After being photographed on a dinner date in Vegas earlier this month, the tatted up couple were spotted walking hand-in-hand in Texas this weekend.

We're told Phelps took a bunch of photos and signed autographs for fans ... in between gettin' real close and personal with Miss Cali.

The friend -- someone we know spoke to Rachel yesterday -- tells TMZ Rachel said ... "I feel horrible for him. He loved her. But he was in love with me. I hope he remembers that was real, and reaches out to me."

Rachel added, "I'd give up everything to be with him again."

The pair had dinner together at N9NE steakhouse in The Palms ... during a weekend where they were seen acting "very affectionate" toward each other at several Vegas hot spots.

Jesse looks pretty intense in this photo -- but then again, dude takes food pretty damn seriously.

Ochocinco has been dating Evelyn Lozada (of VH1's "Basketball Wives") for the past several months ... and he has made no secret of their relationship (just check his Twitter once in a while). Things are so serious between the two, we're told Chad will be popping up on her show next season.

But sources close to the couple tell TMZ ... VH1 is pissed at Ochocinco about the relationship -- since he's the star of a dating show that's currently airing on VH1! We're told the network doesn't like the "spoiler" that Ochocinco doesn't end up with anyone on the show.

Multiple sources pretty damn close to the couple tell us the two were seen getting all touchy-feely with each other at the Mandalay Bay hotel ... and had a romantic dinner at N9ne Steakhouse at The Palms.

But here's the rub -- if you know what we're sayin' -- they stayed at another very high end Vegas hotel.

Kat Von D's people are playing the "just friends" card -- but we're told "friends with benefits" is more like it.

His and her tats can't be far behind ... if they can find an open space.

The "other stuff" is Grammer's wife --Camille Donatacci Grammer-- who just filed for divorce from the actor last month after 13 years of marriage.

But today, Grammer -- who was super chatty with photogs -- said he's "very happy" with the situation and joked, "we wanna keep the baby."

As we first reported, Vienna and the new guy got an all-expenses-paid trip to Hawaii to help V forget Jake Whatshisname. Now we know who the new guy is. Drumroll please ...

The pair went to BOA earlier this week with a female friend -- our sources say John's the new guy, calling him "genuinely nice" and a little on the quiet side.

Bublé-- who's been engaged to his Argentinian girlfriend Luisana Loreley Lopilato de la Torre since November -- explained to a crowd in Canada last night, "The boy also wears the engagement ring (in Argentina). That's what she tells me anyway."

The "Frasier" star was getting cozy with the new blonde this weekend in Manhattan.

Sources close to Vienna tell TMZ, the former "Bachelor" winner and her new boy toy -- they wouldn't reveal his name -- are Hawaii-bound some time later this month ... and they're going for free.

It's all been paid for by some travel company called CheapOair -- that fronted the romantic 5-night Hawaiian getaway worth nearly $10,000.

According to reps for the company, the whole thing is a gift for V since she had to give her pricey engagement ring back to Jake.

Included in the 34-year-old "The Crow: Wicked Prayer" star's suckfest were some random chicks, her ex-fiance Michael Axtmann (lower left) and 80-year-old Apollo 11 moon walker Buzz Aldrin (center).

Our spies in North Carolina tell us Hough was in town for her birthday dinner at a Morton's steak house the other night with a bunch of friends ... and at one point during the meal, she was asked, "How did you and Ryan get together?"

Julianne responded, "He was after me since I was 18 ... he totally wasn't my type ... I thought he was gay."

But Hough continued, "After a few years, he was persistent ... so I went out with him on a date and I realized how much I liked him."

We're told Ryan and Julianne have been together for a couple of months.
