Beyonce doesn't believe children should just skate through life until they graduate college ... she's already taken steps to ensure her daughter becomes a mogul, at age 5.

Bey's company wants to launch a line of Blue Ivy Carter products ... from hair care to clothing, mobile devices to video games, and more. The company already filed legal docs to make it happen and, based on our research, it looks like the application will be approved very soon.

This is a case of, "If at first you don't succeed, try, try again." Beyonce's company filed a similar application in 2012, but she was shut down because someone already had a lock on the name, Blue Ivy.

Adding Carter should do the trick.

Stevie made quite the impassioned plea to the judge, saying -- "I accept full responsibility for not fully financially supporting my children when I was younger, but I've stepped up to the plate now and I fully support my children not only financially, but they are the closest individuals to me."

TMZ broke the story ... federal prosecutors wanted Stevie to do hard time after grossly falling behind on his payments.

Doesn't matter that he's a world-class swimmer ... Ryan Lochte says there's no way in hell he's allowing his fiancee to have a water birth when their kid is born.

Lochte and his fiancee, Kayla Rae Reid, announced their pregnancy back in December -- and Kayla says she seriously looked in to having a live water birth.

But Lochte says he shut that down real quick -- explaining he wants his son born in a hospital with the proper resources to help his family in case anything goes wrong during the birth.

Jason Hoppy screamed, "I will destroy you" at Bethenny Frankel outside their daughter's school ... prompting NYPD to bust him for harassing and stalking her.

Bethenny's ex allegedly went off on her earlier this month at 6-year-old Bryn's school in Manhattan. According to police, Bethenny reported the incident on January 17 ... and also told police Hoppy was bombarding her with hundreds of abusive emails, phone and FaceTime calls.

According to the complaint ... Hoppy approached Bethenny and her boyfriend that morning and said, "There's nothing you can do to stop me. You'll be sorry. You've been warned ... she's pure evil."

Cops arrested him Friday afternoon at his NYC apartment.

According to the NYPost, she said Hoppy has been on the warpath since November.

Robin Thicke is not allowed to go near his child or his ex-wife, Paula Patton ... this after a judge just temporarily yanked custody away from him, but now Robin's lawyer claims Paula is being investigated by the L.A. County Dept. of Children and Family Services for emotional abuse ... TMZ has learned.

Robin and Paula both rushed to an L.A. courtroom Thursday, each asking for complete temporary sole custody of 6-year-old Julian. The judge shut Robin down and issued a domestic violence restraining order Paula sought in which Robin must now stay clear of Julian, her and her mom until further notice.

Robin submitted a declaration from his lawyer, informing the judge they have been told by the DCFS lawyer that the agency will close the investigation into Robin because the allegations were "unfounded," and there is an open investigation into Paula for "emotional abuse."

TMZ broke the story ... DCFS opened an investigation after Julian told school officials earlier this year that his dad had been spanking him hard. According to Paula's legal docs, a school official claimed Julian had complained Robin was punching him ... something Robin has denied.

We've learned the "emotional abuse" allegation involves claims that Paula has intentionally tried to alienate Julian from Robin.

As for Paula's decision to go for a domestic violence restraining order, we're told the trigger was Robin going to Paula's house to pick up Julian for a scheduled visit, and when she wouldn't open the door he allegedly started banging on it ... something Robin denies.

Robin admits to light spanking, but only rarely.

There's no beef between Shaq and Metta World Peace over their basketball star kids ... matter of fact, Metta says he sometimes pulls for Shareef when he plays against his son.

TMZ Sports spoke to Metta about Ron Artest III's H.S. squad going up against Shareef O'Neal's this week ... and he says he's so close to Shareef, he's conflicted about who he wants to win.

FYI -- Shareef is one of the top-ranked juniors in the country ... and Ron III -- who just started ballin' 2 years ago -- is an up-and-coming prospect.

Joe Mixon is getting props from the father of a sick 5-year-old Oklahoma Sooners fan ... after the controversial football star made a secret visit to a children's hospital this week to hang out.

We're told Mixon got word that 5-year-old Cooper had been hospitalized with an infection -- the latest in a slew of serious medical issues he's been battling over the years.

TMZ Sports spoke with Cooper's father, John Slate, who tells us Mixon privately reached out and asked if he could come by the hospital to try to cheer everyone up. He got the green light and arrived around 9:30 PM on Monday. We're told Mixon asked to come late to minimize the chance of people recognizing him.

Slate tells us Mixon spent about an hour hanging out with Cooper and his family. He took pictures and signed autographs and has been checking up on Cooper via text messages since the visit.

Barron Trump is back in school -- this time as a member of the First Family -- and no one in NYC really noticed.

The 10-year-old was taken to his private school Thursday morning in an SUV, accompanied by a second SUV. There was no motorcade, which leads us to believe Melania did not accompany him which she frequently did before the inauguration.

There were no traffic tie-ups as Barron made his way uptown. Secret Service did not stop traffic along the route.

There was a lot of concern by New Yorkers Barron's trek back and forth would create unbearable gridlock. So far, so good.

Drew Carey's son is the mystery kid from the Trump protest who claimed he started a bonfire and yelled, "Screw our president" ... TMZ has learned.

News footage of the boy went viral after the inauguration eve protest in Washington D.C. -- and we've confirmed it was 11-year-old Connor behind one of the night's most memorable moments.

A source close to Drew tells us Connor got caught up in the emotions of the crowd around him, and he was in hot water afterward. We're told Drew and Connor's mom were upset about how he expressed himself to the reporter, and talked to him about his language.

The source says Connor "regretted his choice of words" after the chat with his folks.

Our own photog ran into Drew that night at the rally, and it was clear he had no idea Connor was in the heat of the action.

9:10 AM PT -- Madonna denies the AP report she's about to adopt. She says she's only in Malawi to check on a children's hospital and do work with her charity ... according to US Weekly.

Madonna wants a clean half dozen ... she's set to adopt 2 more kids from the same African nation where she got David and Mercy.

Madonna has filed docs in Malawi for the adoptions. She appeared in court there on Wednesday ... according to the AP.

The 58-year-old adopted David from there in 2008, and Mercy a year later. She also founded her own charity, Raising Malawi, in 2006. No word on when the new adoptions will take place or if Madge has actually met the new additions to her brood.

The Centers for Disease Control is negotiating a near-million dollar deal with The Jim Henson Company to produce a cartoon featuring Sid the Science Kid ... warning preschoolers about Zika.

The CDC has filed legal docs stating its intention to make a deal with the famous Muppet company to produce an educational cartoon that dishes mosquito bite prevention methods to kids and their families.

According to the docs -- obtained by TMZ -- the CDC makes it clear ... they want Sid to front the episode across PBS platforms.

There's a tiny road bump. Protocol requires the CDC to send the contract out for bidding, but realistically there's only one company that can fit the bill, because JHC owns Sid.

It's also apparent the CDC has pretty much negotiated the deal, because it states a very specific price for the episode -- $806,000.
