"The Purge: Anarchy" actor featured on billboards across the country says producers hoodwinked him ... because no one said he'd be the face of their ad campaign -- and now he wants to be paid.

Emmanuel Howell says he worked 5 days on the shoot as an extra and made less than a grand. He expected to only be in the background of shots ... but months later, he started seeing his mug pop up on billboards.

Howell tells us he reached out to production asking for more dough -- but they said to kick rocks ... because he should be happy for the honor. Instead, they offered him free digital movie posters.

Howell says he contacted multiple lawyers because it felt like a slap in the face ... but so far, they've all said he doesn't have a case.

The billboard star explained his entire situation to our photog ... and you can't help but feel bad.

Christina Milian made one thing clear Saturday in Glendale ... she's NOT doing the horizontal cabbage patch with Lil Wayne.

The 32-year old singer sauntered into Chris Brown's celebrity kickball game in a killer set of shorts ... and had no problem talking to us about her platonic relationship with Weezy.

Milian recently signed with Young Money Entertainment and Wayne is planning to roll out her music in a big way. They were all handsy a week ago ... but it looks like it was all put on.

Selena Gomez is either directly or indirectly supporting Hamas in the Middle-East conflict ... at least that's the way a lot of people see it after her plea to "Pray for Gaza."

Selena went where Rihanna dared to go on Instagram late Friday ... when she dipped her toe in the conflict.

Maybe she doesn't realize Hamas has launched an untold number of missiles in an effort to destroy Israel, or maybe she supports it ... we don't know. Maybe she just wants peace for everyone. We just don't know.

P cradled the infant like a pro at LAX -- just a few minutes ago -- when, for some reason, a very brave parent handed over the kid.

The baby looks to be no more than a few weeks old -- so besides birth, this has to be the most harrowing moment of his life ... though Paris actually shows a bit of maternal instinct here. For a whole 30 seconds.

Pamela Bach -- famous for once being married to David Hasselhoff and 2 DUI arrests -- is now accused of slamming into a parked car while drunk.

Law enforcement sources tell TMZ ... the LAPD is currently investigating an incident last Friday night ... when Pamela was driving down the block where she lives and she slammed into a parked car.

We're told an eyewitness says Pamela skidded down the street and pulled into her driveway 5 houses up the block. When she got out she was stumbling and the witness says Pamela was clearly intoxicated.

The LAPD has taken a hit-and-run report and the case is currently under investigation.

This is not Pamela's first brush with the law or another car. She was prosecuted for hit-and-run in 2007 but the case was dismissed. She's also been convicted twice for DUI and served jail time.

Bach tells TMZ ... there's a simple explanation for the latest mishap. She says she was on her way home from the dog park when she dropped her cell phone and as she reached for it she sideswiped the parked car, but insists the damage was minor.

Bach says she drove up to her house and when she walked back down she couldn't find the car she hit ... so she went back home.

Jason Biggs may have apologized, but he made it clear today ... he doesn't really get why people were so pissed he cracked a joke about Malaysia Air almost immediately after the crash.

Jason flew into LAX and was willing to talk about the tweet that caused the firestorm -- but seemed to be saying people only got angry because they misunderstood the joke.

Jason told a photog, "I don't want it to be misinterpreted that I joked at their expense, so if I did that I do apologize."

Is there anyway else to take it?

We have found something Justin Bieber is worse at than wearing shirts ... cliff diving.

Bieber tries to do a flip off a rock Thursday in Malibu Creek ... but he doesn't quite stick the landing.

You can't fully see Bieber hit the water, but based on the sound ... and the reactions of the people around him ... it wasn't good.

It's been in the low 80s this week in Malibu, so the wetsuit seemed ... soft.

Tim McGraw is NOT in trouble with the law for slapping a woman at a concert ... in fact, law enforcement sources in ATL tell TMZ ... Tim may actually be the VICTIM.

Our sources at Atlanta PD tell us ... they've seen the video of Tim bitch slapping a woman who grabbed onto him at Sunday's concert. TMZ has 2 views of the incident. In one it looks like she might be grabbing for his crotch, but in another it looks like she's trying to rip his jeans.

The sources say ... the woman has NOT complained to police, and until she does no action will be taken. But they add, it seems to them the woman is the aggressor and Tim's slap is "a common reaction." Nonetheless, cops tell us if she complains they'll investigate.

Take a close look at the video. It appears Tim reacts by making a movement that causes her to release his leg ... but then he takes a quick beat before hauling off and slapping her. So the slap looks gratuitous.

McGraw is no stranger to grabby fans. Back in 2007, a woman tried to grab his junk ... and his wife, Faith Hill, was quick to give her a stern talking to.

Lil Wayne and Christina Milian are NOT dating ... despite the hot hands at the ESPYs ... it's all part of Wayne's clever ploy to make $$$.

Leonardo DiCaprio says he's the victim of a heist involving the likes of Nelson Mandela ... and he's out for blood.

Leo took a pic with Mandela when the actor was shooting "Blood Diamond" in South Africa. Mandela autographed the pic for Leo with the inscription, "To Leo DiCaprio, Best Wishes, Mandela, 4-8-07."

Somehow the autographed pic never got to Leo. Sources connected with the actor tell TMZ ... he believes it was stolen.

The prized photo eventually made its way to a company called Moments in Time, which is now selling it with an asking price of $25,000.

Leo wants the photo back and according to the NY Post he sicked his lawyer on the company. But Moments in Time is telling Leo to pound sand, claiming they rightly own the photo.

In case you care, there's this thing in the law called "bona fide purchaser," meaning if someone buys property not knowing it was ill-gotten, they're generally the rightful owner nonetheless.

Justin Bieber slammed an ice-cold beer and in the process put the hottest celebrity nightclub in Hollywood -- co-owned by David Arquette -- in jeopardy.

Justin and Chris Brown partied at Bootsy Bellows in West Hollywood. The club is permitted to admit people under 21 because it serves food ... but it CANNOT serve booze to anyone under 21.

Well at least one minor got his hands on a Heineken, and that puts the clubs license on the line. The California Dept. of Alcoholic Beverage Control is aware of the incident and the club could be subject to a fine ... if they can prove Bieber was drinking.

But here's the problem. Law enforcement tells us ... they're now going to step up undercover operations to monitor what goes on inside Bootsy, even though the club has had a good record.

Tim McGraw ferociously slapped a woman in the face during a concert Sunday ... after she appeared to aggressively rip his jeans.

TMZ got video of Tim's concert at Aaron's Amphitheatre at Lakewood in Atlanta. You see him walk into the crowd and a sea of hands engulfs him as he sings, "Truck Yeah."

Look closely ... you see a woman slap Tim twice ... first on his knee and then she goes in a second time.

Tim then smacks her.

Tim's rep tells TMZ, "Tim was singing out in the audience and someone firmly grabbed onto his leg and wouldn't let go as he was moving through the crowd.

The rep says, "He instinctively swatted to try to keep them from ripping his jeans (which they succeeded at doing!), and so he could get to more fans who could slap hands with him before the end of the show."

Jason Biggs is tucking his digital tail between his legs -- hours after blasting people who took offense to his Malaysia Airlines crash joke ... he's backing down and apologizing.

Biggs tweeted his mea culpa moments ago ... saying he's deleted the crash joke from his page because he didn't mean to offend.

Perhaps understanding how strange his sudden 180 sounds ... Biggs said, "No one is making me send these [apology] tweets- I simply understand that my comments might have come off as insensitive and ill-timed. For that, I apologize."

Jason added, "Sending positive thoughts to the victims and their families."

Lindsay Lohan doesn't hear the words, "and the award goes to ..." very often ... she heard it Tuesday ... when she took home a trophy at a film festival in Italy. We kid you not.

Lindsay was honored with the Biggest Comeback Award at the Ischia Global Film & Music Fest. She even showed up to collect her hardware and make a brief acceptance speech -- 'cuz you never know if that opportunity's ever gonna come around again.

Pam Anderson clearly had a change of heart after filing for divorce earlier this month.

Pam and hubby Rick Salomon were making out in Malibu Wednesday, showing no sign of ending their 6-month marriage. It's their second try at marriage. They married in 2007 ... it lasted 2 months.

As we reported ... Pam listed the date of separation as July 3 ... 2 days after Rick won $.2.8 million in a poker tournament -- which means it would be community property -- split 50/50 (we're told there's no prenup).

"Pippi Longstocking" actress Tami Erin has an ex-boyfriend who should worry about getting shot ... this according to her own father.

David Young -- Erin's ex live-in BF -- ran to court a few days ago for an order prohibiting Tami from coming near him. David says he broke up with Tami nearly 2 years ago and she went radio silent ... until last month.

David says Erin started calling him at his Merrill Lynch office and leaving threatening messages. He didn't think much of it, until he spoke with Mr. Longstocking, who told him his daughter was "very dangerous" and he had reason to believe she had a gun.
