Rob Kardashian and Blac Chyna found a fringe benefit to getting engaged -- cheat day with the ice cream man!

Rob and Chyna turned their Range Rover around when they saw an ice cream truck parked on the side of the road. You'll recall they also made an In N' Out run last month to celebrate Rob's birthday.

As cheat days go, this ain't so bad -- they scored two bomb pops at about 40 calories each -- but still ... there's a pattern here.

Rob Kardashian blindsided his family ... not giving them a heads up or even a hint about his engagement.

Sources familiar with the situation tell us, Rob went to great lengths to keep Kim and company in the dark. We're told the proposal was "aggressively on the QT."

Our sources say Rob timed the proposal to go down when the family was away. The klan flew to Vail hours before he popped the question to Blac Chyna.

It's pretty much the last thing Iggy Azalea needs after the week she's had with fiancé Nick Young ... but the IRS says she's run up a huge tab with them, and it's time to pay up.

Uncle Sam just slapped the rapper with a huge tax lien -- $391,056.55 in unpaid income taxes from 2014. Remember, that was a huge year for Iggy, since her debut album "The New Classic" dropped ... and became a huge hit.

Great timing ... since she's not dealing with allegations her guy cheated or anything. Oh wait.

"Return to Amish" star Chapel Peace was peddling more than butter and blankets ... prosecutors say she was deep into meth.

The 33-year-old was one of 27 busted in Pennsylvania this week during a massive drug sting. According to the State Attorney General, detectives seized more than $90k of meth, $8,400 of heroin and more than $27k in cash.

Peace, who's been featured on the series, was charged with possession with intent to distribute and for having paraphernalia. Chapel was also reportedly arrested last year with heroin.

No word if this will affect Peace's gig on the TLC show.

Memphis Grizzlies superstar Zach Randolph has been accused of strangling a woman at an L.A. hotel ... though he is adamant her allegations are 100% false.

Madonna's people concocted a scheme to snag precious parking spots in front of her super expensive NYC apartment, and the authorities came down on them like a brick.

Madonna -- who lives in a $40 million Upper East Side townhouse -- apparently wanted to claim some prime parking spaces ... problem is, they were public spaces, not hers. So we're told her people peppered the area with "Tenant Parking Only" signs. She also had someone emboss a "NO PARKING" warning curbside in cement. For bad measure, they painted the curb yellow.

One neighbor who smelled a rat contacted the city's Dept. of Transportation. Someone from the agency paid a visit Wednesday and told Madonna's people the signage had to be removed ... stat.

BTW, the neighbor tells TMZ, when she questioned a man standing outside Madonna's pad next to 3 SUVs about putting these signs up, the man responded, "We know the right people."

Well apparently, so does the neighbor.

We reached out to Madonna's people ... so far no word back.

A Saudi prince is being sued for hundreds of thousands of dollars for throwing a wild party, allegedly fueled by coke and naked women.

Prince Aziz al Saud rented a house for $90k a month in the Hollywood Hills. He threw a bash in August where 800 of his closest friends attended.

The owner claims the party was a disaster. First of all, he says he only authorized the 29-year-old prince to have 150 guests. He claims in a lawsuit he was present at the bash and at 4:30 AM it was out of control ... guests snorting coke, smoking weed and "numerous strippers dancing naked on the kitchen's countertops."

The lawsuit claims the prince promised he'd pay for the damages, but that didn't happen.

The owner says the floors, furniture and walls were trashed and the repair bill came to more than $86k. He's suing for more than $300k because of lost rent.

9:14 AM PT -- Law enforcement sources tell us the police have reviewed the video and have launched a criminal investigation with Katt as the target. Katt, who is also on bail for multiple assault charges, is currently out on bail but one of the conditions is that he keeps his nose clean. The police are also reviewing the bail order to determine if he violated and whether bail should be revoked.

Katt Williams threw a punch at a kid, but when you watch the video it's clear the kid ends up kicking Katt's ass.

Katt throws the first punch but the victim -- who's reportedly in 7th grade -- takes matters into his own hands and puts Katt in a rear naked choke.

Katt was in Gainesville, an hour outside Atlanta handing out cash ... it's unclear how things went south.

An illusionist who was headlining at the Tropicana is now persona non grata at the Vegas hotel, after being arrested for allegedly perving out on hundreds of images of adults molesting toddlers.

Jan Rouven is behind bars, after being arrested for allegedly viewing and sharing videos of men molesting kids as young as 3 and 4.

Cops found 250 videos and pics on Rouven's computer.

The hotel is trying to distance itself from the illusionist, calling him "an outside contractor."

Madonna was ridiculously late for her concert in Brisbane, Australia Wednesday night ... so a bunch of fans were left stranded because they missed the last train of the night.

The show was set for 9 PM, but Madonna didn't take the stage until 11:22 PM. She's been habitually late and made a variety of excuses, but this one was bad. Fans booed her, demanded and got refunds, and Live Nation is throwing its hands up in the air, warning people her shows may be starting late.

She was flip about her tardiness, telling the crowd, "It's you people that get here early, that's the problem. Stay home, do your hair and makeup, have a tequila. Roll yourself a fat one."

The concert itself was shaky. Check out the video as Madonna stumbles around onstage as she sings, "Like a Virgin."

Sources close to Madonna tell us everything she does onstage is meticulously choreographed and rehearsed repeatedly -- any appearance of stumbling is all part of her act.

Jared Fogle has been sued by one of his child porn victims ... the first of what will probably be many similar lawsuits.

A girl identified as "Jane Doe" claims she was a repeated guest at the home of Russell Taylor, the man who shared child porn with Fogle. According to the suit, Taylor had installed multiple hidden cameras concealed in clock radios, positioned to capture minors changing their clothes and bathing.

"Jane Doe" says between March 2011 and January 2015, Taylor got nude video and pics of her and other minors. The lawsuit goes on, claiming Fogle solicited the videos from Taylor, who was more than accommodating.

The Branden Dawson domestic violence arrest involved a 2nd woman who showed up to the home where he lives with his girlfriend ... multiple law enforcement sources tell TMZ Sports.

We broke the story ... the Clippers player was arrested Sunday morning after the alleged incident.

Now, we're told the entire incident stemmed from a 2nd woman who arrived to Dawson's home in Playa Vista, CA -- and an argument ensued involving all 3 people.

One of the women claimed she was pushed -- though we're not sure if it's Dawson's GF or the other woman.

Lindsay Lohan's new boyfriend is so in with the fam, Dina Lohan is putting the word out ... she hopes he knocks up her daughter.

TMZ broke the story ... Lindsay's fallen for young Russian Egor Tarabasov ... a rich real estate developer who got to hang with the Lohan clan over the Christmas holiday. He and LiLo posed for pics with her bro, Dakota, and his gf ... and also with Michael Jr.

But it's Dina who's really smitten with Egor. Our Lohan sources tell us she's been telling friends she's anxious for grandkids and thinks Egor's a perfect candidate for fatherhood.

We're told the family's glad Lindsay's finally with someone reliable and not in show biz. If he gets into the baby making biz ... DiLo will have one less thing to bitch about.

Cesar Millan is adamant he saved Simon the bulldog's life -- even if it meant a little pig blood was spilled in the process.

Millan tells TMZ Simon hadn't shown any signs of aggression toward the pig prior to being taken off his leash ... so he thought it would be safe. However, Simon attacked, biting and ripping the pig's ear.

Millan says it's not the first time he's brought an aggressive dog face-to-face with an animal with which it had a rocky past. In fact, he says the strategy's been very successful and in the end ... worked for Simon too.

Cesar tells us he spoke with investigators Friday and is working to set up a time for them to view the pig.

Dr. Luke's legal war with Kesha is NOT going to cost him his job with Sony and, in fact, his relationship with execs there is "excellent" ... according to his team.

Dr. Luke's attorney tells TMZ there is no truth to a report that the record label was dumping him a year early, due to the negative publicity surrounding his battle with Kesha over sexual abuse allegations.

We're told, "Luke has an excellent relationship with Sony. His representatives are in regular contact with executives at the highest levels at Sony, and this has never come up."

We reached out to Sony ... which responded with a "no comment."

Chris Brown is striking back at a guy who got shot at one of his concerts, claiming it's not his problem.

Paul Briley says in a lawsuit he was shot a year ago during a Chris Brown concert in San Jose. He claims Brown is responsible because he attracts violence and should have maintained better security.

Briley points to the fact that there have been 2 shootings during Brown's performances where people have been seriously hurt. In the other incident at 1 OAK in WeHo, 2 people were shot, including Suge Knight.

Brown has now responded, saying it's the club's responsibility -- not his -- to protect patrons.

Chris also says it's unfair to say there have been 2 shootings at his concerts, saying the 1 OAK incident was not his concert ... he was just hosting.

Brown is asking the judge to toss the lawsuit.
