O's half-sis Patricia -- who just met Winfrey for the first time back in November -- lives in this 1,070 sq. foot house in Milwaukee ... that includes 4 bedrooms and only 1 bathroom.

According to Zillow.com -- the estimated value of the house is somewhere around $55,500 ... which Oprah could probably find in her couch cushions.

TMZ spoke with several neighbors who all tell the same miserable tale ... everyday is like living next to a horribly obnoxious amusement park.

In fact, TMZ obtained an

that one neighbor recorded during an especially awful screaming session at Octo's pad.

One person told us, "We continuously hear kids screaming and crying and fighting."

Another neighbor told us they're constantly being woken up at 6AM by the sounds of screaming children ... when Octo lets the kids go outside to "play" with no regard for the noise.

As for the cops, we're told the constant police presence is becoming a nuisance ... in fact, neighborhood locals -- even children -- are often subjected to ID checks simply to gain access to streets around Octo's home.

But perhaps the most significant complaint -- neighbors have been informed by real estate agents that living near Octo could LOWER the value of their homes ... because they would have to disclose the fact that she lives close by.

Zee Prince tells us the MASSIVE estate was originally built by Howard Hughes in the '50s and Elvis lived in the pad for roughly 4 years while he was filming movies in L.A.

According to Prince, the home is roughly 8,000 square feet .... with 26 total rooms.

So why are Zsa Zsa and Prince moving?? PFVA says the couple decided that maintaining the property has become, "too much of a headache" because of their age and ongoing health problems ... and figured it's finally time to move on.

Plus, Prince tells us, he's "sick and f**king tired of paying $30,000 a month ... because we only use two rooms in the house."

But one of Alejandra's kids is getting a reprieve from Katherine. We're told 20-year-old Genevieve will be staying with Katherine and Michael's kids in a temporary home during the remodel, and she will be the lone child of Alejandra who will be welcomed back to Hayvenhurst.

We're told Alejandra just left with some of her kids to Japan.

Fleiss tells TMZ the fire caused more than $60,000 worth of damage -- she lost the entire guest house (where she keeps her birds), almost all her clothes, and her Tempur-Pedic mattress was ruined.

The former madame says her 20 birds are all safe and she has to make sure she boards off the bird room so that no toxic vapors harm her fine feathered friends.
