Kanye West gave ABC censors a collective heart attack Sunday night at the Billboard Music Awards -- because the rapper dropped so many n-words ... most of his act was dead silence.

Kanye closed the show with his hit, "All Day" -- but about all you could hear on TV was the song's title. Censors killed the audio for so much of the song ... you're really left wondering -- why bother? The censoring went as long as 15 solid seconds at times.

Plus, you could barely SEE Yeezy through all the fireworks and smoke. Again ... why bother?

One thing you could hear clearly -- the boos for Kylie and Kendall Jenner as they introduced their bro-in-law.

Tyga has neighbors in his fancy gated community pulling their hair out ... because they say he's repeatedly broken HOA rules, and racked up over $10k in unpaid fines for constantly throwing ragers.

Sources tell TMZ ... Tyga's been blowin' the roof off his Calabasas home in The Oaks development -- inviting too many guests to his parties, and letting them enter without proper security clearance. The homeowners' association has hit him with the fines, but it's having zero effect.

Since last August, Kylie Jenner's BF has paid a little here and there, but he's largely ignored the dozens of notices and warnings. We're told he was even banned from all common areas of The Oaks.

Here's the real kicker ... since Tyga rents, technically his landlord is on the hook -- but obviously, he's trying to get Tyga to cough up the dough.

Former "Gossip Girl" star Kelly Rutherford hopes President Obama can do what the legal system hasn't ... get her kids out of Monaco, and end an international custody war with her ex-husband.

Kelly was on TMZ Live talking about the online petition encouraging the prez to step in on her behalf. She finally got the required 100,000 signatures on Tuesday when Kim Kardashian signed and retweeted it to her legion of fans.

Kelly's been battling Daniel Giersch ever since he got a California court's permission years ago to take their son and daughter to France. Giersch claimed he couldn't re-enter the U.S. due to visa issues. Kelly says he's now had their kids declared "habitual residents" of Monaco.

Hey Tyga, someone has a message for you ... stay away from our high schoolers!

Hanksy -- a self-proclaimed cross between Banksy and Tom Hanks -- skulked in the 'hood around Calabasas High ... and other places around L.A. ... to plaster signs warning that Tyga might be on the prowl.

Obviously the art was inspired by Tyga's relationship with 17-year-old Kylie Jenner, who does not attend that school or any high school for that matter.

David Schwimmer will not be stuck in 2nd gear when it comes to playing Robert Kardashian -- at least according to Kris Jenner ... who gave him tips on how to nail the role.

The Queen of the Kardashian Klan gushed about Schwimmer Tuesday night outside of Craig's -- where she did dinner with BFF Melanie Griffith.

Bruce Jenner was clearly only partially successful in changing hearts and minds during his Diane Sawyer interview, because some clown is mocking Jenner to make a quick buck.

Phillip Maltin hatched the idea to create a novelty line of clothing called TransJenner. His line will include men's and women's athletic gear, socks, headbands, jerseys, ties, dresses, blouses and more.

Maltin swears to us his intention is not to be salacious, but instead says the brand name is playful -- and he's not one of the "haters."

Maltin, who filed an application to trademark "TransJenner," says he'd be open to partnering with Bruce.

Kim Kardashian kind of undermined a pair of animal rights advocates Thursday night, when her people got them to buy her book and then threw them out before they could meet Kim and make a fuss.

The 2 women showed up at The Grove in L.A., where hundreds of people lined up for a John Hancock on Kim's new book, "Selfish."

The women made their case to our photog after they were booted, saying Kim has the power to be a positive influence by urging her fans to stop wearing fur manufactured by horrific methods of animal torture.

Kim has never really addressed animal cruelty in the fur industry, only saying, "I believe everyone has the choice of what they want. It's not illegal to buy fur."

Tyga’s coming clean about his relationship with Kylie Jenner ... explaining why he doesn’t care what the law says about it -- because she's not your average 17-year-old.

Still, the law would have something to say about it -- IF anyone complained, but that ain't happening. Right, Kris Jenner?

Tyga is now defiant about his relationship with 17-year-old Kylie Jenner ... he doesn't care about the laws prohibiting adults from having sex with minors, and the reality is ... unless someone complains, neither do the cops.

Tyga is telling friends, as far as he's concerned Kylie is more mature than most adults. She's a millionaire who runs a company and even owns her own home.

The rapper won't squarely say if he's intimate with Kylie, but it's not hard to read between the lines. He says he "doesn't give a f*** about what the law says." He thinks age is relative, and there's nothing "morally wrong" with a mature 17-year-old dating a 25-year-old.

Fact is ... the cops may be on his side. Law enforcement sources tell us they won't investigate statutory rape involving a 17-year-old unless someone complains, even if the relationship is widely reported. And they say, so far no one has complained.

Kendall Jenner bolted out of the Met Gala with Michael B. Jordan in VERY close proximity -- as in, close enough to possibly be hooking up!

The "Friday Night Lights" and "Creed" star has all the necessary qualifications -- as in, he's black and famous -- so we'd say odds are good something's going on.

Tyga refuses to let anyone tell him where he can bring his underage GF, Kylie Jenner ... so he ignored a college's request to keep her off campus during his concert ... TMZ has learned.

Tyga performed at Cal State Fullerton's Spring Concert this past Saturday, and according to our sources ... concert organizers told him he should NOT bring 17-year-old Kylie to the show.

We're told not only did the university find their relationship questionable, but the show was 18 and older. Tyga must have known he had the school by the balls -- they couldn't afford to bring in another act at the last minute -- because he went ahead and brought her anyway.

While he was performing ... she was chilling at a table full of chicken wings and other appetizers -- which we're told Tyga suddenly demanded when he arrived ... an hour late.

Organizers didn't want to risk him bailing completely ...so, we're told they just let it go.

Kylie's presence didn't go unnoticed by the students, with one tweeting, "CSUF said guests must be 18 or over to enter spring concert but Tyga brought Kylie as his guest."

As we reported ... Tyga ran into the same situation during a gig in November, but opted to boycott the club. The couple put their age issues aside Monday as they flew out of LAX -- airlines don't care if he travels with a minor.

The Kardashians and Sears are parting ways ... TMZ has learned, and sources connected with the family say they're bailing because they believe the department store is a sinking ship.

The Kardashians and Sears struck a big deal back in 2011 for the Kardashian Kollection, which features all sorts of apparel and jewelry.

By all accounts, the venture was successful. The best evidence we could find ... in 2013 the Kardashian fashion empire raked in $600 million and the family got a $30 million cut.

We've learned the deal ended earlier this year and the store has been selling off the remaining items, and recently the store has been pulling the items from the shelves.

Sears tells TMZ the parting of ways was mutual, but our Kardashian sources say the family felt Sears wasn't stable, having closed over 200 stores last year alone and suffering a $159 million loss in the last quarter of 2014.

The Met Gala is where the biggest names in celebrity combine with the biggest names in fashion ... but it's also where Kim Kardashian's famous ass meets Jennifer Lopez's legendary backside.

KK acknowledged the moment by posting this homage to their posteriors ... snapped by none other than Kanye West.

There's no wrong answer, yet we have to ask ...

It's all part of the Kardashian's blitzkrieg campaign. We've learned Kylie Jenner has filed an application last month to trademark her first name to "entertainment in the nature of providing information by means of a global computer network in the fields of entertainment, fashion and pop culture."

Kylie also wants to mark her territory for personal appearances "by a celebrity, actress and model."

Although someone might theoretically use the name "Kylie" with a different font, K.J.'s lawyers could swoop in and argue it creates confusion among consumers. So Kylie Minogue, move over.

BTW ... Kendall has filed an application to trademark her first name for the same purposes.

So watch your ass, Ken Doll.

Kylie Jenner did her dad no favors by posting a pic she took of herself driving on an L.A. freeway ... at the same time Bruce is under investigation for a fatal car accident he caused by being inattentive.

The 17-year-old posted the POV shot Sunday -- bragging about her Calabasas roots and adding, "I'll probably die here." Considering her dad's situation ... the freeway pic could be taken another way.

Kylie's driving decisions should have absolutely nothing to do with Bruce, but the reality is ... prosecutors go after people for all sorts of reasons, and one involves sending messages. If the D.A. thinks the whole family flaunts the laws of the road, it can't be good for Bruce.

And don't forget, she's already being sued for a car accident she allegedly caused just a few weeks after getting her license.

Bottom line -- this is not a good look.

Bruce Jenner has just been hit with a wrongful death lawsuit by the stepchildren of the woman who died in the Malibu car crash ... TMZ has learned.

The 2 adult stepkids of Kim Howe have filed a lawsuit, claiming Bruce was "careless and negligent" when he slammed into Howe's Lexus on PCH back in February, causing it to careen into oncoming traffic where it collided head on with a Hummer.

As TMZ reported, law enforcement sources say video of the crash squarely lays blame on Bruce for being inattentive. They say he just wasn't looking when he struck the Lexus.

The lawsuit claims Bruce was speeding, however, that contradicts what law enforcement told us ... that Bruce was driving below the speed limit.

And as we reported, the 2 stepkids had virtually no relationship with Kim, and any damages they claim for her loss might be extremely hard to prove. They claim loss of affection, but friends who were close to Kim say there was no affection at all. Kim had no other living relatives.

The L.A. County Sheriff's Dept. is still investigating the crash, and the file will be sent over to the L.A. County D.A. for possible prosecution, although from what we hear, it's unlikely prosecutors will file.
