Drake was performing in Houston over the weekend when he was joined on stage by Wiz ... who is never weed-shy.

Drake -- who confessed he's never lit up during a performance -- said "f*** it", grabbed the joint and puffed away.

Richard Dreyfuss' Wife Arrested for DUI And Hit & Run

Richard Dreyfuss' wife is allegedly following in his footsteps -- and not the Oscar winning ones -- TMZ has learned she got busted for drunk driving and hit-and-run.

Law enforcement sources tell us Svetlana Dreyfuss was arrested June 2 in Encinitas, CA after allegedly smashing her car into a wood fence, severing a high pressure water line, and then driving away from the scene. San Diego Co. Sheriff deputies caught up with her 2 miles away.

Svetlana tells us she believes she passed field sobriety tests -- however we're told she was booked for DUI as well as hit-and-run after the accident ... and the case has already been sent to the D.A.'s office.

Svetlana insists she only had one glass of wine before getting behind the wheel.

Richard has been sober since 1982 and often speaks to recovery groups. He's said he made the decision to get sober after blacking out while driving and wrapping his car around a tree.

Justin Bieber Finally Cops Plea in DUI ... Hang-Up Over Drug PSA

Justin Bieber will plea bargain his Miami DUI case ... and we know the sticking point was an anti-drug public service announcement the judge wanted Bieber to make.

Bieber has been charged with DUI, resisting arrest and driving without a valid license. You'll recall cops claimed they caught him drag racing drunk in Miami Beach last January, but it turns out he was neither drag racing nor drunk. He did test positive for marijuana.

Sources familiar with the situation tell TMZ ... Bieber will plead guilty to reckless driving and the other charges will be dismissed. He'll pay a fine and attend anger management classes. He will NOT be placed on probation. We're told the deal will be entered in court the week after next.

There are 2 reasons the settlement took so long. First ... the judge wanted Biebs to produce, star in and pay for an anti-drug PSA. We're told both Bieber's lawyer and the prosecutor resisted because they felt it was inappropriate. We're told the judge eventually backed down.

The second reason for the delay ... prosecutors wanted Bieber to attend a drug/alcohol ed course, but Bieber's team did not feel their client had a substance abuse problem and taking courses is admission he has issues. In the end, prosecutors settled on an anger management course.

The biggest deal for Bieber ... he will not be placed on probation, meaning he will not risk falling into the Lindsay Lohan abyss every time he violates a law.

We're told Khalil -- who was also busted during the traffic stop for DUI -- will cop the same plea, except he won't have to attend classes.

Once Bieber and Khalil complete the requirements of the settlement, the reckless driving conviction will be wiped from their record.

Britney and Christina Names Immortalized In Cocaine Bust

Christina Aguilera and Britney Spears have expanded their brand ... they're now code for powdered and crack cocaine.

New York law enforcement conducted a 10-month investigation into a massive drug ring. Authorities wiretapped a number of phones to bust the traffickers. They figured out from the recordings ... the dealers were using pop code. They referred to crack cocaine as Britney and powdered cocaine as Christina Aguilera (for some reason the dealers used Christina's last name).

The investigation paid off ... New York Attorney General Eric Schneiderman charged 25 people with 340 counts of drug trafficking.

Tracy Morgan Trucker I Was Not Drunk or High I'm a Scapegoat!

The trucker who caused the fatal car crash that left Tracy Morgan in critical condition says he was not high on drugs or drunk when he slammed into the SUV ... and believes he's being skewered because a celeb was hurt in the accident.

A twitter account which appears to be Walmart trucker Kevin Roper was very active early Tuesday morning ... with a remorseful Roper saying, "I wish it was me and I can't express how horrible I feel."

Roper also denies reports he hadn't slept for 24 hours, claiming the bad press is all about finding a scapegoat, as he says, "because a famous person was involved." He wrote, "I was never charged at the scene of the accident because once again i was not guilty of any crime. Not until all the TV cameras came."

Roper seems to say he was not negligent and therefore not responsible for the crash, suggesting he was not at fault.

Roper concluded his tweets, writing, "So yes i am now most likely f****d because i had an unfortunate ACCIDENT with the wrong car that night."

Lisa Robin Kelly Rehab Center Killed My Wife ... Claims Husband

"That 70s Show" star Lisa Robin Kelly was killed by lousy treatment and an incompetent staff at the rehab center where she was found dead ... according to a wrongful death lawsuit filed by the late actress' husband.

Robert Gilliam is suing Pax House in Altadena, CA claiming Kelly's "treatment and care were improperly administered" ... and that she was neglected for "an unreasonable amount of time" by workers who weren't fit for the job.

TMZ broke the story ... Kelly died Aug. 15, three days after she was admitted to Pax House. The coroner ruled it an accidental death from multiple drug intoxication -- but never identified which specific drugs were in her system.

Gilliam claims in court docs -- obtained by TMZ -- Kelly was last seen alive by Pax workers sometime during the night of Aug. 14 ... and it wasn't until several hours later that she was discovered dead in her room.

He says his wife's death has caused him loss of love, affection, comfort ... and financial support.

A wobbly Jessica Simpson hit up Warwick nightclub in Hollywood Sunday night, but from the looks of it ... she did plenty of partying beforehand -- and even had to make a 911 call for fast food to soak up the booze.

Simpson was accompanied by Eric Johnson and it's a good thing he was there ... because somebody had to make sure she didn't fall flat on her face!

Mrs. Weight Watchers -- who did look AMAZING -- had a hard time making her way in and out and definitely seemed to have a hard time answering fairly simple questions. Best part of the video ... the driver making a Jack in the Box run for Jessica WHILE she was in the club!

Cheech and Chong 'Free Weed' For Audience Members At Spike Awards Show

Cheech and Chong doled out a bunch of "free weed" at the Spike TV's Guys Choice Awards show Saturday night ... but they're not going to jail for it -- 'cause the buds were fake.

The famous marijuana-enthusiasts took to the stage to present an award ... and during the speech gave audience members an impromptu examination for medical marijuana prescriptions.

According to C&C, the audience passed ... so the duo instructed everyone to reach under their seats for some sticky green stuff -- and surprisingly, there were actual bags of fake pot taped to the bottom.

We're guessing some hopeful stoner went home and smoked it anyway.

Chris Brown Partying And Playing with Fire

Chris Brown celebrated his release from jail Thursday night with a big bash in Bev Hills ... and while Chris swears he's done with intoxicants ... it's clear some of his guests were wasted.

Brown arrived with Karrueche Tran ... who blindfolded him before bringing him inside. When Chris stepped inside, you can hear the crowd go crazy as Chris' song "Loyal" blasts in the background.

George Jung I Wrote a 'Blow' Sequel in Jail

Prepare for more tales of cocaine pure as the driven snow -- George Jung penned a sequel to "Blow" during his almost 20-year prison stint ... and his people say Hollywood's already knocking.

The classic film starring Johnny Depp was inspired by Bruce Porter's 1993 book about Jung's life ... but we're told that was only a fraction of Boston George's cocaine adventures.

A rep for Jung says his new book, entitled "Heavy" ... will detail more of George's drug smuggling missions in the 80s and feature some of the same "Blow" characters.

Not surprisingly, we're told a movie production company's already interested in the book ... which comes out next month.

FUN FACT: Jung co-wrote the book with T. Rafael Cimino ... whose uncle Michael Cimino directed "Deer Hunter." Nice pedigree.

George Jung Patching Up Relationship With Estranged Daughter

George Jung's tragic relationship with his daughter was the emotional core of the Johnny Depp movie "Blow" -- and TMZ has learned he's already reconnected with her since getting out of prison.

In the film, the infamous drug smuggler never sees his daughter Kristina Jung while in prison -- outside of that heartbreaking ending scene -- but Jung's rep tells us he and Kristina started to reconcile in the past couple of years.

We're told Kristina visited her father a few times in prison -- and they spoke on the phone Monday, shortly after he was released.

Jung's rep adds father and daughter have already made plans to see each other in the near future.

So far ... this is a much happier ending than the movie version of Jung's life.

Mischa Barton Thin to Win With Casino Entourage

Mischa Barton bucked the trend -- her entourage caused zero problems in an Atlantic City nightclub ... because TMZ has learned she rolled completely solo to host the event.

Barton was the celeb guest host for Pool After Dark last Saturday night at Harrah's Resort. A rep for the club tells us hosts usually have entourages 5-15 people deep, but the former "O.C." star thinned her crew down to a party of one.

Sounds like Mischa could've used a wingman -- we're told she stayed at the club until 3:00 AM, talked to no one, ordered a bottle of champagne and a bottle of tequila, and did shots ... by herself.

Barton did a court-ordered rehab stint in 2007 following a DUI, but has never claimed to be sober.

A source close to Barton tells us ... Mischa decided to attend last minute and opted to roll solo rather than miss the payday for hosting.

GWAR Frontman Died of Heroin Overdose

Dave Brockie -- lead singer and founding member of legendary metal band GWAR -- died of a heroin overdose ... and officials tell TMZ it was accidental.

Brockie -- a.k.a Oderus Urungus -- was found dead sitting in a chair at home back in March.

A rep for the Virginia medical examiner's office tell us the official cause of death is acute heroin toxicity ... and the death is being ruled an accident.

Brockie is not the first GWAR member to meet an early demise -- back in 2011 guitarist Cory Smoot died on the band's tour bus from a blood clot in his heart.

Dina Lohan Ripped in DWI Case ... You're This Close to Being a Killer

Dina Lohan was sentenced today on Long Island in her DWI case, but the judge delivered his harshest words to Dina after the fact ... saying she was lucky she didn't kill anyone.

Lohan pled guilty to DWI and speeding ... and was ordered to complete 100 hours of community service and had her license revoked for a year. Once she can drive, she'll have an interlock device installed on her car for another year.

But after Judge Engel handed down the sentence, he had rough words for Dina, saying, "The only person responsible for this ordeal is Miss Lohan. She is just lucky nobody was killed. She may not be as lucky next time"

Upon hearing that, Dina replied, "There will not be a next time."

That should be the Lohan family motto.

Chris Brown I'm NEVER, EVER Going Back to Jail

Chris Brown is freshly freed and vowing to clean up his life so he never gets thrown behind bars again.

Sources close to Chris tell TMZ ... the singer is making a Lindsay-type pledge -- to stay away from drugs and bad people, especially those connected to gangs.

Chris seems to be blaming part of his problems -- which landed him in jail for 108 days -- on the people with whom he was hanging. But he's also acknowledging his problems with violence were largely his doing. Doctors believe his erratic behavior was largely the result of bipolarity. He's now on meds and doctors say he's now stabilized.

Brown says his singular focus now is music and he has privately told his label he will not screw up again.
