Chris Brown's Panty-Dropping Fan ... Thong Was NOT Used
We now know why Chris Brown kept the silky panties some chick handed him while performing on stage Saturday -- the chick is SUPER HOT, and her panties came unused ... but sweaty.
TMZ has learned the undies tosser is 21-year-old Carol Quiroz -- and she tells us she's such a HUGE CB fan ... she had to make her presence known at the Anaheim show Saturday night.
Carol says her plan was simple ... "I wrote my name, number and Instagram on the thong in permanent marker. I got his attention and handed it to him."
Groupie 101.
Carol also cleared up the most important detail -- the panties were NOT used, but she admits she was holding on to them in her bra. "I definitely had boob sweat on the panties."
For the record ... Carol says Chris hasn't contacted her. Yet.

Now, we're no weed experts ... (ok, some of us are) ... but it seems like Bieber's next move was probably a munchie run.
... not that there's anything wrong with that.

Dolce & Gabbana They'll Look FABULOUS In Prison!
Prison just got classier -- and gaudier -- because both Dolce AND Gabbana are headed for the big house.
An Italian court sentenced Domenico Dolce and Stefano Gabbana to 1 year and 8 months in prison for illegally dodging taxes.
They were also ordered to pay $665,000 in fines -- about the cost of 4 pair of D & G sunglasses.
They were accused of creating a phony company in Germany in 2004 and 2005 where they transferred control of D & G to avoid paying taxes.
They're both appealing the conviction so they're free to continue making really bad, overpriced schmatas.

Men's Wearhouse Guy George Zimmer FIRED!!!!!!
9:49 AM PT -- Yep, it's nasty.
Zimmer just fired back at MW through a statement released to CNBC ... saying, "Over the past several months I have expressed my concerns to the Board about the direction the company is currently heading."
"Instead of fostering the kind of dialogue in the Boardroom that has in part contributed to our success, the Board has inappropriately chosen to silence my concerns through termination as an executive officer."
Men's Wearhouse did not like the way George Zimmer looked as executive chairman ... 'cause the suit chain just FIRED his ass!!!!
FYI -- the famously-bearded Zimmer didn't just FOUND the company in 1973, he also served as the spokesperson and is known for his slogan -- "You're going to like the way you look, I guarantee it."
The company announced the termination in a blunt statement ... and explained, "The board expects to discuss with Mr. Zimmer the extent, if any, and terms of his ongoing relationship with the company."
Sounds like a pretty nasty breakup.
In the meantime, here's a commercial to remember him by ...

'Pants on the Ground' Guy NJ Saggy Pants Ban ... IS GENIUS
Two important things -- 1) "Pants on the Ground" auteur General Larry Platt is STILL ALIVE!!! ... and 2) He absolutely loves the new saggy pants ban in New Jersey.
As we reported, the Jersey Shore town of Wildwood has passed a law banning saggy pants from its boardwalk, and it's scheduled to go into effect next month.
But unlike a bunch of famous rappers, legendary "American Idol" anti-sag crusader Platt tells TMZ, "I am happy about the law and would like to see the law passed worldwide."
The 65-year-old General says he's actually talking to politicians in his hometown of Atlanta about getting the same law passed there.
Platt -- who says he'd consider a post with Wildwood PD just to enforce the ban -- adds, "Saggy pants are a disgrace to the community. When you wear your pants on the ground, you look like a fool, and it pulls down people, churches, schools, education and jobs."
Take us home, Larry!

Kobe Bryant Auction Who Wants My Tacky Diamond Ring!?
It's the stuff that caused a war between Kobe Bryant and his parents -- a collection of the NBA star's tacky jewelry, shoes and jerseys -- and now it's officially up for auction.
A diamond-encrusted NBA Championship ring complete with the words "Bling Bling" engraved on the side ... prototypes of Kobe's shoes ... Bryant's high school jersey -- it's all up for sale.
As we previously reported, Kobe sued his mom to prevent her from selling the memorabilia ... claiming she had no ownership rights to the merchandise.
But Pamela Bryant -- along with her husband Jellybean -- fought back ... claiming Kobe had gifted the stuff to them over the years and they had every right to sell it.
Last week, the two sides hammered out a settlement agreement ... in which Kobe allowed his folks to sell off 10% of what they had originally tried to auction ... and the items are pretty interesting.
As part of the settlement, half the proceeds from 4 key items -- including Kobe's palladium 2000 All-Star ring -- will go to support one of his favorite causes: the social action campaign around the anti-bullying documentary "Bully."

Joanna Krupa Look At My Massive ... Diamond Ring
What's more distracting than Joanna Krupa's giant boobs spilling out of a skin-tight gold dress? Her humungous DIAMOND ring ... a ring SO BIG it blinded half a city block (maybe) ... and we got it up close.
Our photog spotted the "Real Housewives of Miami" star Saturday night in L.A. and asked to see the massive rock on her finger, considering JK tied the knot Thursday with Romain Zago ... in a wedding that reportedly cost $1 MILLION.
You may have seen pics, but nothing can prepare you for how HUGE the radiant-cut yellow diamond is up close ... seriously, you have to see it. Even Jennifer Aniston would be jealous.
As for how many carats? We'll let Joanna's new hubby answer that ...

The Game NJ Saggy Pants Ban Is RACIST!!!
A new law banning saggy pants on the Jersey Shore has pissed off a bunch of famous rappers -- including The Game, who tells TMZ, the anti-sag movement is racist ... and tantamount to SLAVERY.
In case you didn't know, the city of Wildwood, NJ just passed a law that prohibits anyone on its boardwalk from wearing pants that sag 3 inches below the hips, exposing skin or underwear. First time offenders are subject to fines ranging from $25-$100 ... and after that, the fines go up to $200.
40 hours of community service is also a possible punishment.
Now, several rappers are speaking out against the law -- Game tells us, "N***** should sag down to their socks out there. They trying to get people to not sag, please. Can’t tell people how to wear their f***ing clothes. What time are we in? This ain't the f***ing slave days. F*** that."
He adds, "I am with the sagging movement. First five people to get fines, I will pay their tickets ... I will go there and sag cause I am a sagging Sagittarius."
Bizzy Bone from Bone Thugs-n-Harmony tells us, "Are they talking about black people? How can they do that? This is racist and ridiculous."
And for the white guy's perspective ... Mac Miller says, "I just think that's ridiculous because no one has time to do that much community service. I sag and will sag anywhere I go."
The law's scheduled to go into effect next month. You're welcome, Larry Platt.

Joan Jett I Love Rock & Roll I Hate Hot Topic
UPDATE 1:55 PM PT -- Hot Topic just sent us a statement, saying they hold several trademarks for use of the Blackheart brand ... some going back a decade ... adding that Jett's record company never had a problem before.
"Hot Topic, Inc. takes the rights of artists very seriously, and has in fact compensated Ms. Jett over the many years in keeping with mutually agreed-upon license agreements ... this lawsuit is a surprise to us, and we are confident in our rights to use the Blackheart brand name."
Joan Jett's got her panties in a twist over a brand new line of lingerie -- owned by Hot Topic -- claiming the risque undie line completely ripped off her "Blackheart" trademark ... as well as her style ... and now her record label's out for payback.
Blackheart Records has filed a lawsuit against HT, claiming the rock-n-roll retailer jacked the "Blackheart" trademark for its new Blackheart lingerie line ... which advertises itself as "lingerie for girls who rock and roll."
Jett's record label insists Blackheart lingerie is blatant trademark infringement -- because Jett popularized the term "Blackheart" with her band Joan Jett & the Blackhearts ... and personally made the rock-and-roll chick thing mainstream.
Blackheart records is now suing for trademark infringement and more, demanding unspecified damages ... as well as an injunction blocking any further sale of the lingerie.
Calls to Hot Topic weren't returned.

Prince Jackson Life Goes On
Prince Jackson clearly knows how to compartmentalize his life ... because he hit the town Tuesday night in low fashion, attending the premiere of True Blood, Season 6.
The 16-year-old and his GF, Remi Alfalah, were flanked by 3 bodyguards as they left the ArcLight in Hollywood.
People inside the screening tell us ... they were "touchy-feely" and seemed happy. Almost everyone was dressed up -- except Prince, which either makes him a slouch or a baller.
Prince seemed annoyed when photogs asked him about his sister, Paris ... specifically how he felt about the possibility that Debbie Rowe could become her guardian.
