Usher helped make Justin Bieber a superstar, but it's gonna be way harder to get his former protege back on the straight and narrow -- since Justin's yet to suffer any consequences for his actions.

Unless, of course ... chilling on a tropical beach with a hot chick is a consequence.

Lil Za and Justin Bieber are still roomies --- TMZ has learned Za is NOT moving out ... and is NOT being forced out of Bieber's Calabasas home ... despite his arrest for drug possession.

There was speculation Bieber ordered Za to pack his bags and move out ... after Za was spotted at a hotel near JB's house immediately after the arrest.

But sources close to Za tell us he was only visiting his mom, who flew in from Texas following his drug bust -- and chose to crash at a hotel instead of Beiber's pad.

Za's girlfriend -- Atifa Barwany -- also came out from Texas. She's the chick who's been tooling around Bieber's house on Segways with Za.

Former MMA champ Tito Ortiz has been charged with two counts of DUI ... after crashing his Porsche into a concrete median back in January, TMZ Sports has learned.

The 38-year-old fighter was arrested on January 6th ... when cops say he blew a .12 on the breathalyzer, following the 4am crash on an L.A. freeway.

As we previously reported, Ortiz had been partying at the Playboy Mansion in the hours before the incident.

If convicted, Ortiz faces up to 6 months in jail and a $1,000 fine -- but since it's his first offense, he probably won't do any time. Instead, he'll likely only be sentenced to probation and will be required to complete an alcohol education course.

Justin Bieber will never get a sweet deal with Proactiv again if he keeps screwing up ... but even if Justin turns into a choir boy, he's gotta 86 those pimples.

It's hard to miss the zits on Bieber's face in the now famous mug ... pretty ironic, considering Bieber was a spokesperson for Proactiv in 2012.

Proactiv co-creator Dr. Kathy Fields tells us, she's seen the mugshot and it's clear Justin's stress is causing him to break out ... so they're gonna send him some Proactiv+ and X-Out to help get him back on track.

As for him getting a full-on spokesman deal again ... Fields says they look for people who are in "the right state to help others and right now Justin needs to get himself healthy."

Usher has high-tailed it down to Panama to talk some sense into Justin Bieber ... TMZ has learned.

Justin and his mentor posed for pics with a woman who appears to be a Panamanian Belieber (they really are everywhere).

Sources tell us Usher flew to Panama for a serious come-to-jesus with JB on the heels of his arrest in Miami.

We're told Justin's manager Scooter Braun, and Justin's childhood friend Ryan Butler, are also there for the sit-down. Scooter got roped in for a pic with a Belieber at the resort where they're all staying.

We haven't heard this word used, but this meeting has all the earmarks of an intervention.

Worth noting ... even the fan who posted the Usher pic acknowledges the kid's hit rough times, describing him as the youth idol who some love and many others hate.

Justin Bieber's been well-stocked on weed for a year -- and there's picture proof.

TMZ has obtained multiple photos of Justin's kitchen taken at the beginning of 2013 ... when Bieber was 18.

The photos show an elaborate weed set-up -- including a bong, a substantial amount of weed, and other paraphernalia.

TMZ published photos of Bieber holding a blunt in January 2013 ... the first pics ever of the singer toking what appeared to be weed.

The kitchen seems to be drug central ... Bieber's pal Khalil recently posted the pic of himself in the singer's kitchen, holding a styrofoam cup -- a marker of lean ... the drug we know Bieber's been seriously abusing for at least a year.

What do you get when you mix the most popular DJs in Australia, tons of booze, bad ass parties, a music video and a kangaroo -- one big, fat lawsuit.

Cash Money Records artists The Stafford Brothers were smacked with the lawsuit this week ... after owners of a dope pad they rented in Studio City sued them for allegedly leaving it in shambles.

The owners claim the group threw lots of parties -- including one for their music video "Hello" featuring Lil Wayne -- violating the lease and wrecking the joint by:

-- "Illegal" service of alcohol

-- Pouring liquid nitrogen in the house

-- Installing a skate ramp

-- Allowing a LIVE KANGAROO to roam the house

The owners want the group to ante up more than $100k -- plus another $25K in punitive damages to teach them a lesson.

Justin Bieber is getting support from one of his famous friends -- and it's someone who knows a thing or two about being locked up.

Floyd Mayweather offered Bieber some thoughts of encouragement Saturday afternoon via Twitter ... saying, "Keep your head up and know that you can overcome anything you are faced with in life. TMT supports you."

Of course, "Money's" bromance with Bieber is nothing new ... Justin walked Floyd into the ring at the Alvarez fight last year, and Jr. was a guest of honor at JB's famous Gatsby Party.

Looks like Justin Bieber left Miami so he could hit up a beach that's much more chill with its drinking laws ... Panama.

Biebs touched down Saturday morning ... just a quick plane trip away from Miami ... where he was busted for a DUI, drag racing and resisting arrest.

His new gal pal Chantel Jeffries tagged along for the trip ... we don't know who the other guys are. It looks like one of the guys is holding a beer bucket. And, it looks like Justin is holding a bottle of water ... but the day is young.

Seattle Seahawks star Golden Tate wouldn't be the Super Bowl caliber player he is today if not for attempted maple bar theft gone bad ... so says the owner of the donut shop Golden tried to jack.

We broke the story back in 2010 ... Tate was confronted by cops after a baker at the Top Pot donut shop in Washington caught the wide receiver trying to steal maple bars after business hours.

The 911 call was LEGENDARY -- with the baker telling the 911 operator that a "drunk" and "retarded" Tate stole her keys and some tasty donuts and wouldn't give 'em back.

Cops met up with Tate -- and the receiver was given an official warning. He later apologized and went on to form a business relationship with Top Pot.

Now, 4 years later ... we spoke with Top Pot co-founder Mark Klebeck who tells us Golden used the incident as a learning experience and matured into a better player and a better person as a result.

"I think he’s a great guy," Klebeck says ... "He was straight out of college in a big city and made some mistakes, but didn’t hurt any body."

Miami Beach cops claim Justin Bieber was drag racing at the time of his arrest Thursday ... but the facts seem to show the allegation is MADE UP ... because we've learned they were actually UNDER THE SPEED LIMIT in the middle of the so-called drag race.

According to the police report ... cops spotted Justin and his buddy Khalil drag racing at around 4 AM.

The police report says ... an officer observed the 2 vehicles reaching speeds between 55 and 60 MPH.

Now the problems.

Cops say they noticed the "drag race" on the 2600 block of Pine Tree Drive. Cops were traveling in the opposite direction so they made a U turn and pursued the cars for 15 blocks.

Mind you ... Justin was driving one of the fastest race cars around -- a Lamborghini Gallardo LP550-2 Spyder. Khalil was driving a Ferrari 16M. Cops claim 2 SUVs in Justin's entourage actually blocked off traffic to give the 2 a clear path.

So how could a 15-block drag race in those cars reach speeds of ONLY 60 MPH?

Fact is ... THEY DIDN'T REACH 60. IN FACT THEY DIDN'T REACH 50. THEY DIDN'T EVEN
REACH 40.

TMZ has learned ... the place where Justin and Khalil rented the cars attached a GPS device that also tracks speed.

The GPS clocked both cars at 27 MPH at the 3500 block of Pine Tree Drive ... smack in the middle of the so-called "drag race."

There's only one time they ever broke 50 MPH and that was long before the pursuit started. When Justin and Khalil left the club, one car was briefly clocked at 52 MPH and the other 47 MPH. Both drivers slowed down pretty quick and 5 blocks before cops noticed them they were going 34 MPH in a 30 MPH zone. Blocks later, they were steady at 27 MPH.

So it seems cops goosed the facts to justify the stop.

And that's not the only problem with the police report. TMZ broke the story ... Justin's blood alcohol level was .014 -- a barely measurable amount. Yet cops claim Justin reeked of alcohol both at the scene and at the police department.

Citizens of South Beach, you can now resume your daily activities ... Justin Bieber finally left Miami -- but not without a ton of fanfare.

Biebs tried leaving his rented mansion Friday night ... but when security couldn't clear a path through a throng of screaming girls ... his people were forced to turn Justin around and sneak him out the back.

As we previously reported ... police claim Justin may have been drag racing when he was arrested Thursday ... but cops may have goosed the facts to justify the stop.

Snoop Dogg picked the perfect time to hot box his hotel room down in Australia -- 'cause a bunch of firemen just happened to be nearby when his smoke alarm started blaring.

Best of all ... no one seems to know what caused all the smoke! Probably just forgot.

Darren Sharper's camp has finally broken its silence on the sexual assault investigation in New Orleans ... telling TMZ Sports the former NFL star DID NOT rape anyone and there's video that backs him up.

Sharper is being investigated in N.O. after a woman filed a police report back in September claiming Darren picked her up at a bar (after she consumed a "large amount" of alcohol) and had sex with her against her will.

Now, Sharper's legal team tells TMZ Sports ... "There were numerous witnesses who observed the [accuser] on her own and also observed her after encountering Sharper."

Team Sharper says ... the witnesses say the accuser was "following him willingly throughout the evening" and claims surveillance footage syncs up with the witness accounts.

Sharper's lawyers say the video has been turned over to investigators.

"No evidence suggests or implies that a sexual assault occurred," Sharper's lawyer says.

So far, New Orleans officials have not charged Sharper with a crime -- and his lawyers say it's because they've evaluated the evidence and have decided there's not a strong case against him.

Selena Gomez can pound sand. Justin Bieber's new girl stuck by his side in Miami the night after his DUI arrest ... and emerged this morning for a pretty epic walk of shame.

As we reported, self-proclaimed model Chantel Jeffries was riding shotgun in Bieber's yellow Lamborghini when he was popped for DUI.

And clearly, it was more than just a random hookup ... Chantel crashed with Bieber in his rented Miami mansion just hours after he was released from the pokey.

Meanwhile, Selena was out on the town in L.A., smiling and signing autographs for fans.

Charlie Sheen doesn't know the definition of "low key" -- TMZ has learned, cops were called to his house last night ... over a party that was SUPPOSED to be a small, intimate gathering of friends.

Sources tell us, Charlie and 3 or 4 close friends were kicking it after he had spent all day shooting for "Anger Management." It was a long day and Charlie needed to unwind ... drinks, music, yadda yadda ... so he invited some pals over to relax.

But in typical Warlord fashion, we're told the intimate gathering quickly spiraled into an all-out rager ... and the neighbors finally called police to complain about the noise.

We're told cops responded to the scene ... and informed Sheen's security about the noise complaints. Charlie agreed to keep it down and, voila, the police left without further incident.
