The video was shot during a party at Miley's L.A. area home 5 days after her 18th birthday.

According to a source connected with Miley ... the smoke filling the bong is a natural herb called salvia which has psychedelic qualities. Possession of salvia is legal in California.

Billy Ray hit his Twitter page to react to the video of Miley smoking what a source says is salvia.

Sources close to the reality star tell TMZ, as soon as Ronnie sits down at his VIP table at Jet nightclub in Vegas on Saturday ... he'll get 2 magnum bottles of GG ($950 each) and 5 magnum bottles of Dom Rose ($1,875 each).

That's a grand total of $11,275 -- but good news for Ronnie, it ain't gonna cost him a dollar ... we're told the nightclub is comping everything.

Ronnie will be joined by his on-again, off-again GF Sammi Sweetheart and his manager Matt Cohen, plus six of his best buds from NYC.

Jones -- wearing what appears to be a Super Bowl ring -- hit the Lavo nightclub in the Venetian Hotel last night and posed for a photo for our pals at SpyOnVegas.com.

It's all going down at a joint called King of Diamonds -- a 50,000 square foot mega strip club that's equipped with a shoe shine station, massage parlor, basketball court and "fine dining."

We're told Wayne and his posse already purchased dozens of bottles of PJ Rose Perrier-Jouët champagne at $700 a pop.

But sources inside the club tell us several fans have also purchased bottles for the rap star (bringing the total count to 48) -- and those people, along with anyone else who wants to gift Wayne some bubbly -- will be allowed to meet him at the party to let him know about the offering.

Wayne is expected to be joined at the club by Drake, Nicki Minaj and Baby-- and we're told the club has already stocked up on heavy security to make sure things don't get out of control.

Law enforcement sources tell TMZ ... cops received six noise complaints about a house party in West L.A. on Saturday night ... and when they arrived to the scene, they were greeted by Patrick Schwarzenegger.

We're told the officers -- which included members of an LAPD Vice Unit -- informed Patrick about the complaint -- and asked him and the other co-hosts to call it a night.

Sources tell us Schwarzenegger and his pals were very nice and complied -- but we're told the officers handed out multiple citations to minors who were in possession of alcohol.

We're told Patrick was not among those cited.

TMZ spies -- yes, paranoid people, they're out there -- have confirmed that a Mel Gibson strain is being sold at multiple dispensaries across the state ... despite the fact that Mel is obviously not involved, nor condones, anything to do with the sticky icky.

But here's the best part -- one dispensary employee tells us the Mel strain got it's name because, "Once you smoke it, it's supposed to make you go ballistic."

Wearing his sunglasses indoors, The King rolled into LIV nightclub with a few of his boys -- and ordered up three bottles of Wódka Vodka and two bottles of Dom Pérignon.

We're told LeBron "wasn't around any girls" -- but he did take over the DJ booth for more than an hour.

LeBron's table was two over from Jenny McCarthy -- who also tried her hand at the DJ thing -- but we're told the crowd was more into LeBron than her. Go Heat!
