According to documents filed last week -- objecting to the pending arrest warrant against the Dr. for not paying his support -- Dr. Conrad Murray explains, "As a result of the media coverage of Michael Jackson's death, combined with the deleterious effects of the current recession, [Murray] was simply unable to meet his obligations."

In the docs, Murray's lawyer says the doctor has no intention to "evade his obligations." But he says Murray "is temporarily unable to maintain a practice or obtain employment because of the extensive media coverage related to the death of Michael Jackson."

Murray is asking the judge to allow him to make "minimal payments" for now while he looks for a job.

We're told the Los Angeles County District Attorney's office has charged Prugo with both Lindsay's burglary and the burglary of "The Hills" star Audrina Patridge.

Both break-ins were caught on surveillance video and it appears Prugo has a starring role in each of them.

As for the other burglars in the videos ... so far no arrests have been made.

After receiving a hang up call from the home, Larimer Sheriffs Department called back -- and someone can be heard taking a deep breath and saying "I couldn't even talk after that."

The cop who rolled to the home filed the following report: "I was dispatched to a 911 hang up. Upon arrival I heard a man yelling at another person.

I made contact with RICHARD at the front door. I also spoke with MAYUMI inside the residence. MAYUMI had a mark on her cheek and broken blood vessels in her left eye.

Evidence photos taken. Both advised "nothing happened". MAYUMI advised that her eye was like that because "I had a problem with my contact."

TMZ has obtained a clip of Heene's Internet show -- which he also sold on DVD -- called "The Psyience Detectives." Heene often put his kids on the show, which featured Richard trying out his various crack pot scientific theories. His wife Mayumi also served as an editor.

In this particular clip, Richard shoots a 60lb rocket into the air and shouts, "60 pounds! That's like launching one of my little children" ... foreshadowing faux-flying-Falcons to come.

Unlike the balloon, Heene had full FAA approval for this launch.

Heene worked with a guy named Smokey Miles (and Meson Music BMI) to compose theme songs in 2005 for two shows Heene cooked up -- "The Psyience Detective" and "The Contractor." And they are gems!

The first, which Richard played bass on, goes a little something like this:

"When you want to learn the mysteries of how things work
Weather, the planets, the whole universe.
Tune into the show, that's really effective
Watch Richard Heene -- Science Detective!"

Just when you thought it couldn't get any better, we have "The Contractor":

"If you need it built or fixed,
There's just one man to pick ...
That's Richard Heene ... contractor!"

The IRS takes no prisoners -- and even though Anna Nicole Smith's been dead for over two and a half years, they're still coming after her estate for a hefty chunk of change.

Records obtained by TMZ show the Internal Revenue Service filed a $125,112.86 federal tax lien against the Vickie Lynn Marshall Estate in Los Angeles County earlier this month.

The tax assessment took place in December 2008 -- Anna died in February 2007.

TMZ has learned Richard Heene was reported to the L.A. County Department of Children and Family Services several years before the "Balloon Boy" hoax.

The information comes directly from Heene himself -- who hand-wrote the revelation in a 2006 request for a restraining order he filed against a guy who worked for his production company in 2004.

In the docs, Heene explains how Matt Wineroth reported him to DCFS sometime before March 2006. It's unclear what allegations Wineroth made in the report.

But here's where it gets crazy -- Heene claims Wineroth only filed the "erroneous" report in retaliation for an incident in 2004 ... when Wineroth was arrested on suspicion of stealing computer records from Heene's company.

In the docs, Heene says he needed the restraining order to get Wineroth to "stop falsely reporting derogatory information to agencies who have an interest to conduct investigations resulting in wasting my time."

In the end, Heene's request for a restraining order against Wineroth was eventually dismissed because Richard was a no-show in court.

After Lamar Odom went down with a leg injury during Thursday's game against the Sacramento Kings, we're told Khloe chose to bail on her flight to Las Vegas the next day for Kim's birthday at Tao nightclub ... just so she could help nurse her hubby's boo-boo.

Tom Forman, the CEO of Relativity Real and creator of "Extreme Makeover: Home Edition," tells TMZ he saw the Heene family on "Wife Swap" and was both "intrigued and aghast." Forman says he ended up speaking with Heene on the phone a month ago and discussed Heene's idea for a reality show about his family -- including the small kids chasing storms.

Forman says Heene gave his word that he had not pitched the show to anyone else. Turns out, just days later, Forman's people were in a meeting with TLC about another show and they raised the Heene proposal. The TLC folks said not only had Heene pitched the show to them a week earlier, he flew to L.A. to personally make the sell.

Forman says Heene is a "liar" and he made one last call, telling Heene never to contact them again.

Officials from the Miss California pageant are sending a message to Carrie Prejean -- three can play that game!

The production company that runs the pageant is filing a cross complaint against Prejean, demanding, among other things, that Carrie return the $5,200 the pageant fronted her for her breast augmentation.

In other legal docs, Keith Lewis and crew are asking to strike a portion of Prejean's lawsuit -- the portion dealing with public disclosure of private facts.

The new docs say, "the alleged 'private facts' consist of her breast augmentation (which ceased being private during the swimsuit competition of the nationally-televised Miss USA pageant, in which Ms. Prejean walked the stage in a bikini)."

The cross complaint says, "Had [Carrie] heeded the guidance of the Gospel of John, who admonished only those who are without sin to cast stones in judgment, she might have avoided this legal battle ..."

As for the cross complaint, Lewis and the production company claim Prejean is a hypocrite, championing family values after posing for a variety of "semi-nude photos...[which] surfaced via TMZ.com."

It may be the least of his problems, but TMZ has learned the FAA is investigating whether Richard Heene released a tethered balloon without authorization, according to an FAA official.

In addition, the FAA is looking at whether Heene filed a false report with the agency.

Neither offense is criminal ... they're civil issues and the penalty is a fine.

David Hasselhoff's life sounds like a bad reality show ... now we find out it may indeed become one.

We're told The Hoff has a deal in place with A&E that is close ... but not quite done. A rep for A&E tells us, "We are discussing a possibility of doing a documentary series with David and his kids."

David's daughter Hayley tweeted last week, "The Hasselhoffs signed the deal with A&E ..... Get readdyy for it."

A Hasselhoff rep says the deal isn't signed yet.

Dr. Conrad Murray's lawyer has issues with the D.A. in Las Vegas trying to use an arrest warrant to make him pay back child support.

The doctor's lawyer has filed an objection to the court officer's recommendation that a bench warrant be issued if the doctor doesn't pay the minimum for his back support by October 21.

Randy and Evi Quaid could have appeared in court in Santa Barbara today to help settle their fraud case -- but they didn't, so now the Santa Barbara DA is going to have them extradited from Texas. Road trip!!!

The husband and wife team were arrested last month after they allegedly skipped out on a huge bill at the San Ysidro Ranch. The Quaids have since paid up their $10,000 bill, but they still face three felony charges -- burglary, conspiracy and defrauding an innkeeper.

Extradition usually takes about two weeks, but we're told the Quaids plan on appearing in court next week before that happens.

We know Lamar and Khloe have orally agreed, but the deal is not yet inked. It's basically the same structure as we first reported when they began negotiating. Lamar's $33 million -- which he stands to make during his 4-year contract with the Lakers -- is out of bounds for Khloe. But Lamar will fund the joint account, and Khloe can do considerable damage with that.

Again, as we reported, Khloe will get an annual lump sum, which will not go up or down throughout the marriage.

We also know during the negotiations Khloe (with the help of her mom, Kris) got Lamar to agree to buy a nice, expensive house for both of them that will probably cost $5 million minimum.

Sources say the deal should be signed this week.

As for reports that Khloe gets Laker tickets, that was never part of the deal. Besides, she now has someone who can hook her up if she wants.

Drunk driving is drunk driving -- but as far as DUIs go, Stephanie Pratt is no Gary Collins.

We've learned the "Hills" star took two breathalyzer tests after she was pulled over in Hollywood early Sunday morning. The first was .08, the second was a .09.

The legal limit in California is .08.

She was not stopped because she was driving erratically, but because of an equipment violation.

As we first reported, Pratt felt the cops were lying in wait for her as she left a club in Hollywood.

Pratt was held on $5,000 bail and released Sunday afternoon.
