Chris Brown's sick and tired of reading angry headlines about himself.

The singer posted a video Thursday night after an explosive article was published alleging his downward spiral is due to his heavy use of coke, Xanax, molly and lean.

Chris dismisses it as an attempt to slam him while he's promoting his upcoming tour, and he's pissed people care who he's dating.

Billboard's article comes on the heels of Karrueche Tran and her BFF getting restraining orders against Chris.

President Trump's promise to get tough on marijuana is harshing the mellow at a famous cannabis festival in Las Vegas, which is suddenly abiding by federal laws -- meaning NO GETTING HIGH.

Organizers for this year's HIGH TIMES Cannabis Cup -- which kicks off in March -- tell us weed is NOT allowed at the event this year, and that goes for headliners Ludacris, Chief Keef and Cypress Hill's B-Real too.

Even though recreational weed is legal in Nevada, we're told the feds informed the Moapa Paiute Tribe -- who own the land where the event is going down -- that federal law prohibits transport, possession, use or distribution of marijuana.

The threat seems clear: We'll be watching. Plus, White House press secretary Sean Spicer recently said point-blank they'd be cracking down on weed.

HIGH TIMES reps say they're still expecting a great event, but want to comply to help the cannabis industry "continue to gain legitimacy and social acceptance."

Talk about a buzzkill.

Baker Mayfield: Drunk Arrest Embarrassed My Family Name ... I'm Sorry

Baker Mayfield says he feels "shame, guilt, and embarrassment" after his drunken arrest in Arkansas this weekend ... calling it "the biggest mistake of my life."

As we previously reported, the Oklahoma quarterback -- who finished 3rd in the 2016 Heisman voting -- allegedly ran from police after yelling profanities while wasted and covered in food.

He was arrested for public intoxication, disorderly conduct, fleeing and refusal to submit to arrest.

Now, the 21-year-old has issued a statement apologizing to his family, friends, teammates, the school and everyone else in his life.

"I made the biggest mistake of my life by putting myself in this situation," Mayfield said ... "I know that I represent the University of Oklahoma on a very large scale, therefore I know better than to bring bad attention and scrutiny to the school and people that I love."

"The shame, guilt, and embarrassment I have felt over the past few days and continue to feel is something I would never wish upon anybody."

"Due to the feeling of shame and guilt for misrepresenting our athletics department and specifically my football team, I have found it extremely difficult to be around my teammates the past few days. I feel as though I have failed them and let them down on many levels, so to all of my coaches and brothers, I am sorry for not being the leader you know I am."

"To my parents and brother, I am extremely sorry for bringing this embarrassment to the Mayfield name."

"I promise nothing like this mistake will ever happen again, I will make you all proud, and I will forever represent you win the way that you all deserve."

"Lastly, but definitely not least, to all of the Sooner fans around the world… I know I have brought shame to the university that we love."

"I know that this adversity is directly caused by my own actions and I have nobody to blame but myself, but I will own up to it, look it in the face, and I will be a better person in the long run.

"I will earn your respect back and prove that I can handle myself in every situation, on and off the field. With much love and regret, Baker Mayfield."

He's due back in court in April.

Boogie and Pelicans teammate Anthony Davis were honorary grand marshals ... throwing out beads and giving the crowd a bit of "Fire and Ice" action -- party style.

By looking at the crowd's reaction ... it's safe to say Cousins is already a fan favorite.

NFL's David Parry Cussed Out Cops During Arrest 'F**gots, P**sies, Fat F**ks'

Indianapolis Colts lineman David Parry spewed homophobic slurs and cussed out cops during his drunken arrest in Scottsdale over the weekend ... this according to the police report obtained by TMZ Sports.

The 24-year-old defensive lineman was way past belligerent when confronted by Scottsdale PD for attacking a taxi cart driver and stealing his vehicle early Saturday morning.

Cops say he was so drunk, he was spewing nonsense including, "Arrest my cooperation" and "who did I have auto theft with?"

The incident quickly turned combative -- cops say Parry called them "f**king f**gots," and called out some of the officers as, "fat f**k" and "pu**yboy."

He also looked at all the responding officers and told each one individually, "You're a bitch."

One of the cops told Parry he was done talking with him, to which the NFL player responded, "That's what the f**k I thought, bitch -- you have nothing on me."

Parry was asked how much he drank that night and responded, "A lot" and "more than I should have."

Cops say he was so hammered, he was dry heaving at the jail and needed a puke trash can ... just in case.

One last note, cops say Parry is so big they struggled to handcuff him and ultimately needed LEG IRONS to secure his wrists.

Parry was booked for several crimes including robbery, theft, resisting arrest, DUI and more.

Jackie Warner Arrested on Assault with Deadly Weapon Raises Ambien Defense

Jackie Warner, who starred in a Bravo fitness show, has been arrested for felony assault with a deadly weapon, and we've learned her defense is a little white pill called Ambien.

Law enforcement sources tell us Jackie crashed her car in West Hollywood Friday night when she hit a pole. We're told when cops arrived she backed up into a cop car, causing a deputy to jump out of harm's way. She was arrested and taken to jail where her bail was set at $60k.

Sources connected with Jackie tell us she went to lunch that afternoon and had 1 martini. She took an Uber to and from the restaurant. The sources say when she got home she took an Ambien, went to sleep, and when she woke up she was in the hospital ... with no recollection of driving.

Amanda Bynes Sayonara, Probation!

Amanda Bynes has a HUGE reason to celebrate this weekend ... we've learned she's finally off probation.

Amanda's lawyer tells TMZ ... the actress' probation for her 2014 DUI case ended Friday. You'll recall she was busted for driving under the influence of Adderall.

We're told life is good for Amanda right now. She's still attending the Fashion Institute of Design and Merchandising, and is currently working on a fashion line she plans to debut later this year.

It's good to see ... Broner's had his share of alcohol related drama in the past, including showing up to court drunk last year and a DUI in 2015.

But things seem to be lookin' up for the former boxing champ ... he won a fight last weekend, and he's sober.

Natty Light Sued You Can't Use My Face to Hawk Booze ... Says Beer Swilling Chick

She doesn't always drink Natty Light, but when she does ... a North Carolina chick doesn't want her face slapped on beer ads, damn it!

Kayla Kraft is suing Anheuser-Busch -- makers of the not-so-primo pilsner -- over a photo she posted of herself sipping on a 12-ouncer. She says the pic began appearing in Natural Light's "Every Natty Has A Story" campaign -- first, on coasters distributed to Carolina bars, and then on posters in bars, restaurants and stores.

Kayla says she put the pic on FB for anyone to see, but never gave consent to become Natty Light's poster child. In the docs, obtained by TMZ, she says she owns the copyright on the pic -- and has even registered it with the U.S. Copyright Office.

Might seem like an odd move for a candid drinking pic, but she's going after the beer giant for a slice of its profits from the campaign.

David Cassidy Appears Drunk In Concert ... Slurs, Falls, Forgets

David Cassidy seems to have fallen off the wagon -- and almost off the stage -- in what appears to be a drunken performance this weekend.

The former teen idol was playing a gig in Agoura (near L.A.) Saturday night, where he looked incredibly intoxicated throughout the show ... ultimately leading to a hard fall over a monitor.

David slurs through various songs and and takes long pauses, often forgetting lyrics. He said on stage that Sunday night is his final concert ever due to health reasons ... and he's retiring.

David has been to rehab several times and has struggled with alcoholism.

We've reached out to Cassidy's rep ... so far, no word back.

Vince Young DWI Video Frustrated, Uncooperative 'Are We Going to Jail or Not?'

Vince Young straight threw in the towel during his '16 drunk driving arrest -- refusing to complete field sobriety tests after getting frustrated with the cop ... and ultimately saying, "Are we going to jail or not?"

TMZ Sports obtained the arrest video from January 24, 2016 which shows Young being pulled over in Austin, Texas, after the officer says he was driving erratically in his white truck.

Young starts off being nice and cooperative ... but gets increasingly frustrated with the DWI investigation process.

He refuses to get out of his car until the officer orders him out.

He gets sick of the eye test and tells the officer he won't comply.

At one point he says, "What's the problem? Are we going to jail or not?"

The officer finally gets fed up when Young refuses a breath test and arrests the ex-NFL star.

Officials later determined Young's blood alcohol content was THREE TIMES the legal limit. He cut a plea deal and was sentenced to 18 months probation.

Plies was arrested for DUI by some pretty stonefaced cops, because it's borderline remarkable they didn't lose it as they gazed into the horrified eyes of one Kevin McCallister.

TMZ obtained the dash cam footage of the Florida rapper's January arrest ... the main attraction is definitely the "Home Alone" tee.

You hear the officer tell Plies he was driving the wrong way down a one-way street. Plies was cooperative ... calmly answering questions about a gun in the car.

Lauryn Hill didn't skip a beat as she was closing out her Nashville show ... even though a dude was getting booted right in front of the stage.

Hill was mid-song at Ryman Auditorium Thursday when a disturbance went down in the crowd. It's hard to tell exactly what happens in the video, but witnesses tell us a drunk guy was harassing a woman ... who was eventually lifted to the safety of the stage by security.

Cops say they got a call for a scuffle between two people and arrested a man for public intoxication, resisting arrest, criminal trespass and disorderly conduct ... but it's unclear if it's from the same incident as the video.

Nobody plays it cool like Lauryn.

Charles Oakley Admits Drinking Before Altercation 'But None in the Garden'

Charles Oakley says he DID drink alcohol before things exploded at Madison Square Garden Wednesday night ... but insists he was not drinking INSIDE the arena.

The Knicks legend sat down with FOX 5 in NYC and told the reporter before the interview that he believed the team was trying to portray him as a guy who was drunk and out of control at the time of the incident.

The reporter followed up on the claim when the camera was rolling ... and Oakley admitted to having "a couple drinks" before the game.

But Oakley seems to scoff at the suggestion alcohol had anything to do with the incident.

Steve Francis Ordered to Wear Ankle Monitor ... After Violating Bond

Steve Francis is the new Lindsay Lohan -- 'cause he was just ordered to wear an alcohol-monitoring ankle bracelet after violating the terms of his bond.

The trouble all stems from the ex-NBA star's drunk driving arrest back in November -- when cops say he was driving around Houston while hammered and in possession of weed.

At the time, Francis was released on bond -- and was ordered to NOT drink a drop of alcohol. He was also ordered to put a breathalyzer device in his car.

But, officials say he blew off his blowing obligations and didn't use the device -- a violation of the terms of his bond.

He appeared in court Thursday, where the judge dropped the hammer by ordering him to wear a SCRAM bracelet -- which constantly monitors alcohol consumption. It also has a GPS tracking device (he's not allowed to leave Texas).

If Francis doesn't get his new accessory by tomorrow, the judge says she will issue a warrant for his arrest.
