Dean Cainneeds a tighter leash ... for himself and his dog -- his pooch was nearly sent to animal control after sneaking out, all because the actor failed to register his best friend.
Law enforcement sources tell us Cain's black lab Bella got loose last week but a good samaritan saved the day, and dropped her off at Malibu Coast Animal Hospital. Here's the problem: Bella wasn't licensed with the city ... so she was automatically labeled a stray.
Bad, Dean. Bad.
Under standard ops all strays go straight to the pound -- but lucky for Cain he found out where Bella was within a few hours ... and raced over to pay the impound fee and then get her licensed.

Barbra Streisand's female dog just got herself into serious trouble at 36,000 feet -- attacking a flight attendant aboard a billionaire's fancy private jet ... and it was so bad, the victim needed stitches.
The perp is a bitch named Sammie -- Barbra's 12-year-old Coton de Tulear ... who accompanied Streisand on Tuesday during a flight from NYC to DC on a PJ owned by billionaire investor Ron Perelman.
Our sources tell us ... a female flight attendant noticed the dog and went over to pet her, but Sammie snapped, biting the woman's hand ... puncturing the skin and opening a wound that required stitches.
We're told Barbra IMMEDIATELY apologized to both Ron and the flight attendant -- but everyone forgave her and the injured woman is expected to make a full recovery.
Manny Pacquiao ran away from home at the age of 12 ... when he caught his father eating his pet dog ... this according to his trainer Freddie Roach.
Roach was talking to Yahoo! Sports about how the boxer's family struggled with poverty in the Philippines when he was a child -- and apparently, things were so tough ... Manny's father cooked the family dog for food.
When Manny realized what had happened, he ran away from home -- and began to live on the streets.
"He slept in a cardboard box. He fought his way through all this, turned pro at 14, and look at the man he is today," Roach said.
BTW -- Manny has a new dog named Pacman ... and NO ONE is allowed to eat it.
Mila Kunishas nice breasts ... problem is, she stole them along with other chicken parts, this according to a new lawsuit filed by a woman who claims to have been her best Ukrainian friend.
Kristina Karo claims 25 years ago she was in first grade with Mila in the Ukraine and they were inseparable. But Kristina says Mila had chicken envy -- specifically a chicken which answered to the name Doggie. Kristina alleges in her lawsuit she loved Doggie like a dog, and so did Mila, who would come to her house and play with the little clucker.
But one day Doggie disappeared, and Kristina says Mila confessed that she stole it, saying, "Kristina, you can have any other chicken as a pet, you have a whole chicken farm."
Kristina says in her lawsuit she became an emotional wreck and went into therapy.
Years passed, Mila moved to L.A. and became a big star. Kristina also eventually moved to L.A. to pursue a singing career. But the proximity brought back all the bad memories, and Kristina says the visions of Doggie being stolen by her former best friend threw her right back into therapy.
Kristina now needs shrink money, and a little extra for all the emotional distress ... in all, $5k.
And Kristina says Mila's conduct has prevented her from pursuing the American dream.
Sources close to the situation say April's been itching for a pooch since March, so Robin did what any good boyfriend would -- last week he popped over to Bark N' Bitches in L.A. -- a no-kill shelter -- and snagged the cutest one for his lady.
We're told he dropped about $350 for the little terrier mix, named Bincy -- and based on April's recent onslaught of mushy-gushy Instagrams ... we're guessing she's shown Robin plenty of appreciation.

Suspended NBC newsman Brian Williams did some serious damage control in New York City by strolling with his wife, his daughter Allison, and most importantly ... Allison's adorable new dog!
Williams has been laying very low since NBC took him off the air back in February for lying about being shot at in a helicopter.
Brian had to know a few paparazzi shots of him snuggling Moxie -- a golden retriever puppy -- would look really good. Especially since ABC's World News Tonight just beat NBC Nightly News for the first time in a long time.
