The jet ski operator who allegedly ran over Usher's stepson in a Georgia lake last summer -- killing the 11-year-old boy -- was arrested this morning ... TMZ has learned.

Jeffrey Simon Hubbard was indicted on Thursday by a Grand Jury in Hall County, Georgia.

The District Attorney tells TMZ Hubbard was indicted for Homicide by Vessel, Serious Injury by Vessel, as well as Reckless Operation of a Vessel.

TMZ broke the story ... Tameka Raymond's son, Kile Glover, suffered severe brain injuries on July 6th when police believe Hubbard's jet ski collided with him. Kile was on an inflatable raft at the time of the accident. Kile was vacationing with his father, Ryan Glover, at the time of the incident.

Kile was hospitalized, and never regained consciousness. He died on July 21.

Hubbard is currently being held without bail.

Octomom's friends say she's hit rock bottom again, because she's exhibiting the exact same bizarre, dangerous conduct that was caught on tape and just obtained by TMZ.

We broke the story ... Octo is getting high again after obtaining a medical marijuana card. Her friends say she's playing with fire because she's had drug addiction problems that could endanger her 14 kids.

Octomom's friends say she's acting like she did last year, when she was videotaped inside a hotel room with her former manager. She's off the rails, wearing a onesie as she cackles hysterically, cradling a drink. We're told the video was shot in the throes of her substance abuse problems ... before she went to rehab.

Add "business mogul" to her resume -- TMZ has learned, 9-year-old Best Actress nominee Quvenzhane Wallis was personally responsible for an EXPLOSION in the doggy bag market this AM ... after rocking her puppy purse on the red carpet.

A rep for Poochie & Co. tells TMZ, the stuffed Yorkie purse was specifically designed for Wallis -- the youngest ever Best Actress nominee for her role in "Beasts of the Southern Wild" -- and sales skyrocketed this morning after Wallis debuted the bag on the red carpet last night.

We're told Wallis has been wearing the company's puppy purses to various media events since January -- resulting in a steady double-digit growth for the company -- but this morning, the company saw an exponential upsurge in sales numbers.

The rep tells us, the Poochie & Co. office has been flooded with calls and emails since this morning ... even from outside the U.S. ... and the company can barely keep up with demand.

As for why they chose to give her a Yorkie for the Academy Awards -- the rep says it's because one of Wallis' dogs is a Yorkie ... so it just made sense.

Wallis also owns a German Shepherd, but the rep said German Shepherds aren't "cute for girls."

Call us suspicious ... or conspiracy theorists ... or whatever ... but we may have found proof that Suri Cruise is actually using a TINY BODY DOUBLE to fool the media!!!

Exhibit B -- Another little girl who sorta looks like Suri getting out of the exact same SUV wearing an IDENTICAL OUTFIT ... with a different colored beanie.

So what does it all mean??? Is Suri trying to dupe the media? Is the other girl in on some sort of diabolical plot? Or ... are they just friends who like to wear the same clothes?

Octomom claims officials have given her the green light to get high on pot ... without fear of losing her 14 kids ... simply because she has a PRESCRIPTION for the green stuff ... TMZ has learned.

In a voicemail obtained by TMZ, Nadya Suleman explains how she told officials from the L.A. Dept. of Children and Family Services about her habit of indulging in a pot cookie every now and then.

Suleman says, "I told them the truth. I got my medical marijuana card, I don’t smoke 'cause it’s disgusting, disgusting and I could say in the past I have tried it, it’s sick."

"But once in a while in the past I have had a cookie ... and they said, 'Well you have your card ...'"

Octo is clearly referring to her medical marijuana prescription ... which sorta kinda makes it legal for her to use cannabis in the State of California.

Minnesota Vikings star Adrian Peterson -- aka Purple Jesus ... aka one of the greatest running backs of all time -- says he'll NEVER LET HIS SON PLAY FOOTBALL!!!

Peterson was out in Houston last week for All-Star Weekend -- carrying his young son -- when he said, "This is Adrian Jr. He won't be playing football."

There are a million possible reasons for why a dad wouldn't let his son play football -- but coming from one of the greatest NFL players ever, it's pretty shocking.

The likely explanation ... the game of football has recently come under intense scrutiny for its long-term health risks -- following the high-profile suicides of several NFL stars, including Junior Seau.

Even President Obama has commented on the health concerns -- saying if he had a son, he would have to think about whether he would let him play football.

Octomom is chill these days, because she's getting baked goods delivered and getting a little baked herself ... all while she cares for her 14 kids ... sources tell TMZ.

Sources connected to Octo tell us ... Nadya is the proud owner of a medical marijuana card -- we're told for anxiety. And get this ... she got the card 2 days after leaving rehab for Xanax addiction.

The marijuana she consumes is primarily embedded in cookies and other bakery products. We're told Nadya ingests the pot both at home and on the road during appearances.

So ... the question. Can a parent temporarily check out by using pot when they have more than a dozen kids ... or is it NEVER OK?

Lil Wayne's not the only one who's got beef with Dwyane Wade ... the Miami Heat star's also made an enemy of his ex-wife -- who's now accusing the basketball star of depriving their children of life-saving asthma medication.

Siohvaughn Wade just filed docs in their ongoing custody dispute, claiming Dwyane "has never obtained any asthma inhalers or asthma nebulizer machines for the children since [Dwyane] was awarded children in his custody on March 11, 2011."

Siohvaughn says the ex-couple's two kids both suffer from the condition and require constant supervision.

But according to the docs, "[Dwyane] recklessly failed to provide the five and ten-year-old children with any medication for a life-threatening illness."

Siohvaughn says Dwyane is putting their kids' lives in danger as a result -- and now, she wants a court to ORDER him to be more attentive ... as well as keep her apprised of the kids' medical treatment.

But it doesn't end there -- Siohvaughn also claims Dwyane's been screwing her out of parenting time ... "continuously and willfully making every effort to alienate the children from [her]."

She wants Dwyane prosecuted for visitation abuse.

Octomom got ANOTHER visit from the L.A. Dept. of Child and Family Services last week ... to investigate allegations she's a drug-addicted wreck, not fit to raise her brood ... TMZ has learned.

Sources close to Nadya Suleman tell TMZ ... DCFS arrived at Octo's home Saturday night after a former nanny complained that Octo has been using drugs, drinking heavily, blacking out, forgetting key appointments (i.e. the bus incident), leaving the kids unbathed for days and not changing their clothes for weeks.

We're told DCFS made Octo aware of the allegations against her, searched the home and asked a mountain of questions regarding the situation. DCFS didn't feel there was enough evidence to pull the kids out of the home ASAP ... but we're told the investigation is still pending.

It's not the first time Octo's faced off with DCFS -- in fact, the agency has been over a whole bunch of times ... most recently in April 2012 after her hairstylist complained of horrendous living conditions ... but as usual, officials determined the kids were not in any danger.

Justin Bieber isn't taking too kindly to being told he doesn't deserve a Grammy -- going after the Black Keys drummer who insulted him ... saying, the drummer "should be slapped around."

Bieber added "haha" at the end of his statement -- which he posted on Twitter -- like he was joking.

TMZ broke the story ... BK drummer Patrick Carney mocked Bieber's Grammy snub after the awards on Sunday -- telling TMZ, "He's rich, right? ... Grammys are for music, not for money ... and he's making a lot of money."

4-year-old Vivienne Jolie-Pitt has already scored her first paying gig ... and TMZ has learned she's raking in a helluva lot more than you made on your paper route back in the day.

Brad Pitt and Angelina Jolie's daughter is set to co-star with her mom in a movie called "Maleficent" -- and according to a minor's contract filed with the court, little Viv commands $3,000/week!

On top of that ... she gets a per diem of $60/day. That's a lot of juice boxes.

FUN FACT -- Vivienne plays the role of "Young Aurora" -- but another little actress, India Eisley, scored the role of young Maleficent ... Angelina's character in the movie.

Not long after crashing his car, Chris Brown judged an event at the Debbie Allen Dance Academy in Los Angeles, where he helped hand out scholarships for kids.

According to the singer's rep, Brown was cut off by two paparazzi while on his way to the event and crashed his Porsche. Brown's rep says the car was totaled. The singer was uninjured.

Brown's charity, the Symphonic Love Foundation, works with the Debbie Allen Dance Academy giving out year-long scholarships to select children.

Brown has recently been accused of lying about his community service work stemming from his domestic violence conviction in 2009 ... the one where he beat Rihanna.

Lindsay Lohan's baby half-brother can look forward to a lifetime of blonde moments -- because kid's already sporting a head full of golden locks ... and TMZ has the FIRST PICS of the newest Lohan.

TMZ broke the story ... Michael's fiancee Kate Major gave birth to Landon Major Lohan on January 30 -- the same day Lindsay was sweating it out in L.A. court.

Landon was born 7 pounds 5 ounces -- and he's already got the baby act down pat ... just like his older sister.

Pro wrestler Kenn Doane knows a lot about being a bully -- he played one as a former WWE star -- and now he's using that experience to write his first book ... about kids and bullying.

Doane -- known as Kenny Dykstra in his WWE days -- tells TMZ, he decided to become an author while rehabbing a knee injury suffered last month ... and wanted to address the topic of bullying.

The former tag team champ must be a badass with the pen ... because he's already lined up a publisher for "Billy's Bully" -- which shows one kid standing up to his tormentor, and teaches kids how to avoid becoming a bully.

According to Doane, his publisher hooked him up with illustrators and another author to put the finishing touches on the book -- and it should be released sometime in June.

The 12-year-old boy who allegedly SWATTED Ashton Kutcher -- by reporting a fake gun battle inside the actor's home -- has been charged with several crimes in connection to the incident ... TMZ has learned.

We broke the story ... cops raced to Ashton's L.A. home in October after the boy allegedly contacted police and said there were people in the residence with guns and explosives. The caller also said several people had been shot.

When police arrived, they realized the whole thing was a prank -- there was never any real danger.

Officials believe the boy also pulled a similar "swatting" prank on an L.A. bank later that month.

The boy has been charged with two felony counts of making false bomb threats and two felony counts of computer intrusion.

TJ Jackson cannot continue to serve as a surrogate parent to Michael Jackson's 3 kids without getting some compensation, so the Executors of MJ's Estate are asking the judge to give TJ a reasonable amount of money to keep the ship afloat.

The Executors filed legal docs -- obtained by TMZ -- in which they say TJ has been extremely devoted to Paris, Prince and Blanket since MJ's death. TJ -- who is now a co-guardian along with Katherine Jackson -- spends 40 hours a week caring for the 3 kids.

The Executors say it's been a hardship for TJ -- who is married with 3 kids of his own. Although he's been a co-guardian since July, he hasn't received a single penny for his services.

The Executors are asking the judge to allow them to pay TJ $9,000 a month, retroactive to July. They add, the way it's going now, TJ may not be able to continue, so compensation is essential.
