TMZ obtained these pics from sources connected with the L.A. County Dept. of Children and Family Services ... and they purportedly show 4-year-old Bob Sheen before and after a visit with Brooke Mueller ... we've learned Charlie Sheen believes it's proof she's NOT a fit parent.

DCFS sources tell TMZ, Denise Richards -- who has temporary guardianship of twins Bob and Max -- included the before/after shots in her letter to DCFS, claiming a photo was taken just before Bob was dropped off at Brooke's place on July 26 ... and the other taken after leaving Brooke's care.

Denise didn't say what the red mark was, but we're told Charlie believes it was a burn.

It appears Brooke told DCFS Bob's face was already red when Denise dropped him off.

As we reported, according to our DCFS sources ... Denise recently wrote the letter to DCFS in order to say she could no longer care for Charlie and Brooke's twins because they have become out of control and violent, hurting her animals and her daughters.

Denise Richards has informed the L.A. County Dept. of Children and Family Services she will NO LONGER care for the twins of Charlie Sheen and Brooke Mueller ... TMZ has learned.

Sources connected with DCFS tell TMZ ... Denise wrote a letter to the agency, saying the kids are violent and out of control, and she says it's ALL Brooke's fault.

DCFS sources say the letter details horrifying conduct. Denise says Bob and Max often go into a "zombie-like state" -- they repeatedly kick her dogs in the head and squeeze their heads with both hands while watching the dogs whimper in pain. She also says the kids will flip from sweetly petting the dog to strangling the animals and lifting them off the ground by the neck.

According to the letter, Denise would tell the kids they were hurting the dogs, and Bob and Max would reply that they wanted to hurt and kill the dogs.

According to the letter, the violence is not limited to animals. Denise says her daughters -- Sam, Lola and Eloise -- have been targets of the boys. She says her daughters have been strangled, kicked in the head and stomach, scratched, bit, slapped, punched in the face and head, and spit on by Bob and Max. Denise describes one incident which she seems to blame on Brooke -- after visiting Mueller, Bob threw a toy at Sam's face and she had to go to the doctor.

Denise says Bob and Max went to school in September and they have been problematic from the get-go. She says Bob in particular has harmed other kids and punched and slapped teachers in the face.

Denise says the kids have also thrown their own feces into the bathroom of one of her daughters.

In the letter, Denise connects the bad conduct to the time the kids spend at Brooke's home, claiming they act out violently when they are returned to Denise. She also says the kids have had horrible nightmares after returning from Brooke's home, where the kids would stay up with her til 4 AM.

Charlie Sheen is killing Brooke Mueller with kindness -- at least he really, really wants to -- because he just wished his ex-wife a happy birthday with a special piece of cake (topped with a grenade).

FYI, it's not actually Brooke's birthday (that's in August) but it didn't stop Charlie from writing this message on Twitter, "Happy Bday Brooke. When you're done sucking off the parking lot at Home Depot, why don't ya 'blow' out this candle?"

Brooke Mueller is on the attack ... gunning for Charlie Sheen, who called her a whore, drug addict and terrible parent on TMZ -- and if she gets her way Charlie could end up in jail.

We just received a subpoena from Brooke's lawyers, ordering us to preserve the video and audio interviews we did with Charlie last Friday. Where to begin. Charlie said Brooke has damaged their twins emotionally, to the point they're on the verge of getting kicked out of school. He says every time the kids visit with Brooke, they come home completely freaked out and suffer from night terrors.

Our sources say Brooke's lawyers will go to court with our video and audio and argue Charlie has violated the gag order and should be punished -- possibly with jail -- and have his visitation curtailed.

Charlie told us the L.A. County Dept. of Children and Family Services cares more about protecting and rehabilitating Brooke than protecting the twins. He also calls the judge in the case "The Dishonorable Judge Douchebag." Charlie also called him fat.

The subpoena orders us to hand over the video and audio interviews we did with Charlie. What ... they don't watch TMZ Live?

Brooke Mueller just got rejected in court -- a judge has refused to issue a restraining order against Charlie Sheen for allegedly threatening her life last week.

Brooke filed the request for a temporary restraining order against Sheen following his anti-Brooke tirade last week (below), when he told "TMZ Live" Brooke is an evil whore who's putting their twins' lives in danger. He said he would be gunning for full custody come hell or high water.

In her petition, Brooke quotes Charlie saying, "[T]here will be a reckoning. There will be a whirlwind. That they will all reap while desperate begging for my forgiveness. You've all been warned."

And, "I will exercise every resource at my disposal. I will, I will, I will, I will empty my entire war chest and if I can't get it done, I know a guy who can."

For her part, Brooke insists she's maintaining her sobriety and Charlie is on a mission to sabotage her. Brooke says she's even scared Charlie will plant drugs on her.

But the judge wasn't buying her case ... he flat out denied her emergency request for a restraining order ... at least for now.

The judge set a hearing for next month for Brooke to make her case again in person.

Charlie Sheen may be in a bitter battle with Brooke Mueller and the LA County Department of Children and Family Services ... but that didn't stop him from throwing a bad ass back-to-work party!

Charlie invited all his "Anger Management" co-workers over to his pad to let loose before they start shooting again this week. The show had been on hiatus.

Charlie hired "The Taste" Season 1 winner Chef K. to handle the menu, as well as a masseuse -- who handled 'Anger' co-star Noureen DeWulf. The party was organized by David Pressman events.

No strippers were present -- but Sheen did have a plane fly over his house with the phrase "KLAY-VINN! 55 HERE WE COME!"

We're told they just hit the 55th episode of 'AM' -- and the "Klay-Vinn" thing is an inside joke among the cast and crew.

Charlie Sheen is scoffing at Brooke Mueller's team, which is trying to nail him for talking about Brooke on TMZ, saying, "If this is what they want, bring it 'cause I'll burn the house down."

Charlie is reacting to our story, in which we reported Brooke's team will ask a judge to sanction him for allegedly violating the gag orders in the custody and guardianship cases. Charlie called Brooke an evil whore -- among many other things -- who has done great damage to their twins.

Charlie is especially angry Brooke is getting her first overnight visit with the twins since she went to rehab. He tells TMZ Live his security guards will stand outside her house tonight and barge in if there's a sign of trouble.

Charlie tells TMZ, "Really, they're going to jail me for telling the truth"

And get this ... Charlie says, "If I actually go to jail for talking, I'll do interviews in jail," adding, "The only person more idiotic than Brooke in this case is the judge. The Dishonorable Judge Douchebag."

But wait ... there's more. Charlie says, "He [the judge] wants to put me in jail for trying to save my boys? Go for it, fatty. I'll eat his lunch from jail." And one more thing about the obviously large judge, "One meal he could afford to miss."

Charlie Sheen says his ex-wife Brooke Mueller is a dangerous, EVIL whore who's putting their twin boys in SERIOUS DANGER ... and now, Charlie says he's on a mission to stop her before it's too late.

Sheen just called TMZ and told us ... his 4-and-a-half year old twin boys Bob and Max have already suffered physical and emotional damage from the time they've spent in Brooke's care. In fact, he says they're very close to getting kicked out of school.

Charlie says the boys are deathly afraid of Brooke's house -- which is covered in pet lizards, various insects and other critters -- and they suffer night terrors after spending time at the home.

Charlie also says Bob suffered a bad rash on his face after recently spending time with Brooke -- a rash that "looked like somebody burned him."

Charlie says he's complained to L.A. Child Services -- but they refuse to help. Instead, Charlie claims, Brooke is getting MORE custody ... and he doesn't understand why.

Sheen ripped Child Services on a Twitter rant last night -- calling them "doosh bags" who have done nothing to protect his children. He also called Brooke an "evil and pathetic über loser" and a "whore."

Sheen says Brooke is supposed to get her first unsupervised overnight visit with the twins tonight -- and Charlie says he's very afraid of what could happen.

Charlie says he's not sure if Brooke is back on drugs, but he is sure about one thing -- "She's as awful a parent and a person as you can possibly draw up."

Justin Bieber is kicking himself right now ... because ex-girlfriend Selena Gomez and her perfect 21-year-old ass just hit Miami Beach in this bikini.

Justin Bieber ventured deep into the Guatemalan jungle to help a group of poor villagers construct a badly needed schoolhouse this weekend ... and TMZ has the pics.

After Justin performed in Guatemala City on Saturday, he joined up with Pencils of Promise -- an organization dedicated to building schools for communities in need.

JB was choppered into a remote area outside the city on Sunday ... where a makeshift construction crew was already busy putting up walls for the new school.

In a video posted on his blog, Bieber says the town was overrun with poverty -- "I'm not talking about poor, I'm talking about 10 people living in a little shack."

Inspired, Justin ditched his shirt and went to work -- grabbing a wheelbarrow and helping to build a wall for the school.

He also took off his shoes and gave them to one of the local children.

Afterward, Bieber says it was, "one of the most amazing powerful experiences of my life."

Bieber says the experience helped him grow as a person -- saying, "I feel like they helped me as much as I helped them."

This is unbelievable ... Gloria Estefan's Miami Beach mansion is so ridiculously big ... it costs $30,000 just to rent her GUEST HOUSE.

Gloria put the lavish 4,500 sq. ft. Star Island "guest house" up for rent recently ... but if you look at the photos, it's really more of a guest palace: 3 bedrooms, 3 bathrooms, private entrance, and its own spa/jacuzzi.

And yes ... a guest house that size means Gloria's main residence is muy grande.

The 7-bedroom, 6-bath ... 9,854 sq. ft. castle is right next door to the guest quarters. Feast your eyes.

Gloria Estefan's Miami restaurant was a dangerous accident just waiting to happen ... so says a woman who's suing "Bongos Cuban Cafe" claiming she was disfigured at the eatery ... TMZ has learned.

The woman's claims are serious -- bodily injury, pain, physical handicap, disfigurement, mental pain and suffering, loss of income, and loss of the capacity to enjoy life.

Sounds like a horrifying accident, right? According to the lawsuit, the woman, Gerri Ann Yanks was hurt "after slipping and falling on a slippery substance."

Yanks says the restaurant should have known about the slippery stuff ... especially since she warned the staff about it before she fell.

Her exact injuries aren't specified in the lawsuit -- so we don't know what part of her was actually (allegedly) disfigured -- but she's suing the restaurant and Estefan Enterprises, Inc. for more than $15,000.

We now know why Madonna broke up with her 26-year-old ex-boyfriend Jesus Luz ... the guy kisses ... like a St. Bernard.

The photo was taken today in Italy. We don't know who the unlucky girl is, but we're really hoping she brought a towel ... and some industrial strength disinfectant.

FYI, Madge and Jesus first got together in 2008 when Jesus was just 21 (and Madonna was 50) and split in 2010. They probably had some other problems too.

Don't count on seeing a new "Basketball Wives" reunion show any time soon ... the Season 5 reunion special has been canceled because Evelyn Lozada pulled out.

The show was supposed to tape earlier this month -- but sources close to production tell us, Evelyn bailed, forcing producers to pull the plug on the entire thing. We're told the taping will not be rescheduled.

According to sources, Evelyn jumped ship because she's sick and tired of talking about her split from ex-husband Chad Johnson. We're told she knew the break-up would be the biggest topic on the reunion show, so she refused to participate.

Apparently, the other 'Wives' (specifically Tami, Tasha, and Suzie) have zilch to talk about -- we're told producers felt the girls didn't have enough material for the hour-long episode sans Ev.

Sources tell us, Evelyn has grown tired of the cattiness on 'BW' and wants to move on with her life.

This hot piece of model ass belongs to Nikki Ferrell ... one of the chicks gunning to bang new "Bachelor" Juan Pablo Galavis ... and from the looks of things, she's a frontrunner.

Nikki (according to various reports) is a 26-year-old model from Kansas City ... who was spotted with the former pro soccer player in Miami this weekend.

Galavis appeared on "The Bachelorette" last season, but didn't crack the final 5.

UFC heavyweight champion Cain Velasquez didn't let a busted face stop him from celebrating his victory last night -- the guy partied hard, bandages and all.

Cain and his crew hit up a club called The Mark in Houston, TX following Cain's epic win over top contender Junior Dos Santos at UFC 166 -- and despite the injuries, Cain kept a smile on his face.

In case you missed it, it was an awesome match. Velasquez eventually won out with a brutal TKO in the 5th round, but not without taking some damage himself.
