AFTER THE INCIDENT

Vince Neil is denying dragging an autograph seeker to the ground by her hair, but according to law enforcement -- and surveillance video -- he did enough damage to warrant a citation.

Sources close to the Motley Crue frontman tell us the woman was "very aggressive" in her efforts to get an autograph from Vince and Nicolas Cage, who were having lunch in the Aria Hotel and Casino. We're told Vince admits he was annoyed and "pushed past her" ... but insists he did not grab her by her hair.

TMZ broke the story ... we got video of Vince fighting with Nic outside Aria. We're told Vince was pissed about what went down inside the hotel, because at that point hotel security had held them for an hour -- and police had already ticketed him for battery.

Law enforcement sources tell us officers reviewed the casino's surveillance footage before issuing the citation.

We're told alcohol was definitely involved -- the group, which included Carrot Top, was drinking during lunch. Btw, we're told Carrot Top bolted as soon as the incident happened and was nowhere to be seen when police arrived.

Cesar Millan's off the hook ... Animal Care and Control has wrapped its investigation and he will not be charged with animal cruelty for one of his trainee dogs attacking a pig.

The 'Dog Whisperer' reacted to the news, saying ... "Just like LA County Animal Control, my team and I are 100% dedicated to the proper care of all animals, including the farm pig in this case."

Sources told TMZ weeks ago, the D.A. would not charge Cesar. As we reported, he'd been under fire for the video that showed the dog bite a pig's ear during a training session.

The D.A.'s Office says it was "nothing more than an accident," the injury to the pig was minimal, and it was treated by a vet immediately. Bottom line: the whole matter was handled appropriately.

Cesar maintains his training procedures are "safe and humane."

Harrison Ford Rookie Cop Mistake On 'Arrest' Record

Harrison Ford was the unwitting victim of a police training session gone awry ... TMZ has learned.

Cops in Huntington Beach, CA tells us Ford's name was entered into their arrest records by a newly hired officer during data entry training. It's S.O.P. for officers to enter fake names and info while learning how to use the system -- but they're supposed to delete all entries after each training session.

We're told that didn't happen with Harrison ... so his "arrest" for corporal injury on his spouse was auto-populated into the real police blotter. It's since been removed.

HBPD wants to stress it was an honest mistake, and Ford was never in any trouble whatsoever.

Guess that's why they call it training.

Ex-New Orleans Saints Will Smith Shot to Death Apparent Road Rage Incident

3:09 P.M. PT -- Prosecutors say Smith was shot in the back and right torso. Hayes appeared in court and his bond was set at $1 million.

Hayes' lawyer told the judge his client -- who he says is a pro football player -- called 911 himself, and waited for cops to arrive, but did not say why he pulled the trigger in the first place.

Former New Orleans Saints star Will Smith was shot and killed Saturday night, and it appears to be a case of road rage.

Smith and his wife were driving in New Orleans when they were involved in a fender bender. Eyewitnesses say 6 to 8 shots rang out shortly thereafter and they found the former defensive end slumped over the steering wheel.

Smith's wife was was shot twice and survived. She was taken to the hospital by ambulance. No word on her condition.

The 28-year-old shooter, Cardell Hayes, has been arrested and charged with 2nd degree murder.

Meek Mill seemed to be flirting with disaster when he released a new diss track -- while under house arrest -- but we've learned it was court approved ... with one small caveat his fans are gonna love.

Sources connected to the case tell us Meek got an order of clarification 2 weeks after his sentencing. The judge had said he could not record ANY music during his 90 days of house arrest, but then spelled it out in more detail.

We're told the rule is Meek can release music in order to "protect his brand," but it has to be on FREE platforms like SoundCloud and YouTube.

This explains why he dropped that remix of Drake's "Summer Sixteen" a few days ago. It was totally legal ... just ill-advised.

'Star Wars' Anakin Skywalker Schizophrenia Triggers Jail To Hospital Move

Jake Lloyd, who played Anakin Skywalker in 'Star Wars: The Phantom Menace,' has been moved from a jail cell to a psychiatric facility.

Jake's been behind bars since June for taking cops on a chase that exceeded speeds of 100 mph.

The actor's mom, Lisa, tells us authorities reached the conclusion he needed help more than punishment, because he suffers from schizophrenia ... thus the move.

Lisa says she spoke with Jake last week and can already see an improvement in Jake's personality.

We're told there's no timetable for his release. His family wants him to take his time to get healthy.

Rick Ross I Was Hustled Out of Court

Rick Ross should have been hustlin' a better lawyer when he tried to protect his hit song, because a judge just laughed him out of court.

Ross famously released the song, "Hustlin'" back in 2006. Enter LMFAO, which recorded "Party Rock Anthem" in 2011. Rick was furious, claiming it's a blatant ripoff, so he sued the group.

As for Rick's proof, he points to the hook of both songs ... his -- "Everyday I'm Hustlin'" and LMFAO's -- "Everyday I'm Shufflin'."

Now here's the fatal problem. The judge looked at the copyright Rick supposedly got for his song, and it was a mess. Somehow Rick filed 3 separate copyright applications, which were inconsistent and incomplete.

The judge made the decision Rick's docs were so poorly drafted, he had no copyright protection, so his case just got thrown out of court.

Vince Neil and Nic Cage got in a huge physical fight in Las Vegas Thursday, after Vince allegedly attacked a woman in a hotel ... and Vince is now the subject of a criminal investigation.

Law enforcement sources tell us the fight went down at around 5 PM at Aria Hotel on the Vegas strip. We're told Nic and Vince were inside when a woman came up to Nic and asked for an autograph. Our sources say Vince allegedly got behind the woman, grabbed her by the hair and pulled her to the ground.

The video we got shows the end of a fight between Vince and Nic. Our sources tell us Nic was trying to restrain Vince and calm him down, taking him outside the hotel and into a car. Nic is screaming at Vince, imploring him to calm down.

Cops tell us Vince was cited for battery and never taken to the station.

Marshall had been sued by Christin Myles -- who claimed Marshall punched her so hard outside of Marquee nightclub that she now suffers from severe headaches, sensitivity to light and has reccurring head and neck pain.

Myles submitted security video which she claimed proved Marshall punched her -- but the video was grainy and clearly the jury didn't feel it definitively showed Brandon delivering the blow.

Paul Walker Daughter Scores $10 Mil in Crash Settlement

Meadow Walker struck a deal with the driver of the car in which her dad died ... a deal worth $10.1 million.

Attorney Jeff Milam, who reps the 17-year-old, says the basis of the settlement was that driver Roger Rodas was partly to blame for the fatal accident, even though he was "not directing the car through any particularly unsafe maneuvers when it went out of control."

It's unclear how much of the settlement will be paid by Rodas' insurance company and how much, if any, from his estate itself.

The settlement was actually made in 2014, but it went under the radar in the courts because it was filed under the name Meadow W. She got just over $7.2 mil and her lawyer snagged just under $3 mil.

Meadow is not done. She's pressing on with her lawsuit against Porsche, claiming various design defects in the racing car caused the crash.

Meadow's lawyer says the $10.1 mil only represents a small fraction of what his client should get given his status as a bankable movie star and the lead in the "Fast and the Furious" franchise.

Harrison Ford Phony Arrest Planted in Police Records

Harrison Ford has been fingered for a crime he didn't commit, and cops are trying to find out who set him up ... TMZ has learned.

According to the Huntington Beach PD Arrest Log -- a 73-year-old Harrison Ford was arrested Thursday at noon for inflicting corporal injury on a spouse and possession of a controlled substance.

Problem is ... cops have no record, outside of the online entry, of the actor -- or any other Harrison Ford -- getting busted. BTW, sources close to Ford tell us he's not even in the country right now.

The suspicious arrest log is also weird because the "Case ID" doesn't match the numerical pattern of other listed cases.

Cops tell us they're working to get to the bottom of the bogus record. But to be clear ... Indiana Jones/Han Solo was NOT arrested.

Harrison's gotta be used to this kinda frame job though. Y'know, after that whole One-Armed Man mess ...

L.A. Car Chase Police Brass 86'd PIT Maneuver ... Unsafe for Suspects

The LAPD had the ability to stop this crazy car chase with a PIT maneuver -- where officers spin the suspect's car out of control -- but police brass backed off that plan because the suspects were not strapped in safely ... law enforcement sources tell TMZ.

Our sources say the rank and file cops are furious at their bosses for making a decision ... that the safety of the suspects would trump the safety of innocent drivers and pedestrians.

As you can see from the chase video ... the suspects came to a stop in South L.A., and were sitting on the hood of the car ... seemingly waiting for police.

Our sources say, initially the brass ordered patrol cars and motorcycles to go in to tracking mode -- meaning fall back and let the chopper follow the car.

We're told the brass eventually called off the entire chase, which is why there were NO cops in sight when the suspects finally stopped the vehicle and exited.

L.A. Car Chase TMZ Tour Bus Blocks Suspects

A high speed pursuit on an L.A. freeway was nearly derailed by a TMZ Celebrity Tour bus.

The suspects, wanted for burglary, were flying down the 101 freeway in a convertible Mustang -- weaving through lanes of traffic -- when they were momentarily blocked by one of our buses.

The bus driver veered right into the same lane the suspects were trying to speed down. The driver tells us he never saw the chase coming behind him. He was innocently changing lanes, and ended up cutting off the suspects.

There were no passengers on the bus, and it was not conducting a tour at the time.

Check out the video ... the suspects were able to maneuver around the bus, but not before tossing a sandwich. The chase continued into South L.A. ... where things really got bizarre.
