Howard Mann -- the guy who had been partnering with Katherine on numerous MJ ventures including her book "Never Can Say Goodbye" -- is now the target of a cease and desist letter ... obtained by TMZ.

The executors -- who until now have tolerated Mann's business ventures with Katherine -- have been pushed over the line and are demanding that Mann stop using MJ's image on banners to promote tonight's "Unveiling of the Jackson Secret Vault Lithographic Collection" in Beverly Hills.

In fact, Katherine herself is scheduled to make an appearance at the event ... and even sign autographs.

The cease and desist letter -- which is often the prelude to a lawsuit -- is hugely significant because it marks the first time executors, along with estate lawyer Howard Weitzman, have gone after anyone directly associated with Katherine Jackson.

As we have been reporting, Katherine's unauthorized business ventures have irritated the executors who are trying to clear up Michael Jackson's debt and turn the estate into a profitable asset for the benefit of Michael's children.

Sources close to LiLo tell us her security detail was supposed to work from 6:00 AM until about 7:00 PM. But we're told they weren't punching in until about 4:00 PM ... and Lindsay was getting upset.

We're told Lindsay also felt she was being treated a tad bit unfairly because nobody else at the clinic had to pay for hired muscle.

But the two sides recently came to an agreement we're told -- and Lindsay no longer has to pony up for the extra protection.

The two international pop stars sat down for breakfast yesterday in Philadelphia .... hours before they were scheduled to perform at the Q102 Jingle Ball.

According to the good folks at IHOP ... Biebs, 16, and Gomez, 18, HELD HANDS inside the restaurant ... and looked "cuddly" while sitting on the same side of a booth.

But get this -- we're told "hundreds" of callers were also interested in "re-activating" accounts that had been placed on hold due to the uncertainty of Stern's return.

Sources connected with the church tell us ... Gibson was "extremely concerned about the invasion of privacy." One source adds, "He is not just concerned that photos of his daughter were taken at the church, he is concerned for the privacy of his parishioners."

Members of the Holy Family Chapel in Agoura, CA received an email notice from church honchos yesterday which read, "There will be no Masses here at Holy Family Chapel until further notice."

Traci Billingsley, Chief Public Information Officer for the Bureau of Prisons, tells TMZ, "Wesley Snipes has self surrendered to the minimum security Federal Prison Camp at the Federal Correctional Institution McKean, in Bradford, Pennsylvania."

Another spokesperson for the B.O.P., Ed Ross, confirms, "Wesley Snipes has arrived and is at the prison facility in PA."

The wrinkled twosome went in for a pricking yesterday at Dr. Michael Persky's medical office in the L.A. area -- with a camera crew in tow, naturally.

The rep tells TMZ the pictures -- which show Aguilera wearing nothing but pasties and a few strands of fabric -- were "taken in the privacy of Ms. Aguilera's home and were used only in a personal exchange between the star and her stylist."

The rep continues, "We find the actions of the hackers and the press who purchased and/or obtained these photos to be irresponsible and actionable."

It's unclear why Meyer quit the Florida gig -- but his most famous alum, Tim Tebow, is now coachless over in Denver.

In a Barbara Walters interview airing Thursday, Oprah says that despite rarely being seen in public together, Stedman is still "the love ... the lover ... the man ... the partner ... the mate" of her life.

Favre could get word any day now about potential punishment for allegedly sending Jenn Sterger photos of his penis while he was with the New York Jets ... and she was working as the team's stadium host.

Sterger's manager, Phil Reese, believes she "provided extensive evidence that irrefutably proves there was harassment" -- and adds, "No matter what happens Jenn has all legal remedies, including going public ... if the NFL doesn't clear her name."

Reese thinks an NFL reprimand of the Vikings QB would go a long way toward changing public opinion of Sterger.

TMZ has learned ... pharmaceutical mogul Stewart Rahr donated roughly $500,000 earlier today to the Digital Death campaign ... which benefits the Keep a Child Alive organization.

The official, aka legal, release date is next Tuesday -- December 14.
