The parents of Amanda Bynes believe she's a substance abuser who has become paranoid, delusional and is draining her bank account ... this according to legal docs obtained by TMZ.

Amanda's parents filed papers in an attempt to win a temporary conservatorship. In the docs, they say Amanda has become "extremely paranoid about being watched," and she covers smoke alarms with towels and tapes windows shut to prevent cameras from shooting her.

The parents go on -- Amanda has "profound issues with her body image" and is "obsessed with the fact that she (and others) are ugly."

The parents say Amanda had $4 million in the bank, but is blowing a huge amount of cash -- she spent $1.2 mil in a very short amount of time. Amanda withdrew $100k on June 4 and another $100k on July 2 and the parents have no idea where the money went, but they mention they believe she spends "a substantial amount" for marijuana and other illegal substances.

The parents say Amanda doesn't connect with reality, telling them she "cabbed it" from New York to L.A. The parents believe she's homeless.

The documents described what TMZ first reported ... that the parents are hanging their hats on the driveway fire incident to show Amanda is a danger to herself and others.

The court denied the petition for a temporary conservatorship Friday morning, because the judge wanted more info.

It was only a matter of time -- Miley Cyrus went FULL NAKED for an artsy photo shoot ... but sorry pervs, it ain't exactly a Penthouse spread.

20-year-old Miley stripped down to her birthday suit for a Marc Jacobs t-shirt -- which is part of the designer's "Protect the Skin You're In" campaign to raise awareness for melanoma research.

Troubled "America's Next Top Model" alum Renee Alway SHAVED OFF HER HAIR before facing the judge in her burglary case -- in an effort to convince the judge she's a changed woman.

Alway -- who placed 3rd on ANTM during Season 8 -- appeared in a Palm Springs courtroom Thursday stemming from a 6-hour armed standoff with police last month.

Nothing really happened during the hearing ... except for the debut of Alway's new haircut.

So, why the extreme new 'do? Alway's sister tells TMZ ... the former model wants to "start over" and believes the first step is a radical new look ... hence the buzz job.

Plus, we're told ... Alway hated the way her hair looked in her mug shot, which probably made it easier to part ways with her mane.

FYI -- Alway's been arrested at least 4 times this year ... so, if she REALLY wants to fix her life, it's gonna take more than a haircut.

She's due back in court in August.

Beyonce was caught in a real-life EMERGENCY on stage at her concert last night when her hair got tangled up in a stage fan -- and the crew scrambled to free the singer, MID-SONG!!!!!

Queen B was performing "Halo" in Montreal when disaster struck ... but like the PRO that she is, Beyonce continued to sing during the incident, NEVER ONCE MISSING A SINGLE BEAT.

Eventually, a crew member with a pair of scissors cut Beyonce free ... and she sashayed away from the devil equipment.

After the show, Beyonce posted a poetic note to her fans explaining the situation ... saying, "I got snatched."

In the end, Beyonce kept her composure throughout the entire ordeal ... and she just might be the toughest performer on the planet.

We have some good news, and we have some bad news. The good news: Dave Chappelle's arms are still jacked as ****. The bad news: he still hasn't brought back "Chappelle's Show."

The 73-year-old singer had been shacking up with her 57-year-old beau for the past 27 years -- but finally decided to make it legal when he proposed to her in April. FYI -- Bach is a German music executive.

According to reports, 120 people attended the lakeside ceremony near Turner's home in Zurich -- including Oprah, David Bowie and Bryan Adams. The ceremony is said to have been "Buddhist-inspired."

As for Tina's dress, the emerald gold stunner was reportedly custom-designed by Giorgio Armani.

Bar Refaeli had some issues with her bikini riding a little too high up during a yacht trip off the coast of Spain this weekend.

Family members of "America's Next Top Model" finalist Renee Alway are deeply concerned the model's in too deep with drugs -- now they want to recruit the big guns to help, like Dr. Drew or Oprah.

TMZ broke the story ... Renee was arrested last month for attempted burglary -- after cops say she was hiding out in a Palm Springs home that wasn't hers. They also say she had a gun and charged her with possession of narcotics.

We spoke to Renee's sister who tells us ... Renee has a serious drug problem and can no longer take care of herself. She says she's homeless and the night she was arrested she was in "survival mode."

Renee's mother tells us ... the model's substance abuse has gotten so bad, they had to cut her off. "We stopped giving her money, which was feeding her drug problem."

Now the family just wants to see Renee get better, and say they need the best of the best to make that happen. Her sister says, "I am trying to find her some professional help. I would like to get her help from Dr. Drew, Dr. Phil or even Oprah."

Renee is currently behind bars at a correctional facility in Banning.
