Birdman's on a mission to throw one of the most insane 45th birthday parties known to mankind -- a "Half a Milly" bash -- filled with endless champagne, naked models, the entire Young Money crew ... and his $7 MILLION car collection.

The party's set to go down in New Orleans Saturday night -- in the middle of NBA All-Star Weekend. Birdman rented out a private venue ... which he's renamed "Birdman's New Era Voodoo Lounge."

In addition to 30 body-painted naked models, 700 clothed models will be on hand -- lubricated by 150 cases of GT vodka, $100,000 of Belaire Rosé, and 20 cases of some anti-hangover cocktail.

Birdman's shipping in his $7 million car collection from Miami ... including his red Bugatti, white Bugatti, 2 Maybachs, and 3 tour buses.

The guest list is sick -- party host JJ Jones tells us, James Harden, Paul George, Blake Griffin, Shaq, and Kenny Smith are coming ... as well as Young Money rappers Lil Wayne, Drake, Nicki Minaj, and more.

If that's not cool enough -- the original Cash Money crew's expected to get together for the first time in nearly a decade ... including Mystikal, Turk, Juvenile, and Mannie Fresh.

Irish eyes are NOT smiling on Garth Brooks ... or any of his low friends who think they can urinate and vomit wherever they want ... according to some Dublin residents who are trying to put the kibosh on Brooks' sold-out concerts.

Brooks is scheduled to play Dublin's Croke Park stadium in July. About 400,000 people are expected to attend the 5 shows -- which sold out in 2 hours.

But people living near the stadium want the shows cancelled ... complaining on Facebook that every time there's a big event, they get a "mass influx of country folk that piss and vomit all over." They say they also have to put up with noise, traffic, litter and other bad behavior.

One homeowner says, "residents are driven mad by people pissing everywhere, on front doors, cars, walls of homes etc."

They don't seem pissed at Brooks -- who recently said Ireland is his favorite place to sing -- but at the company that runs the stadium. Residents say they were promised no more than 3 concerts at Croke Park each year -- and 9 events are already planned for 2014.

The homeowners are considering legal action ... but say if they can't stop the concerts, they'll demand the city or the stadium put up "portaloos" in their neighborhood.

Justin Bieber is a fickle kind of guy ... we've learned he's now looking at homes in the Atlanta area because it puts him smack in the middle of a hip hop mecca.

Bieber's been in Atlanta since last week -- where he's been partying shirtless with Diddy -- and sources close to the singer tell us, he's fallen in love with the city all over again.

Bieber lived in Atlanta briefly when he first moved to the United States years ago -- after Scooter Braun signed him -- and his most recent trip has stirred up very fond memories.

In addition to Diddy, Bieber's been hanging with southern staples T.I. and Rick Ross -- and we're told he's already asked them about where to buy the nicest real estate in the city.

Added bonus -- Atlanta isn't the paparazzi hive that L.A. is ... and Bieber has been enjoying the extra privacy ... for now. (Of course, paps tend to go where the money is -- and Bieber's a walking bank.)

It also makes sense because we're told Bieber is transitioning into hip hop -- he's Bizzle now.

This does NOT mean Bieber is abandoning L.A. As we first reported, he's been looking at 20 acre estates in Hidden Valley ... around 20 miles from his current home in Calabasas.

GIRL POWER has just taken on a whole new meaning -- former Scary Spice Mel B stripped down to a bikini this weekend in Australia with a bunch of her lady friends ... and things got real frisky, real fast.

Of course, Olympic Village has a reputation for being a "debaucherous" sex party ... and the app only makes it that much easier to find an athlete to bone.

It's the first glimmer of pre-meltdown Lindsay Lohan we've seen in a long time -- she took the stage last night at some financier's NYC birthday to perform a classic Stevie Nicks song ... and she hit it out of the park.

TMZ broke the story ... Soulja got busted a couple weeks ago for having a loaded gun in his car.

You'd think that would scare him straight -- but last week, Soulja Instagrammed photos of himself sitting beside a GIANT bottle of Actavis brand cough syrup ... the same high end brand Bieber chugs.

Also notice ... the bottle of Sprite, a very common sizzurp mixer. And the double Icee cups.

As we reported, a large bottle of Actavis runs about $800 on the street -- sans prescription.

Khloe Kardashian and Game are really great friends ... which totally explains why her ass had a great time twerking all over his junk in a nightclub.

Turns out, Eric Davis can probably answer that question ... 'cause the former MLB superstar (who was BFFs with Darryl) tells TMZ Sports the Warlock was a member of his party crew back in the day.

Sheen is a die-hard Reds fan ... and Davis says Charlie used to hang out and practice with the squad during his run with Cincinnati.

Khloe Kardashian gave Game an assful last night in Hollywood ... twerking hard on the rapper in the middle of a packed nightclub.

Khloe put on a clinic in Tru Nightclub with moves that screamed, "I'm single and ready to mingle" ... with Game's crotch.

While we've seen Game and Khloe kick it in clubs before ... we've NEVER seen them on the dance floor like this. They always deny they're together -- but there's no denying their genitals were together last night.

Khloe and Game had a chaperone -- Kris Jenner was also in the club -- but clearly they couldn't care less.

Dennis Rodman has plunged back into the world of booze just days after his exit from rehab.

Sources at the E11even club in South Beach tell TMZ ... Rodman was there Friday ... downing kamikaze shots. We're told he arrived alone at around 10:30 PM and left at 2 AM so wasted he had to be helped out by strangers and poured in a cab.

The NYPost's Page Six broke the story ... quoting someone present saying, "Every time he would take one [a kamikaze shot] he would scream 'It's kamikaze time!'"

Rodman went into rehab after hobnobbing it with North Korean monster Kim Jong-un and subsequently drunkenly explaining his actions.

Michael Sam is one HELLUVA dancer -- in fact, the NFL prospect showed off his moves at a gay club in Missouri shot months ago and he didn't care who was watching ... now TMZ Sports has the footage.

Sam hit up the SoCo nightclub in Columbia, MO back in October -- just a few months after he came out to his teammates -- and let loose! So even though Sam made his public declaration Sunday, the reality is he's been out for a while.

In the footage, Sam (sans shirt) is gettin' down to Michael Jackson's "Rock With You" ... grinding all over a bunch of women, who seemed to be enjoying themselves.

Problem is ... shirts are required at the club -- and sources tell us at one point, security approached Sam and asked him to cover up.

He laughed at first ... but eventually complied.
