Former Destiny's Child member Farrah Franklin was "hysterical and drugged" ... so says NFL player Da'Quan Bowers who told the 911 dispatcher he was certain his houseguest was high on something.

Franklin is screaming bloody murder as an uber-calm Bowers tells the dispatcher she had been drinking and was under the influence of drugs.

We broke the story ... Franklin was arrested for disorderly conduct early Sunday morning after she allegedly became drunk and belligerent.

Former Destiny's Child singer Farrah Franklin was so drunk when she was arrested Sunday morning ... she was found laying in a random person's front yard and told cops she planned on sleeping in the woods.

TMZ broke the story ... Franklin was arrested early Sunday morning for disorderly conduct, and the details are crazy.

According to the police NFL player Da'Quan Bowers flew Franklin to Myrtle Beach. The two of them, along with NFL player Ricky Sapp went out on the town Saturday day and night ... and the alcohol was flowing. They all went back to Sapp's place and it became apparent to everyone Franklin was wasted.

Sapp and Bowers both told police they thought Franklin had been doing drugs. Bowers told police he was suspicious of Franklin because she would go to the bathroom for extended periods of time.

Bowers and Sapp say they called cops after Franklin went nuts, screaming and slamming doors. They told police Franklin fled. Cops combed the neighborhood and eventually found Franklin laying down in a neighbor's lawn.

Police described Franklin as "highly intoxicated" and "unsteady on her feet," but she denied using drugs. She told police she had nowhere to go and planned on sleeping in the woods.

Ex-Destiny's Child singer Farrah Franklin was arrested in South Carolina early Sunday morning for disorderly conduct ... TMZ has learned and our sources tell us alcohol was definitely involved.

Franklin -- who who spent 5 months with the group in 2000 before Beyonce and Kelly Rowland gave her the boot -- was booked into the Horry County Detention Center in Conway around 5AM.

So far, it's unclear what led to the arrest ... but we're told she was ticketed for disorderly conduct.

Hours before, Franklin happily posted a picture on the beach.

She was released Sunday afternoon on bond.

This is not Franklin's first arrest for flying off the handle. She was popped in 2011 in L.A. for disorderly conduct ... and we're told booze was also involved. She claimed she was the victim of racial profiling.

Who knew beer bonging an entire bottle of Jäger was a smart move? Apparently "Party Down South" star Ryan "Daddy" Richards, that's who.

After TMZ posted a video of Richards guzzling 25 ounces in his hotel room last weekend, a website called sexybeerbongs.com has reached out to Richards ... asking him to be their spokesman.

The company has two products in its line ... the Dong Bong and the Boob Tube.

The site is offering him a percentage of the business, which it claims could be worth tens of thousands of dollars.

Sounds like a fair deal for sacrificing precious brain cells.

Pamela Bach -- famous for once being married to David Hasselhoff and 2 DUI arrests -- is now accused of slamming into a parked car while drunk.

Law enforcement sources tell TMZ ... the LAPD is currently investigating an incident last Friday night ... when Pamela was driving down the block where she lives and she slammed into a parked car.

We're told an eyewitness says Pamela skidded down the street and pulled into her driveway 5 houses up the block. When she got out she was stumbling and the witness says Pamela was clearly intoxicated.

The LAPD has taken a hit-and-run report and the case is currently under investigation.

This is not Pamela's first brush with the law or another car. She was prosecuted for hit-and-run in 2007 but the case was dismissed. She's also been convicted twice for DUI and served jail time.

Bach tells TMZ ... there's a simple explanation for the latest mishap. She says she was on her way home from the dog park when she dropped her cell phone and as she reached for it she sideswiped the parked car, but insists the damage was minor.

Bach says she drove up to her house and when she walked back down she couldn't find the car she hit ... so she went back home.

Justin Bieber slammed an ice-cold beer and in the process put the hottest celebrity nightclub in Hollywood -- co-owned by David Arquette -- in jeopardy.

Justin and Chris Brown partied at Bootsy Bellows in West Hollywood. The club is permitted to admit people under 21 because it serves food ... but it CANNOT serve booze to anyone under 21.

Well at least one minor got his hands on a Heineken, and that puts the clubs license on the line. The California Dept. of Alcoholic Beverage Control is aware of the incident and the club could be subject to a fine ... if they can prove Bieber was drinking.

But here's the problem. Law enforcement tells us ... they're now going to step up undercover operations to monitor what goes on inside Bootsy, even though the club has had a good record.

Who knew sizzurp caused fewer problems?

We reached out to the club for comment ... so far, no word back.

Scott Disick drank so much one night last month ... he made a beeline for the hospital because his system was poisoned with booze.

Sources connected with Scott and the Kardashians tell TMZ ... Scott went to a nightclub in The Hamptons on June 22. He began binge drinking. We got a pic of him with a beer in his hand but it seems he drank the harder stuff too. We're told he was drunk out of his mind.

We're told Scott told the friends who were with him ... he was so messed up he felt someone had drugged him. So Scott -- who could barely put a sentence together -- went to the ER at Southampton Hospital.

We're told Scott was admitted and tested for drugs but doctors concluded it was classic alcohol poisoning.

The incident occurred days AFTER Kourtney threw Scott out of their Hamptons rental. And the very day Scott went to the hospital ... Kourtney bailed and took the kids to California, where they celebrated North West's birthday.

Dude took down the Jager like a champ. He also brought it back up like one.

Charlie Sheen worked the Taco Bell drive-thru recently -- and by that we mean he worked the crowd trying to score some late night, post-boozing grub.

Charlie admitted he was "hammered" … which was nice of him, but really not necessary -- since it was blatantly obvious from his appearance alone!

Charlie Sheen videos don't get any more REAL than this -- it's Charlie totally blitzed in the middle of a late night Taco Bell run ... and he looks and sounds EXACTLY the way you'd think.

The clip starts with a totally disheveled Charlie stumbling over to a car at the drive-thru -- looks like the driver called him over -- and the Ma-Sheen quickly unloads this awesome line ... "Sorry, I'm so f****** hammered."

Honesty really is best.

But Richards isn't known for making the best life choices and loaded up the funnel when his co-star Mattie Breaux challenged him to go through with the brain cell-destroying stunt.

Lindsay Lohan and gravity went at it again in Italy Monday night ... and once again gravity prevailed.

Lindsay has been living in London where she'll be starring in a play. She was in Ischia, Italy Monday night at a film festival dinner when she took the tumble.

Lil Twist -- who was arrested for DUI, stumbled and swayed during the field sobriety test and admitted to smoking weed just before driving ... BEAT THE RAP because cops say he wasn't THAT stoned.

It's just plain weird. Twist was stopped a year ago for doing 69 MPH in a 30 and running a red light. Cops noticed a lit blunt in the center console and smelled the weed. They also noticed his eyes were bloodshot and his speech was "deliberate and lethargic."

Twist admitted he'd been smoking. He then failed the field sobriety test ... he couldn't touch his nose, couldn't walk a straight line, and swayed when he tried standing on 1 leg and his eyes were rolling.

Seems like case closed, right? It was, because the D.A. REJECTED the case. The reasons:

-- Cops waited an hour and 46 minutes before taking a blood sample. The amount of weed in his system was not high enough to indicate impairment.

-- His field sobriety results were only "moderately bad."

-- The senior criminologist couldn't argue on the stand he was impaired to drive.

So all Twist ended up with was 3 tickets -- speeding, failing to stop at a red light and possession of less than 1 oz. of weed.

We now know Paris' side and it's WAY different. There were only 5 or 6 people at the house when Jeremy and a few of his friends just walked in without invitation. They were unwelcome and Brandon Davis asked them to leave. Jeremy went ballistic, saying, "Don't you know who I am? I was on 'Baywatch' and 'Celebrity Rehab'."

Jeremy then grabbed one of the guys and started choking him out, almost with superhuman strength. Several people jumped him to subdue him, and Jasmine Waltz hit him over the head with a vodka bottle.

Jeremy left and he and his friends broke something off Paris' car. Barron Hilton was bleeding, got stitches and is still in the hospital.

There was an all-out bloody brawl in Malibu early Sunday morning at Paris Hilton's house ... leaving a former "Baywatch" star a bloody mess ... TMZ has learned.

Jeremy Jackson says Paris, Brandon Davis and others viciously attacked him at around 2 AM ... someone cracking a liquor bottle on his head. Jeremy says, "They were literally going Rodney King on my ass."

Law enforcement sources tell TMZ ... they got a call from 2 people, each claiming they were attacked by the other. Our sources say one of the 2 people was Paris Hilton's brother ... she has 2 and cops didn't know which. We do know Barron Hilton was at the party.

We're told when cops arrived at Paris' $65K a month rental ... no one wanted to press charges so no one was arrested.

Columbus Short knows his life won't get better unless he stops getting wasted -- so he's vowing to cut out binge drinking ... but he DENIES he's an alcoholic.

Short met Wednesday with Ed Butowsky -- a well-known Dallas money manager -- who tells us Short realized he needs help after several high profile arrests.

Butowsky tells us ... they discussed Short's drinking at length. Butowsky says the ex-"Scandal" star doesn't think he has an alcohol problem and refuses to join a program -- but he did admit to getting drunk more than he should and vowed to aggressively cut back.

We're also told ... Short now knows he needs to stay out of bars ... and cut out all of the people who are bad influences in his life.

Butowsky says he urged Short work with charities to "make his soul feel good." He's also having Short look at rental houses in the Dallas area ... to get out of L.A. for a while.

Comedian Donnell Rawlings was popped for drunk driving early Friday morning after cops caught him driving the wrong way down an NYC street.

Rawlings -- who has appeared on Comedy Central's "Chappelle's Show" and "The Wire" -- was in midtown just before 4 AM. when he was snagged.

He was taken into custody, booked and released.

Rawlings reportedly blew more than twice the legal limit.

If you're trying to remember who did a similar thing ... it was Nicole Richie, who was driving the wrong way on an L.A. freeway exit ramp. She was busted for driving under the influence of pot and Vicodin. Nicole -- who was 25 -- has since turned her life around in dramatic fashion.
