Crack-smoking enthusiast and Toronto mayor Rob Ford actually believes he stands a chance at re-election this fall -- in fact, he claims he's given up his partying ways ONCE AND FOR ALL ... to focus on politics.

Shortly before his train wreck "Jimmy Kimmel" interview Monday, Ford spoke to fans outside his Hollywood hotel -- saying his party days are done.

Bobby Brown is either totally in denial ... totally in the dark, or his daughter just hates him -- because he has no idea Bobbi Kristina is telling everyone she's married.

Papa Brown was leaving dinner last night when we asked him about BK tying the knot with Nick Gordon -- Bobby immediately laughed and said, "No, she didn't get married."

Interesting ... since BK and Nick showed off their rings back in January and announced they're hitched.

Watch Bobby though ... as the convo continues he seems less convinced he actually has a clue, saying ... "If she says she is. I don't know about it."

It's better than Bigfoot or the Loch Ness monster -- it's Justin Bieber holding one of his fabled STYROFOAM cups on his way into an ATL nightclub ... a clear sign of lean ... and it's all on video.

TMZ has obtained security footage at Tongue & Groove -- showing Bieber entering the club Monday evening holding a tall, white styrofoam cup ... the telltale container for lean ... aka sizzurp.

It's the first time Bieber's been seen holding one of these cups -- and our sources say he had the cojones to continue partying with it inside.

As we reported, Bieber's drug use -- specifically lean and weed -- has spiraled out of control in Atlanta ... in fact, one source said he was constantly high ... drinking more lean, smoking more weed than ever.

We're told the singer has ordered his goons to make sure NO ONE sees him carrying the white cup ... which has resulted in multiple fights with photogs.

The girl Jamie Lee Curtis saved from an overdose last week was lifeless and barely moving when the actress called 911 ... and the scary scene was all caught on video.

We broke the story ... Curtis called an ambulance while driving her friend to the hospital last Tuesday -- after the woman suffered a violent reaction to alcohol and Rx meds.

In the video, emergency workers pull her out of the car through the trunk ... and a worried Jamie watches on as they handle the situation.

Sure, George Lopez got bombed and wound up passed out on the floor of a casino -- cause, y'know ... not too many other options when you suck down several dozen shots.

Liquor. It's complicated.

Chris Kattan just pled not guilty to DUI ... and in an unusual move, the judge ordered him to attend AA meetings.

TMZ broke the story ... Chris crashed his Mercedes into a parked car on the freeway last month after allegedly admitting he had taken Rx drugs. Earlier that day he was totally out of it on an airplane.

Chris entered his not guilty plea Monday morning and the judge ordered him to attend 2 AA meetings per week -- as a condition to bail. It's odd ... because everything we've found about AA focuses on alcohol ... not prescription meds. And alcohol was not a factor in the accident.

It's also curious ... the judge didn't order Chris to abstain from meds or booze.

Chris Kattan is not on a prescription pill-induced downward spiral ... he's just got a bad back.

Kattan blew out of LA Friday before the Oscars hit town ... and chalked up his bizarre behavior on a plane -- and his subsequent DUI arrest last month -- to Rx meds after back surgery.

Kattan doesn't tell us when he underwent surgery ... but assures our photog he's doing just fine.

We also asked about DUI charges filed this week, but he's totally in the dark.

The Governors Ball better stock up on munchies ... because local weed delivery services are BLOWING UP with orders this weekend from celebs looking to get baked.

According to our ganja sources ... a ton of delivery pot shops had to hire more drivers for Sunday to keep up with the insane amount of orders being placed all weekend by celebs in town for the awards show.

One company told us portable vaporizers are huge with celebs this year ... and they've already sold around 40% more bud than usual. We're told the top selling strain is called Dream Queen.

George Lopez says revenge is a dish best served drunk ... or at least something like that.

Lopez took the stage at Caesars Windsor Friday night in Canada -- just one day after getting arrested for public intoxication at the same hotel -- and candidly spoke about his arrest.

The comedian opened the show saying, "I just did in Windsor, what Justin Bieber does in America" ... then told the audience he took 52 shots before passing out in the bar of the hotel the night before.

One thing George makes very clear throughout his gig ... the arrest didn't cramp his style.

2:55 PM PT -- George just gave us the greatest statement ever ... “Tied one on last night. Not feeling great this morning. I was trying to sleep it off, unfortunately, it was on the casino floor.”

George Lopez had one too many last night at a Canada casino -- law enforcement tells TMZ, the comedian was arrested for public intoxication after passing out on the casino floor.

Law enforcement sources tell us Caesars Windsor security alerted police to the Lopez situation -- presumably after they found him on the floor -- and officers subsequently arrested him
inside the casino bar at Caesars Windsor.

No charges are being filed against Lopez -- we're told he was pretty much dumped in a drunk tank to let him sober up.

Lopez had performed at the casino just prior to his arrest and is scheduled to perform again tonight.

Lopez has been released and we're told he will perform tonight.

Philip Seymour Hoffman was killed earlier this month by a deadly mixture of heroin, cocaine, and several other drugs -- this according to the NYC medical examiner.

The medical examiner just released the official cause of death -- listing "acute mixed drug intoxication" as the reason PSH passed away suddenly on February 2nd.

According to the medical examiner, the drugs in the actor's system at the time of his death were heroin, cocaine, benzodiazepines (anti-anxiety) and amphetamines (uppers like Adderall).

Mixing heroin and cocaine is often termed "speedballing." It's the same mixture that killed Chris Farley, River Phoenix, and John Belushi.

Chris Kattan was high on drugs when he crashed his Mercedes into a truck on the 101 Freeway earlier this month ... according to the LA. City Attorney, who just nailed the comedian with a DUI charge.

A rep for the City Attorney's office tells TMZ, prosecutors filed one count of Driving under the Influence of Drugs, which carries a maximum penalty of 6 months in jail and a $1,000 fine for a first offense.

As we reported, Chris' car was seen weaving on the freeway early on Feb. 10 ... before careening into a coned area and slamming into a parked Dept. of Transportation truck, destroying his car in the process.

According to sources, Kattan -- who was not injured -- appeared out of it and told cops he had taken Rx pills before the crash. He was arrested on the scene.

Kattan will be in court for arraignment March 3.

Forget the Oscar tribute to dead actors during the show ... a famous artist decided to pay homage (of sorts) to Philip Seymour Hoffman outside the auditorium by sculpting an Oscar strung out on smack.

The street artist -- who goes by Plastic Jesus -- has notoriously made a name for himself in L.A., and he's just found a way to tap into the heart of Hollywood.

P.J. says he wants to make a point that it's not just famous celebs who die of heroin ... drugs kill people in the show biz industry every week.

Jamie Lee Curtis frantically called 911 Tuesday night -- after her friend suffered what appeared to be some kind of overdose in the backseat of the actress' car ... TMZ has learned.

Law enforcement sources tell us ... paramedics responded at around 9pm in Venice, CA after receiving Curtis' phone call ... and found her friend passed out in the backseat.

According to sources, Curtis' friend had suffered a violent reaction after mixing alcohol with some kind of prescription Rx.

We're told Curtis initially tried to drive her friend to the hospital -- hence why the friend was in the backseat -- but she decided to call 911 instead when the situation took a turn for the worse.
