JB and Selena were chatting it up at a cafe in Westlake Village ... with Bieber rockin' a hoodie, and Selena not wearing much to cover up.

This is the 3rd sighting recently where the 2 exes have hung out ... again, with Abel nowhere in sight. Justin was just at Selena's house last Sunday ... and stayed 'til midnight.

Like we told you ... Selena's BF was fully aware of them hanging out, and we're told he's totally cool.

Anna Faris and her new boyfriend are getting more comfortable with PDA ... we got the couple sipping wine and holding hands on a romantic lunch date.

Anna and Michael Barrett -- a cinematographer she met on set of her upcoming movie "Overboard" -- were spotted together Friday at Cutters Crabhouse in Seattle. The two were very close and handsy while sharing a bottle and some food. We're told there was even some kissing.

Migos' Offset got down on bended knee in front of some 19,000 people and proposed to girlfriend Cardi B Friday night at the Philly Powerhouse concert where they were both performers ... oh, and she said YES!

Just last week it seemed like the couple was on the brink of breaking up when Cardi posted she was "single" before backtracking and saying she "exaggerated a lil bit" on her social media.

The two have been together since the beginning of the year when they were spotted leaving a Super Bowl event together for the first time in February.

The 'Real Housewives of Orange County' star told her fellow housewives Friday while filming the season 12 reunion show. She says David and her split a little more than a month ago.

Shannon released a statement saying she felt alone in her marriage and tried to do what she could to keep the family together ... but it wasn't working in their relationship.

Shannon and David's rocky relationship has been portrayed on the show during her 4 seasons, especially a bombshell in season 10 -- that David cheated on her. They worked on repairing their marriage ... but it was very up and down.

Ben Affleck took GF Lindsay Shookus around this week looking for houses in L.A., but turns out she was just along for the ride.

Sources familiar with Ben's real estate expedition tell us, he and Lindsay are not moving in together ... but one source added the word, "yet."

Ben's buying solo ... and he seems interested in a house in the Santa Monica mountains with an $18.5 million price tag.

Of course, Lindsay will be spending time there, but she won't be a resident ... at least for now. Our sources say, however, that the relationship has gotten serious.

Ne-Yo's ex-fiancee, Monyetta Shaw, is fine with him welcoming another kid with his new wife, but his fans are accusing him of hypocrisy because he allegedly pushed for his ex to tie her fallopian tubes.

The singer announced he's expecting baby #2 with wife Crystal Smith Wednesday on Instagram. Instead of the usual congratulations, people called him out on expanding his brood after allegedly telling Monyetta he didn't want to have more kids.

A little back story ... Monyetta has said in the past that she and Ne-Yo mutually agreed she'd have a tubal ligation, and he'd have a vasectomy after the birth of their second kid. She followed through, he didn't ... then called off their engagement.

One angry fan commented on Ne-Yo's announcement: "Don't get why u made ur other baby mama burn her tubes just to move on n keep having kids ... that's just plain ole mean smh nice music but an asshole in real life."

Another went after Crystal, calling her a "snobby hoodrat" and firing this warning shot: "@itscrystalsmith he will shut on you eventually like he did baby mother #1. Trust me. You just needed stabilty with a check."

9:02 AM -- Tamar's rep tells TMZ the singer made an "extremely difficult decision" in filing for divorce. The rep adds, "Collectively, their son Logan and his well being during this very unfortunate process is most important.

Tamar Braxton is done with her marriage ... she's filed to divorce Vincent Herbert ... TMZ has learned.

Tamar filed divorce docs Tuesday in L.A. County. She and Vincent have been married for nearly 9 years -- they're one month shy of their anniversary. Tamar and the record exec have one child together -- their 4-year-old son, Logan Vincent.

It's the end of a long relationship -- Tamar and Vincent started dating in 2003. Her sister, Toni Braxton, had been working with him and introduced them.

The couple had a domestic dispute in August, 2016 in an Atlanta hotel. Police were called after he allegedly bit her hand during the argument.

Although they stayed together after that ... sources connected to the couple tell us it's been a rollercoaster relationship, and Tamar recently moved out of the family home.

Most rappers dream of flying in a private plane, 21 Savage is one step closer to flying his own someday after completing his first-ever solo flight with the goal of getting his pilot's license.

We're told the ATL rapper has been taking flying lessons for 5 months and Tuesday he grabbed the controls for an hour-long flight between Miami and the Florida Keys in a one-prop Cirrus SR20.

Amber Rose was on board and documented the whole thing, while his BFF Shy D sat in the back and an instructor sat shotgun.

Fun Fact: 21 Savage has always dreamed of being a pilot, but getting a license ain't cheap ... it usually costs about $10k. We're told the rapper decided to put some of his hard-earned guap towards finally making his dream come true this year, but he's still got a ways to go before he's flying cross-country by himself.

As for the exes -- we're told they were at the house with their pals until at least midnight ... and there was nothing romantic about it. They've been talking -- first reconnecting around the time Selena announced she'd undergone a kidney transplant ... but it's all copacetic.
