During the call -- placed at 4:35 PM on Valentine's Day -- Paula cries and sobs hysterically and says, "I wanna go, and he won't let me!"

Seconds later Paula says, "Are you gonna drop me off 'cause I have emergency on the phone" -- and shortly after that she says, "He's dropping me off."

Officers got in touch with Paula about an hour later and she said it was just a verbal dispute.

We're told Paula and the guy were driving near Santa Barbara when the epic argument erupted. Cops went to her house that night and found she was fine. Paula did not want to file a police report.

A spokesperson for Abdul tells TMZ, "Arguments with loved ones are often times heated. After the call was made everything was worked out."

We're told Lohan is saying she's most upset that her dad, Michael Lohan, began taping the show without ever giving her a heads up.

Lohan is also adamant she will NEVER make an appearance on the show.

Lindsay also wants to know how much Michael is getting paid for the gig -- because she wants to make sure her dad kicks over some of the cash to Dina ... since "he should be paying his child support for Ali and Cody."

FYI -- "Celebrity Rehab" had been gunning for Lindsay to star on the show in the past ... but it never came to be.

In a federal lawsuit filed today, Lukasz "Dr. Luke" Gottwald says The Bellamy Brothers launched a "smear campaign" by claiming Brit's hit -- co-penned by Gottwald -- was just a knockoff of their 1979 song ... "If I Said You Had a Beautiful Body Would You Hold It Against Me?"

Gottwald also claims the Brothers' attack was "a publicity stunt aimed to increase their record sales ... and to combat their dwindling relevance." Ouch.

In addition to damages for defamation ... Gottwald wants a court order stating once and for all Britney's song has nothing to do with the BB's song.

The Bellamy Bros. rep didn't immediately return a call for comment.

Were you expecting Charlie Sheen?

After Sheen declared himself a "Vatican assassin warlock" during a radio interview last week ... an actual, practicing warlock from Salem's Coven of the Raven Moon in Salem, Massachusetts told us he's "fuming" over the statement because it's a "blatant offense against our ways."

The warlock -- named Christian Day (pictured above) -- tells us he plans to take action against the actor ... not legal action -- but magical action.

Day explains, "I am going to magically bind Mr. Sheen, not to harm him, but to simply prevent him from using this word in such a negative manner in the future."

Day continues, "If Mr. Sheen is open to it, our coven would be willing to perform a cleansing on both him, his home, and his career."

So far, no word if Charlie will accept the offer.

We're told Brooke claims she can prove she was shooting her reality show with Paris at her Los Feliz home in L.A. the entire day in question. Brooke says she was never near Charlie or his phone on that day -- February 19.

TMZ broke the story, the text in question reads in part, "I must execute mark b like the stoopid jew pig that he is."

Charlie denies sending the text. And Charlie claims both goddesses will testify they saw Brooke with his phone that day.

TMZ broke the story ... Brooke's lawyer got a temporary restraining order against Charlie, prohibiting him from going near her. The judge also ordered Charlie to surrender their twin boys -- Bob and Max -- to Brooke while the TRO remains in effect.

Police removed the twins from Charlie's house late Tuesday.

According to legal docs, Brooke also claims ... on February 23 Charlie threw a phone inside his house and then with a penknife in hand, threatened to stick it in Brooke's eye.

Today's hearing was held without notice to Charlie -- his lawyers were not present.

Brooke's lawyer confessed to the court ... Brooke is currently in a "day treatment" facility for substance abuse. She says she will see the kids for around 4 hours a day while the TRO is in effect and her mom will provide care for the rest of the day.

Sources tell TMZ Charlie's team is furious that the order was issued and plans to go to court tomorrow in an attempt to undo it.

Charlie tweeted Tuesday night, "My sons are fine ... My path is now clear ... Defeat is not an option!"

UPDATE: Charlie was just live on "Today" where he said he didn't say those words, adding "it's colorful ... that's a good one I guess. If you spend enough time around me you can formulate things and make it sound like it could have come from my mouth, but you can do that watching reruns."

TMZ broke the story, Brooke just got a temporary restraining order, prohibiting Charlie from having any contact with her and requiring him to stay 100 yards from her.

We've learned ... Brooke's lawyer submitted paperwork alleging several "specific, descriptive threats" made by Charlie.

Charlie's lawyers were not notified of the hearing, so they did not respond.

Jackson was in L.A. yesterday, where he told a photog, "Where were the black actors?"

He continued, "I guess they didn't think we were available to read teleprompters that night ... not a big deal, hopefully it'll get better ... it wont happen again."

Jackson added, "We work in town ... they know who we are, they know we're available to be on that show to represent the people of color who are in the business in town."

FYI -- the chick in the photo is one of Charlie's goddesses -- Bree Olson (aka Rachel Oberlin).

We're told the two were seen smiling and laughing together during the meal -- and one source inside the restaurant tells us Scarlett covered the bill.

Rumors of their "fling" have been swirling since January.

The former First Lady of the United States was leaving Spago with her Secret Service team yesterday when a paparazzo asked, "How do you think Obama's doing now?"

Reagan simply replied, "He's doing well."

Cops say ... Aguilera was a passenger in a car driven by Matthew Rutler when officers noticed he was driving erratically around 2:45 AM ... so they pulled the vehicle over.

Officers determined Rutler was drunk and arrested him for misdemeanor DUI.

Cops say the deputies determined Aguilera was also "extremely intoxicated" ... and since she was unable to care for herself, Aguilera was taken into custody.

Aguilera was booked for public intoxication -- and according to the booking sheet, she was listed at 5'2" and 100 lbs.

According to the L.A. County Sheriff's Department, Rutler's bail was set at $5,000.

However, the source adds, "If the driver had NOT been arrested for DUI, [Christina] would have never been in trouble."

Sheen tells us he wants the world to know what really happened behind-the-scenes of the show during his 8-year run ... the good times and the bad ... and he plans on naming names -- including co-stars.

We're told Sheen even has a title in mind -- "When the Laughter Stopped."

Sheen says even though he's still working on the book -- he's expecting a bidding war for the publishing rights ... starting around $10 mil.

Sources at the wedding tell TMZ ... Kayte and her pals did a little karaoke during the party, and Kayte sung "Hotel California" solo. We're told Kelsey and Kayte sang a song by The Killers, with Kelsey singing backup.

The DJ's set list included Lady Gaga's "Poker Face," Beyonce's "Single Ladies," Madonna's "Vogue" and "Brick House" by The Commodores.

As for the sappy emotional stuff, we're told Kelsey told the guests he was first drawn to Kayte's "long sexy neck" (is that a compliment?" and that Kayte asked God to give her a sign if Kelsey was the one ... and she passed by a coffee shop in London called Frasiers.

Earlier this week, Prince, Paris, and Blanket presented a check for $10K to the L.A. Housing Corporation -- a group that provides shelter for homeless families. Sources tell us Michael used to take his kids to volunteer with the group.

We're told the massive chunk o' change came from grandma Katherine Jackson's memorabilia biz.
