Ryan Lochte's relationship with Brazil is dead ... the swimmer says he'll NEVER go back to the country after his infamous gas station incident at the Olympics.

Here's the thing ... Lochte says he might be banned from the country -- but that's not exactly the case.

The truth is it's still dangerous for Lochte to go back to Brazil since he's still charged with filing a false police report for claiming he was robbed at gunpoint during a night out with Olympic swimmers.

Officials saw it a different way, claiming security guards drew guns on the swimmers after they vandalized a gas station bathroom ... and then urinated in public ... and demanded Lochte's crew fork over cash to cover the damages.

Prosecutors have offered Lochte a plea deal -- essentially a $20,000 fine -- but Lochte hasn't accepted the deal. So, if he does go back to Brazil, he risks being detained and possibly jailed.

But it doesn't sound like that's gonna be a problem since Lochte tells TMZ Sports there's no chance in hell he'll ever return to Rio.

How do you make a dream come true for someone who's already won 4 Olympic gold medals?

"Nashville" star Hayden Panettiere might've just found a way ... telling TMZ Sports she'd totally bring Olympic champion Laura Kenny's life to screen in a biopic.

Kenny, a British track cyclist who's won four Olympic gold medals and a staggering SEVEN world championships, recently said she'd want Hayden to play her in a movie about her life.

We got Panettiere out at LAX, and asked her if she has any interest in the part and she gave the most promising answer you're gonna get from a Hollywood star ... "Tell her to call me."

BTW -- it's worth watching this video if for no other reason than to see Hayden try to carry the kid she has with Wladimir Klitschko. Daddy's a giant and baby's growing fast.

U.S. Olympic legend Summer Sanders tells TMZ Sports she's concerned that the "chaos" from the Trump presidency could blow L.A.'s shot of winning the 2024 Olympic bid.

The 2-time Olympic gold medalist says the Olympics aren't supposed to be political but fact is -- they are -- and the world is watching President Trump.

Sanders says the current political climate in the U.S. is "chaos" -- and says, "I don't know if there will be enough time for the chaos of our politics to quiet down" before the I.O.C. makes its decision.

Sanders says there's one thing that could save L.A.'s bid ... the fans.

By the way, Sanders knows Trump ... she was one of his contestants on 'Celebrity Apprentice.'

Doesn't matter that he's a world-class swimmer ... Ryan Lochte says there's no way in hell he's allowing his fiancee to have a water birth when their kid is born.

Lochte and his fiancee, Kayla Rae Reid, announced their pregnancy back in December -- and Kayla says she seriously looked in to having a live water birth.

But Lochte says he shut that down real quick -- explaining he wants his son born in a hospital with the proper resources to help his family in case anything goes wrong during the birth.

As for when these two will tie the knot, Lochte says it's a matter of time -- and he also answers the other question ... will Michael Phelps be in the wedding party??

Two-time gold medal winner Maurice Greene says drug testing past samples could RUIN track & field ... 'cause the sport can't handle a constant barrage of doping scandals.

Usain Bolt was stripped of a gold medal this week when it was revealed a teammate tested positive for a banned substance ... from a sample that was taken in 2008 and recently retested.

We talked with Green -- one of the premier sprinters in U.S. history -- who said it's dangerous to go poking around in the past looking for mistakes.

"What good is it gonna do now? The thing you have to realize is other sports recover very quickly from drug situations, but track & field has a hard time recovering."

As far as Bolt ... Greene made it clear, this scandal will have ZERO effect on his legacy.

"He's gonna go down as the greatest sprinter of all time."

Ryan Lochte won't have to swim naked when he returns to the pool this summer ... 'cause the troubled Olympian finally has a new swimsuit sponsor -- TYR.

The 12-time Olympic medalist was sacked by Speedo -- along with Polo Ralph Lauren and Gentle Hair Removal -- in August after his Rio gas station robbery incident.

"Through his work in the pool he has elevated the sport of swimming on a global scale," Matt DiLorenzo, CEO of TYR Sport says.

"However, it is his humble and caring approach toward his fans that has proven truly commendable. As a company we stand behind Ryan, and look forward to seeing what he can achieve.”

Gabby Douglas to Usain: Don't Worry About Stripped Gold Medal ... WIN ANOTHER ONE!

U.S. Olympic legend Gabby Douglas has some advice for Usain Bolt after the sprinter was stripped of an Olympic gold medal this week ... GO OUT AND WIN ANOTHER ONE!!

The 21-year-old gymnast -- who has 3 Olympic gold medals of her own -- was at LAX when she heard that Bolt must hand over the 4x100 relay gold Jamaica won during the 2008 Games in Beijing.

FYI, Bolt's Team Jamaica teammate at the time, Nesta Carter, was found guilty of doping -- after a retest of his 2008 sample came back positive for a banned substance.

As a result, the entire relay team must hand back their medals. Sucks for Bolt, who did nothing wrong.

But Douglas has an easy solution for Usain ... don't retire and pick up a replacement gold at the 2020 Games.

Ashton and Brianne Eaton We're Definitely Retired No Chance At Comeback

The most athletic couple at the 2016 Rio Olympics is calling it a career ... and they want to make one thing clear -- there ain't gonna be a comeback.

TMZ Sports spoke to Ashton Eaton and Brianne Theisen-Eaton -- who each retired from competitive track and field this week at age 28 -- and asked if there was ANY chance they'd change their minds and come back to the sport.

"We're definitely done," Ashton, the 2012 and 2016 Olympic gold medalist in the decathlon, says.

The duo adds that they won't be in the broadcast booth anytime soon ... and would rather spend their free time doing new things outside the sport.

Ronda Rousey Needs To Cut Bad People Out Of Her Life ... Says Ex-Training Partner

Ronda Rousey's former training partner, Kayla Harrison -- who's still friends with the UFC superstar -- says Ronda is surrounded by some people who don't have her best interests at heart ... and she needs to ditch them ASAP.

FYI, Kayla is a 2-time Olympic gold medalist in judo -- and trained with Ronda on a daily basis for years. They're still friends and spoke on the phone just a few weeks ago.

Harrison says Ronda seemed to be in a great mental space before the fight and "expected her to come back with a vengeance."

But the one thing that concerns Kayla ... she believes there are people who have latched on to the UFC star "that maybe don't have Ronda's best interest at heart."

She didn't call anyone out by name -- but wants to remind Ronda that she still has TRUE FRIENDS and family members out there who care about her ... and those are the people she should surround herself with.

By the way, Harrison also tells TMZ Sports she's one step closer to fighting MMA ... and got the itch while announcing at the World Series of Fighting this past weekend.

Ryan Lochte Rio Prosecutors Offer Deal in Olympics Case

Rio officials have offered Ryan Lochte a deal to make his criminal case go away ... TMZ Sports has learned.

Law enforcement sources tell us ... the offer is 70,000 reals, which in American dollars totals around $20,149.

Lochte was charged with falsely reporting a crime at a gas station during the Rio Olympics. Our sources say so far Lochte has not accepted the deal.

Jimmy Feigen copped a plea months ago and paid half that amount -- 35,000 reals. The prosecutor wanted 70,000 reals from Feigen all along and has actually filed legal docs trying to enforce the higher amount.

We reached out to Lochte's lawyer, Jeff Ostrow, but he was mum, telling TMZ Sports, "We don't comment on a pending case but are hopeful it will be resolved to the benefit of all parties, including the people of Brazil, the Brazilian government and Ryan."

Justin Bieber got down with the fastest man on Earth to celebrate a movie about the Olympian ... and he was anything but sorry to be partying with the champ.

Bieber was in London Monday night and showed up to an after-party following a screening of "I Am Bolt" -- a documentary about Usain Bolt's journey to the Rio Olympics.

Unclear if the Biebs saw the film itself, but he definitely raged with the man of the hour afterward.

One Direction's Liam Payne was there for the screening and party too, but was reportedly on the opposite side of the room ... meaning he missed out on the Bolt/Bieber selfies.
