night doorman as well as 2 other employees, who were there when Amanda was allegedly smoking marijuana in the lobby and acting crazy.

We're told cops also went upstairs to Amanda's floor for more witness statements.

As we reported ... cops arrested Amanda after finding weed in her apartment. They also say she threw a bong out the window, allegedly to 86 evidence of a crime.

Amanda Bynes is back on the streets ... the judge released her on her own recognizance moments ago in NYC -- after she offered a hysterical excuse to cops for her alleged bong-tossing arrest.

According to cops, Amanda told them what she threw out the window last night was "just a vase." The official complaint was read in court.

Prosecutors requested Bynes be held in lieu of $1,000 bail. The judge instead chose to let her go without bail ... but gave her a stern warning that if she missed her court date in July an arrest warrant would be issued.

Amanda was escorted out of court by an officer ... and left, on her own, in a taxicab.

9:30 AM PT -- Amanda has been formally charged with attempted evidence tampering, reckless endangerment and marijuana possession.

8:52 AM PT -- TMZ obtained the criminal complaint from the incident ... which says a man in Amanda's building told cops he witnessed the actress smoking a joint in the first floor lobby.

The report says an officer went to Amanda's room ... and saw a bong on the kitchen counter.

According to the report, the cop -- wearing a "full police uniform" -- asked Amanda about the bong ... and that's when the actress flipped out.

Here's the cop's narrative -- "I observed [Amanda] grab said bong, run to the westbound-facing window, and throw it out the window where numerous pedestrians were walking on the 8 Avenue and West 47 Street sidewalks below."

Amanda Bynes had to remove her platinum blonde wig when she posed for her mug shot last night ... revealing a super short hair cut ... and Bynes didn't appear happy about it.

Bynes sported a scowl and a black shirt when she posed for the photo ... following a bong-throwing arrest in NYC last night.

The 27-year-old actress arrived to court this morning to face a judge -- wearing the wig again -- but it was clear she didn't want to be photographed.
