The man accusing "Melrose Place" star Jamie Luner of performing oral sex on him when he was only 16 ... claims she plied him with drugs and taped their encounter, but she's calling BS.

Anthony Oliver tells TMZ ... he met Luner through his older brother in the late 90s. He was not an actor, but scored an invitation to a party at Luner's Studio City home in 1998. Anthony claims she loosened him up with the booze and the drugs before they went into a room with a third person.

Anthony claims the other person was recording video while Luner performed oral sex.

We broke the story ... Anthony filed a police report last month with LAPD. As for why he waited 20 years -- he says the therapist he's seeing for alcoholism suggested he report the alleged incident.

He also says he told his family back in 1998, but because his mother was a local politician at the time ... they were hesitant to go public.

Jamie's rep tells us she "emphatically denies these allegations."

Louis C.K. is out of hiding, and he's getting public support from a famous friend ... a female famous friend, mind you, in the wake of his sexual harassment scandal.

Parker Posey and Louis were out for a stroll Wednesday in NYC. Parker had a guest spot on his show, "Louie" ... and it appears she's sticking by her friend through his tough times. It's been about 4 months since Louis stepped up and apologized for sexually harassing multiple women with whom he'd worked.

The women coming forward prompted Netflix, HBO and FX to cancel all their C.K. productions, and his movie, "I Love You, Daddy," was shelved. No word on if he's attempting to get back to work.

Evan Rachel Wood is pouring her heart out -- describing her struggles as a rape victim -- in order to get Congress on board with passing a bill of rights for survivors.

Evan Rachel spoke to the House Judiciary Committee, and made a very emotional speech about her life after being raped twice. While she applauded the #MeToo and Time's Up movements, she told committee members on Tuesday ... "Waves of memories and detail came flooding into my brain" when she heard victims' stories.

The actress says 7 years after her rapes, she was diagnosed with long term PTSD, and would often clutch a baseball bat when she went to bed.

She implored the U.S. Representatives to pass the sexual assault survivor's bill of rights in all states. It's currently only passed in 9 of them.

Turns out, stocking a "f*ckin' insane" amount of condoms did NOT lead to a ton of action inside the Olympic village -- so says Canadian snowboarder Mark McMorris.

Blac Chyna says a new sex tape floating around featuring a woman who's the spitting image of her is just that ... a spitting image, but it ain't her.

An out of focus, 13-minute video surfaced online just after Chyna's oral sex vid with Mechie leaked.

The new video shows a woman with Chyna's skin tone, body type and hairstyle engaging in sexual intercourse with an African-American man. The woman has several tattoos on her body, just like Chyna.

The video first popped up on Twitter, but has since spread to popular porn sites trying to pass it off as her.

Sources close to Chyna admit ... the woman in the grainy footage does have significant similarities to the reality star, but it is absolutely NOT her.

We're told Chyna's legal team has fired off more than 20 cease and desist letters to the porn sites that are hawking the video using Chyna's name. Her lawyers have also sent the letters to porn sites showing her oral sex tape with Mechie.

Farrah Abraham's under the impression she's making some kind of humanitarian effort with her lawsuit against MTV's parent company, Viacom ... or so it seems.

We got Farrah leaving Craig's in WeHo Thursday night and talked to her about MTV kicking her to the curb shortly after she met with one of its honchos ... whom she says was hostile and threatening.

She says every celebrity has a sex tape, so getting the boot for hers is grossly unfair. She adds Viacom should be worried ... very worried.

A USA swimming exec admits she once kissed Sean Hutchison -- the former Team USA swimming coach accused of sexual abuse by ex-Olympian Ariana Kukors -- and says she's stepping down to avoid being a distraction.

“In order to keep the focus on the tremendous efforts of my friends, colleagues and personal heroes working every day to keep kids safe, I have submitted my resignation,” Susan Woessner, the Director of USA swimming's "Safe Sport" program, said in an open letter.

Earlier this month, Kukors told law enforcement officials in Washington that Hutchison sexually abused her for nearly a decade -- with the first assault happening when she was 16 years old. Hutchison has denied any wrongdoing.

Woessner says she kissed Hutchison on "a single occasion" in 2007 ... but insists she never slept with him or had any other romantic contact.

The problem -- in 2010, she was ordered to investigate a romantic relationship between Hutchison and "a 21-year-old athlete" (Kukors) for Safe Sport -- a program created to "safeguard the well-being of all of its members, with the welfare of its athletes members as a top priority."

Kukors claims she was scared when an investigator called to interview her about their purported relationship, so she denied anything happened ... and the case was ultimately dismissed. Hutchison resigned while the investigation was ongoing.

"Goliath" star Tania Raymonde has done a sex scene or two in her career ... so any new guidelines that would make it more comfortable for her and other actresses is totally OK with her.

We got Tania at LAX Wednesday where we asked her about a new union proposal that includes having an "intimacy director" on set. The move comes on the heels of the Harvey Weinstein scandal to protect actresses who might feel they're being pressured to get naked in auditions or forced into aggressive kissing.

Tania -- who appears topless and has several sex scenes in Billy Bob Thornton's Amazon show, "Goliath" -- says she's pretty lucky that her scenes have always felt comfortable ... but measures to make it even more comfortable are always welcome.

Meryl Streep's pissed Harvey Weinstein used her for his defense in one of the class action lawsuits against him ... and she's not having any of it.

The Oscar-winning actress says just because it's true that Weinstein wasn't sexually inappropriate or physically abusive toward her in their business relationship ... it's not evidence he didn't assault or harass the many other women who have alleged such misconduct.

She calls Weinstein's move to use her name -- along with Gwyneth Paltrow and Jennifer Lawrence -- to aid in his case "pathetic and exploitative," and adds ... "The criminal actions he is accused of conducting on the bodies of these women are his responsibility, and if there is any justice left in the system he will pay for them."

Blac Chyna says her sex tape may be dirty, but she's clean.

The video -- which shows Chyna performing oral sex on a man -- was leaked Monday on Twitter. Her ex-bf, Mechie, claims to be the man in the video.

Sources close to Chyna tell TMZ the scene was shot on her cellphone last July, but insists she showed it to absolutely no one. We're told the phone was not stolen and there's no obvious evidence it was hacked. No photos or videos from her phone have been leaked, other than the sex tape.

Mechie says after he shot the vid on Chyna's phone, he gave it back to her, and never got a copy of the video.

We're told Chyna will file a police report with the LAPD by week's end and will fully cooperate.

Blac Chyna's not the only one who blew it with her sex tape performance -- her ex-BF's lazy attitude is just as much to blame ... according to the sex expert, the "Head Doctor."

Chyna's been slammed online since the video with Mechie leaked, with critics calling her effort uninspired and boring. That's an unfair review though, if you ask Ms. Preasha -- aka "The Head Doctor" -- and we did. She's pointing the finger at Mechie for a lack of effort.

Preasha, who presents workshops with her company, Legendary Oral, says good fellatio takes 2 -- people that is -- and Mechie didn't hold up his end.

Tavis Smiley says PBS firing him wasn't just about sexual harassment allegations ... he now claims it was racial, and it's costing him millions upon millions of dollars.

Smiley filed a lawsuit against his former network -- which aired his talk show for 14 years -- claiming the sexual harassment allegations against him were "trumped up." Immediately after Smiley was suspended in mid December, he admitted to having relationships with coworkers ... but insisted they were all consensual. He was fired later that month.

In his lawsuit, first reported by the Washington Post, Smiley says there was racial tension at PBS. He claims network honchos "hassled Mr. Smiley when he had African American guests who espoused controversial positions, and effectively tried to stop any such guests from appearing."

Smiley also says in the docs ... his personal production company has been hemorrhaging "multiple millions of dollars" since he got fired, and he's been forced to lay off roughly 20 employees.

PBS calls Smiley's lawsuit a "meritless" attempt to distract the public from his "pattern of sexual misconduct." Jennifer Rankin Byrne, Communications VP for PBS, also reiterated an independent law firm's investigation found Smiley had "multiple sexual encounters with subordinates over many years."

Blac Chyna's most recent sex tape partner is her ex-boyfriend, Mechie ... according to him, and even though he admits recording it himself, he's as pissed as she is about the leak.

A rep for Mechie tells TMZ ... the explicit video showing a naked Chyna performing oral sex was shot back in July. We're told Mechie was the one who recorded the encounter, but it was all captured using Chyna's phone.

His rep says Mechie never had his own copy of the video, so he has no clue how it got out.

You'll remember -- Rob Kardashian posted naked pics of Chyna last year ... as well as an intimate video of Mechie making out with dark-haired Chyna. The sex tape is from a different session because Chyna has a platinum blonde 'do.

We broke the story, Chyna's attorney, Walter Mosley, calls the new, leaked video a "criminal matter" -- while her other lawyer, Lisa Bloom, put a name on the crime ... revenge porn.

Our sources say Mechie plans to go to cops, and wants the leaker found and prosecuted.

12:26 PM PT -- Chyna's attorney, Lisa Bloom, just tweeted, "Revenge porn -- posting explicit images without the consent of everyone in those images -- is a crime, a civil wrong, and a form of domestic abuse. It's also a way to try to slut shame women for being sexual. Girls have killed themselves over revenge porn. It's not a joke."

A sex tape Blac Chyna made -- with an unknown guy -- has leaked online, but it doesn't appear she has anything to do with it, and she wants cops to track down whoever posted it.

The video shows Chyna performing oral sex on the mystery man. His face is never shown, but you can hear his voice. Chyna's face is very clear when it's not being hidden by ... y'know ... genitalia. The 1 minute, 23 seconds-long clip was first posted early Monday morning by an anonymous Twitter account, and appears to have been shot by the guy.

BC's attorney, Walter Mosley, tells us he can't comment on the video -- but added, "It's a criminal matter," and they're contacting police to investigate.

Worth noting ... Chyna claimed she was a victim of revenge porn last year when Rob Kardashian posted nude pics of her. Despite the fact she "liked" those images on Instagram, she had threatened to sue him.
