Kanye West and Chance the Rapper are dads about town in Chicago right now -- ready to turn up on a moment's notice ... with their two toddlers nearby to make it even sweeter.

Ye was back in Chicago this weekend, and on Saturday, he took his son, Saint, back to the famous Sugar Factory where he was also joined by Chance and his own daughter, Kensli. Looks like the party was well underway by the time Chano showed ... can ya tell?

In this clip, obtained by TMZ, you see Kanye dancing in his private booth with a decently sized audience around him, clapping to some music. Kanye stands up on the cushion, and then suddenly Chance emerges from the crowd with Kensli in his arms.

Seems Kanye really wanted his Chitown pal to join him onstage on-table ... before quickly realizing he might've been a little too close to the sparklers, and possibly off balance.

"Ray Donovan" actor Marion "Pooch" Hall put his kids in danger with some questionable behavior behind the wheel ... months before his shocking DUI arrest.

We did some digging and found a video Hall recorded and posted May 11 on Instagram. It shows him joking around with his boys in the backseat and recording them ... but he's doing it WHILE he's driving. The footage is even more unsettling on the heels of Hall's DUI.

TMZ broke the story ... Hall was busted Wednesday night in Burbank, CA when he had his 2-year-old son on his lap, and at the wheel, when he hit 2 parked cars. Cops say Hall's BAC was .25 ... more than 3 times the limit. Witnesses were horrified to see Pooch's child crying in the front seat while the child's car seat was laying uninstalled in the back seat.

In the IG video, you can see one of his kids standing in the back seat clearly not wearing a seat belt. His toddler son is at least in a car seat this time. Hall's older daughter is in the passenger seat. It only looks like she's in the driver's seat because the phone's selfie mode flips the image.

Former O-Town member Ashley Parker Angel says he suffered an injury that kept him from making big bucks on Broadway, so he's asking a judge for a break ... according to new legal docs.

Angel claims he severely hurt his back in May while working on the famed musical "Wicked," so he lost his role and was not earning his normal paycheck for nearly 2 months. He says his injury resulted in a financial loss of more than $26,000 ... so he can't afford his monthly child support payment of $1,836.

On top of that, Ashley says the custody situation with his 12-year-old son, Lyric, has changed. He says he now splits custody with Lyric's mom, Tiffany Lynn Rowe, 50/50 ... but is still paying custody like she has him 90 percent of the time.

Angel adds the nature of his acting work is very fickle and with all of his other expenses, he pretty much lives paycheck to paycheck ... especially since he's unemployed after losing his "Wicked" gig.

Rowe calls B.S. though -- according to the docs -- claiming Angel has other sources of income than the musical ... including from a supplement company he launched last year. She also accuses him of treating child support as optional, and says it's his own fault he doesn't save money for the downtimes in his employment.

Ben Affleck and Jennifer Garner have reached a custody agreement, but it is vague for an obvious reason ... Ben's issue with alcohol.

As we have already reported, the couple long ago agreed to joint custody of their 3 kids. There are 2 elements to the agreement -- legal and physical custody.

Legal custody is simple ... they will jointly agree on decisions that affect the kids, such as education and various activities.

As for physical custody, that's where it gets tricky. As we reported, the divorce was held up for a long time because Ben was on and off the bottle, and Jennifer didn't want to strike any custody arrangement until he was sober and stable.

We're told the physical custody agreement is vague ... it doesn't outline any specific division of time with the kids. But, we're told, at least at the beginning, Jen will get the lion's share of custodial time, and when Ben has the kids he will have a monitor to ensure he's sober and the kids are safe.

There's another factor -- their kids are older now -- 12, 9 and 6 -- and they may be conscious of Ben's problem with alcohol and how it's affected their family, and they will have a voice as well.

Cardi B had a little photo shoot for her baby girl, which gives us our first real glimpse of her ... albeit from long distance.

Cardi was looking comfy in a robe on a balcony in Miami, and got her daughter Kulture dressed up in a tutu to snap some adorable pics Wednesday.

The rapper had a helper to hold her baby girl for the shoot, but we're not quite sure who she is. It looks like Kulture's in good hands though.

As we reported, Cardi and Offset have been very private with their daughter, only giving us a tiny tease of what she looks like back in August. There was also an extreme closeup of Kulture's lips on Cardi's Instagram story.

Cardi B revealed 2 important things to our photog Saturday night in NYC after rocking the Global Citizen Festival. She was scared to appear on stage, and her nipples were duct-tape free.

Cardi performed in front of a massive crowd in Central Park ... her first U.S. performance since giving birth to her daughter, Kulture.

The reason, of course, for the duct-tape Q was a follow-up to her hysterical video in which she confessed she had to duct tape her breasts after giving birth.

Cardi also shared with us how she removes the duct-tape without injuring herself.

LeBron James Jr. LISTEN UP ... you're about to get some life advice from a former NBA All-Star who's been EXACTLY where you are, and knows exactly what you need to do.

The former hooper is Baron Davis, who attended the prestigious Crossroads school where James is currently enrolled ... and was a fantastic basketball player there back in the '90s.

We got Baron out in L.A. and asked him if he had any sage words for BJ that might help him navigate life at Crossroads, and he answered immediately.

"Get into the arts," Baron says. "Everything else, all that school's got to offer. You're going to be great at basketball, so just enjoy it."

When we asked if he should SPECIFICALLY take drama classes Baron said, "He should do all that."

It makes sense ... Baron rolled in the drama circles at Crossroads and made lifelong friends with Kate Hudson and Cash Warren, and started a production company with Cash later on.

Most kids are looking forward to a weekly allowance, but Amirah Johnson, who plays Xan on "Shameless," is getting close to some huge paydays ... 'cause her immediate future is filled with stacks of cash.

According to Amirah's minors contract -- obtained by TMZ -- the 11-year-old will earn $10,000 per episode in season 10 ... and she's guaranteed pay for at least 7 eps.

Do the math ... that's upwards of $70k for Season 10 alone!

Amirah joined Showtime's hit series in season 9 ... and, if her role continues past season 10, she gets 4 percent raises and guarantees of at least 7 episodes each season. If she's still on the show for season 16, Amirah will be raking in $12,653 per episode!

We're guessing there's a good chance Xan sticks in the storyline ... 'cause on paper, it looks like Showtime is investing in a fresh face as it navigates Emmy Rossum's impending departure.

Cardi B just took the stage for her first major performance in America since giving birth less than 3 months ago, and she may have been nervous and sweaty ... but she crushed it!

The "I Like It" rapper and new mom's one of the co-headliners at Saturday's Global Citizen Festival in Central Park. She came out looking fantastic in all red, but told the crowd she was having a nervous breakdown.

Seems like she was mostly joking, but either way ... she fought through her nerves like a pro.

Other featured artists include The Weeknd, Shawn Mendes, Janelle Monae, Janet Jackson and John Legend.

As we reported ... Cardi performed in Paris last week during the Etam Spring/Summer show as part of Paris Fashion Week, but this was her first big concert in the U.S. since she and Offset had their baby girl, Kulture, in July.

She's set to continue her comeback with her first awards show performance too ... on Oct. 9 at the 2018 AMAs. As we reported, she appeared at the VMAs, but it didn't include a performance.

Some fans have been giving the rapper grief for performing at the Global Citizen Fest since she backed out on Bruno Mars' tour due to being a new mother, but she's pointed out touring is a lot different than one-time shows.

Kim and Kanye were leaving the Electric Lady Studios Friday night, where Ye has been recording music. His new album drops Saturday, and he's already conceded he'll be #2, behind "Tha Carter V."

Kanye Tweeted Thursday, "we're releasing Yandhi Saturday Night, We know it will come in number 2 to my brother Lil Wayne and that's lovely, the universe needs Ye and Wayne music at the same time."

The 5-year-old daughter of Kim Kardashian and Kanye West made her modeling debut at the L.O.L. Surprise Fashion Show in Santa Monica.

She wore what looks like a "Thriller" getup as she walked the runway with purpose.

There were other celeb offspring as well ... Busy Philipps' daughter, Birdie, and Sara Foster's daughter, Valentina, were also front and center at the children's fashion event.
