Moments ago, an L.A. County Superior Court judge ruled David Cocordan is not allowed to go within 100 yards of Lohan. Lindsay was not present during the hearing -- she was at her Venice apartment ... still serving her house arrest sentence.

As we first reported, Lohan claims David has been stalking her for years ... and recently sent her sexually explicit text messages, including one which read, "F**king n sucking wit u kkk i need it more thn."

TMZ has obtained a demand letter, written by Kim's lawyer, threatening "In Touch" that if it ran the cheating story Kim would take legal action. The letter put "In Touch" on notice ... the cheating allegations "are, at a minimum, damaging, defamatory, and an invasion of her privacy."

Kim's reps tell TMZ ... Kim has never even met or spoken with Lockett.

Nevertheless, "In Touch" is publishing the story in its new issue. In the story, Lockett is quoted, saying, "I knew this was a game to her, and this is what she does." Lockett adds, "She pursued me."

TMZ spoke with a rep from Animal Control in Austin, TX -- who confirms cops were dispatched to the scene after Jesse's dog -- not Cinnabun -- went after a corgi named Buckley and chomped down on his neck.

We're told the person walking Buckley freaked out -- and began punching the pit bull in the face because it wouldn't let go of the corgi.

Eventually, cops arrived to the scene and freed Buckley -- who was rushed to a nearby vet for emergency care. Buckley had to be sedated and stitched up -- and doctors inserted a drainage tube into his neck to prevent infection.

Sources tell TMZ ... Weston was at The Farmer's Kitchen in Hollywood at around 4:00 today, when his trainer told him he couldn't eat something on the menu. For some reason, we're told Weston went off and started pushing the trainer in a violent way, at one point trying to roundhouse the trainer.

The trainer took Weston down, and someone else tried calming Nic's son down, to no avail. Weston got up and continued freaking out.

Officer Andrew Johnson and Allred held a news conference today and filed a complaint, alleging the Department was guilty of discrimination based on sexual orientation when it refused to allow Johnson to march in uniform, on grounds it would be a "discredit" to the Department.

Lisa Weiss called in to TMZ Live today -- claiming she hasn't been able to leave her Las Vegas house in days ... "I feel guilty being a part of it ... It's messing up my life ... I'm humiliated."

Weiss says she still has a lot of respect for Weiner, and doesn't think the scandal should put his job in jeopardy -- but did admit feeling sorry for Weiner's wife.

What's fuzzy about the whole thing ... is why Weiss released all of her steamy, sexual exchanges with Weiner to a reporter. She insists she didn't release the info to hurt the Congressman, claiming she didn't know it would be that big a deal. Yeah, right.

Khloe was wearing a black shirt with see-thru material around the sleeves and part of her chest area -- and during the interview, her boob slipped into the see-thru section for all to see.

Nobody on the set seemed to notice -- but tons of viewers did ... and they bombarded Khloe's Twitter account with messages about the nip slip.

Gloria Allred is repping the California officer, who made a written request to march in uniform with other gay law enforcement officers and citizens. Allred says the Department responded IN WRITING that the march would be a "discredit" to the cop shop. Yes, in writing -- stuuuuupid.

Allred will hold a news conference Tuesday at 11 AM PDT in her L.A. office and the cop will appear.

We're told the cop will announce he's filing an employment discrimination complaint against the department based on sexual orientation ... though Allred won't reveal which department she's targeting until she takes the mic.

Weiner addressed the media in Manhattan this afternoon to take responsibility for the picture -- telling reporters, "The picture was of me, and I sent it" ... and he planned to send it to another woman.

The congressman says he will not resign from office because of the scandal -- and plans to return to his work following the conference.

As for his explanation, Weiner says he accidentally posted the pic to his Twitter account last month -- panicked when he realized what he did ... and falsely claimed he had been hacked.

"At the end of the day ... I lied because I was embarrassed."

Weiner adds, "I take full responsibility for my actions ... I have made terrible mistakes. I have not been honest with myself, my family , and my constituents."

According to Weiner, he engaged in several "inappropriate conversations" online -- and exchanged sexually explicit photos with "at least six women."

Weiner adds, "I have never met with these women, nor have had physical relationships at any time."

Weiner says he and his wife don't have plans to split over the controversy.

This pic -- obtained by BigGovernment.com -- was allegedly sent on May 20 of this year to a woman from Weiner's Yahoo email address.

According to BigGov, Weiner apparently used the account to store many other personal photos of himself -- thus suggesting the shirtless photo is him.

Weinergate exploded last month after a Twitter pic was leaked, showing a man with a bulge in his underwear. Weiner has hedged, saying he can't say for sure it's him, but claims he never sent the pic to anyone and his account was hacked.

The L.A. County District Attorney is accusing Dykstra of committing 23 felonies and 2 misdemeanors. As TMZ first reported the alleged crimes include auto theft, identity theft, filing false financial statements ... and possession of controlled substances.

The D.A. says police found coke, Ecstasy, as well as Somatropin -- a synthetic human growth hormone -- in the former major leaguer's home while executing a search warrant on April 14.

Law enforcement sources tell us it was a small amount of coke and Ecstasy for "personal use" ... not distribution.

Dykstra's accountant and a friend were also charged -- and all three are scheduled to be arraigned later today. The D.A. will ask that bail be set at $500,000 for each party.

If found guilty of all charges ... Dykstra faces up to 12 years in state prison.

The jacket -- which MJ personally autographed to his former costume designers -- is expected to fetch between $200k and $400k ... though we wouldn't be shocked if it soared past half a mil.

The jacket is one of several MJ items featured in the Julien's Auction event on June 25 and 26. Among the more interesting pieces -- the wig Michael wore at his "This Is It" news conference in London and a glove he wore at the American Music Awards.

The wig is expected to haul in between $4,000 and $6,000 -- and the glove is valued between $20k and $30k.

As Reese accepted the "Generation Award," she told the crowd, "I just wanna say to all the girls out there, it's cool to be bad, I get it ... but it's also possible to make it in Hollywood without a reality show."

She added, "When I came up in this business, if you made a sex tape, you were embarrassed and you hid it under your bed and if you took naked pictures of yourself on your cell phone, you hide your face."

Sources close to Mildred Baena tell TMZ, she pulled her 14-year-old son out of school last month -- soon after the story broke that Arnold was his real father.

According to sources, photographers had started to camp outside the Bakersfield middle school where Arnold's son was a student -- and Mildred decided to yank him out ... to protect him from the media.

His graduation ceremony took place Friday morning -- and his name was even on the program -- but we're told he wasn't present ... because the family didn't want him parading around in public.
