Tanning Mom New Jersey Tanning Ban IS A GREAT IDEA

It's about damn time New Jersey banned children from tanning -- at least without parental permission -- this according to the face of the biggest underage tanning scandal in history.

Tanning Mom Patricia Krentcil got emotional on the street yesterday ... telling TMZ, she fully supports Governor Chris Christie's new "Tan Mom Law" that bans anyone under 17 from going to tanning salons without a parental stamp of approval.

Patricia tells us, "I don't think children ever should tan ... I believe that it should be something that's spoken about and now it's been rectified after I went through a year of mockery for something I never would do and did not do."

Quick recap: Patricia was arrested last year on child endangerment charges after being accused of putting her 5-year-old in a tanning booth. Patricia denied the charges from the beginning, and a grand jury opted not to indict her.

Now, Patricia -- who says she's stopped tanning since her arrest -- tells us, "It makes me sick when I go by a tanning place." She has a LOT more to say as well ... and even bashes her hometown for turning on her. You gotta watch.

Lamar Odom Charity Accused of Stiffing Cancer Patients

Lamar Odom is facing allegations the tax exempt charity he created is being sketchy with its money ... and not donating ANY cash to cancer research, despite the charity's mission statement.

Lamar established the charity -- Cathy's Kids -- in memory of his mother, who died from cancer when he was 12 ... and initially stated that the purpose of the charity was to help underprivileged kids and raise money for cancer research.

But according to official records -- obtained by ESPN's "Outside the Lines" -- there is no evidence any of the money ever went to fight cancer.

There is proof, however, $1.3 million of the $2.2 million that was raised went toward funding two "elite" youth basketball teams -- the insinuation is that the kids on the teams were so good, they were already on college radars for scholarships and other financial help.

Of the remaining $900k, there is no evidence based on available documentation that any of it went to cancer research. In fact, according to OTL, there's no evidence whatsoever of where the money went.

Lamar sat down for an interview with ESPN producers -- he brushed off questions about where the money went by saying it was all his dough, despite the fact the money was raised through solicitations on his website, Khloe Kardashian's website and others.

We called reps for Lamar and Khloe -- so far, no word back.

Iowans to Matthew Perry Field of Dreams Threatens Crop Dusting

A bunch of farmers want to crush Matthew Perry's "Field of Dreams" -- as in the famous baseball diamond -- because they think it will end their dreams ... of crop dusting.

Just last month, the former "Friends" star joined an investment group (Go the Distance Baseball, LLC) that is planning to build a national youth baseball and softball tournament and training campus on land next to the field made famous by Kevin Costner's movie.

But locals are crying foul -- the Residential & Agricultural Advisory Committee thinks the project will prevent farmers from hauling manure ... and make it next to impossible to move farming vehicles and complete aerial spraying ... aka crop dusting.

They also think increased traffic will cause noise pollution in the area.

Now the group has fired off a letter to Perry claiming, "It is no exaggeration to say that our very way of life is at risk."

No word on whether Perry has actually seen the letter.

Bode Miller Custody War Demands ... Against Alleged Baby Mama

Olympic skiing champ Bode Miller wants to be in his son's life ... so much so, he's asking a judge to force his new baby mama to bring the kid back to California.

TMZ broke the story ... Bode's been battling Sara McKenna since filing a paternity suit demanding shared custody of their one-month-old son. McKenna has claimed Bode's a terrible dad ... who asked her to abort the child.

Bode insisted he has a good track record as a dad ... citing his relationship with another child, from a previous relationship.

Now, Bode has filed docs, asking a judge order Sara to take the baby out of New York ... and return to San Diego, where Bode lives. He also wants an order stating she needs written consent, if she wants to take the kid out of CA.

And there's this ... Bode's asking the judge order the child's last name be changed from McKenna to Miller.

Ariel Winter I WON'T Talk To My Mom

Ariel Winter's lawyer told a judge today, the "Modern Family" star wants NOTHING to do with her mother ... and won't even sit in the same room with her.

Ariel's guardianship case was back in court, and mama Chrystal Workman complained ... her daughter refuses to do therapy with her mom. Chrystal wanted the judge to force Ariel into therapy with her mom, but the judge nixed the request.

The judge said he couldn't force a teenager to have a relationship with her mom if she doesn't want it.

As we previously reported .... 15-year-old Ariel is now under the guardianship of her sister Shanelle Gray, after Ariel complained she was being physically and emotionally abused by her mom. The court found emotional abuse and stripped Chrystal of her parental rights.

Ariel hasn't spoken with her mom in 5 months -- when the guardianship was created.

Kim Zolciak's NFL star husband Kroy Biermann wants to pack on about 200 lbs ... OF LOVE ... as he's decided to legally adopt the "Real Housewives" star's two girls from her previous marriage.

Sources tell TMZ ... Kroy is set to file paperwork in Georgia court (it's a process) to become the legal father of 15-year-old Brielle and 11-year-old Ariana. FYI -- the girls' biological father has been out of the picture for awhile.

According to our sources, Kroy -- who plays for the Atlanta Falcons -- considers the girls his own and wants to make it official. We're told Kim already gave her blessing and the girls are 100% on board.

Kroy is headed to court next month, where a judge will have to sign off on the adoption.

FYI -- The couple has two kids together already: 1-year-old Kroy and 6-month-old Kash.

Octomom Welfare Fraud Investigation in Full Swing

The investigation into whether or not Octomom committed welfare fraud has begun, and TMZ has learned authorities have started to contact her former employers to see just how much money she's been making.

As TMZ first reported, the L.A. County Dept. of Welfare Fraud Prevention and Investigation (WFP&I) was contacted by someone claiming that Octo is collecting welfare for her and her 14 kids despite allegedly making more than minimum amount required to collect welfare.

Octomom can receive welfare support if she made less than $119,000 in a calendar year because she had so many children, but authorities believe she may have made over $200,000.

According to our sources, investigators have begun calling people who have employed Octo in the last year to determine just how much she's been raking in -- which will include collecting things like bank statements, canceled checks and wire transfer receipts.

We're told the investigators have asked these employers if they know of any other people who have employed Octo lately ... and the employers have handed over a few names that investigators are following up with.

If she is found to have committed welfare fraud, Octo could be prosecuted and would face three years in prison or more.

Rihanna made 2,500 students wait for over FOUR HOURS -- crammed in a tiny high school gymnasium -- before finally showing up for a mere 16 minutes, this according to local reports.

Rihanna was slated to appear at Barrington High School in Chicago after the school won a charity competition put on by the pop-star. The appearance was supposed to start at 1:00 PM, according to The Chicago Tribune, but RiRi didn't show up until well after 5:00 PM.

The singer tweeted from her car on the way to the event ... "This Chicago traffic is not working."

When Rihanna finally did take the stage, she told the kids, "Thank you guys for coming and waiting," but reportedly made no other explanation for her extreme tardiness.

Poop Companies Side with School In Charlie Sheen Feud

Charlie Sheen's the real bully in his craptastic fued with L.A.'s elite Viewpoint School, and 2 companies specializing in poo have offered their help in putting a plug in the poo pandemonium.

You'll recall, Charlie issued a call to arms to his millions of fans last week ... telling them to smear dog feces on his daughter's former L.A. private school after it did nothing to stop a classmate from teasing her (so Charlie claims). Viewpoint says it took appropriate action.

Now, two companies that specialize in poop-related services have sworn to help the school in case Sheen fans act out.

A rep for Yodish*t.com -- which lets you send poo in the mail to your friends -- tells TMZ, they've suspended all orders to L.A. schools after seeing a recent upsurge in L.A. school poo deliveries.

The rep says, "We believe that education is the fertilizer of life and that schools and their youth are best served by being bulls**t-free zones."

Meanwhile, a rep for Doody Calls -- which specializes in dog poo removal -- has pledged its cleaning services to Viewpoint in the event a rogue Sheen fanatic goes poo wild.

As we reported, Charlie has since backed off his call to arms ... claiming it was merely metaphoric.

'Too Young To Marry' Star Paid $5K to Become Child Bride on TV

Attention teens who don't want to sling burgers for minimum wage. You can score a cool $5k, and all you have to do is get married and possibly ruin your life ... on television.

That's what 17-year-old Jurnee Mroczek is raking in for tying the knot on Oxygen's new reality show, "Too Young To Marry."

We obtained a copy of the contract Jurnee (common spelling) signed ... which also obligates her to do voice-over work. The contract also provides for exclusivity, presumably meaning she can't get married a second time on another reality show.

In case you're a romantic ... Jurnee and her hubby, 21-year-old Don Atkinson met at a V-Ball game in 2009.

Lawyer In Ohio Rape Case: 16-Year-Olds Don't Have Fully Developed Brains

Ma'Lik Richmond -- one of the high school football players convicted of rape in Steubenville, Ohio -- shouldn't be forced to register as a sex offender for the rest of his life because he's only 16 ... and therefor doesn't have a fully developed brain ... this according to Richmond's lawyer.

Walter Madison went on "Piers Morgan" last night and told the CNN host why he plans to appeal the case -- in which Richmond was sentenced to at least one year in juvenile prison for raping a 16-year-old girl with his fingers at a high school party.

As part of the punishment, Richmond will have to register as a sex offender for the rest of his life ... something Madison says is completely unfair.

"I don't believe that a person at 75 years old should have to explain for something they did at 16 when scientific evidence would support your brain isn't fully developed ... when evidence in the case would suggest that you were under the influence."

Translation -- if you're underage and might do something stupid, make sure you get drunk first ... so you have an excuse and can't be held completely responsible.

After the comment, Morgan immediately fired back with rational thought -- saying, "I got 3 teenage sons and when you get to 16, 17 ... your brain's developed enough to know you shouldn't be raping girls."

BTW -- Richmond's brain seems to be more developed than the one in his lawyer's head ... 'cause the kid issued an emotional apology to the family of the girl in open court, acknowledging he did something wrong.
