The letter, sent by Michael's lawyer, Lisa Bloom, asks the judge to make sure Lindsay's prescription drug use is carefully monitored. According to Bloom, "Michael desperately wants to avoid seeing his daughter become the next Hollywood statistic."

Bloom says Lindsay's 84 minutes in jail following her DUI conviction made L.A. County a "laughingstock of our criminal justice system." Bloom says with the realities of jail overcrowding, jail is no place for someone like Lindsay -- for a misdemeanor probation violation.

Bloom and Michael want the judge to order Lindsay to inpatient rehab, preferably a private facility in New York that also provides family therapy.

The tapes were secretly recorded by Oksana in the midst of their nuclear breakup and custody battle.

We've also confirmed Mel is heard on tape calling Oksana a "whore" and a "c**t."

The tapes have been submitted to the judge in their custody battle and are under seal. Sources say the tapes were recorded prior to May, when Mel and Oksana reached a custody agreement with a mediator.

And TMZ has learned ... Mel sent Oksana a number of incendiary emails that she kept.

TMZ broke the story in 2006 when Mel went nuts on a cop after being busted for DUI, saying, "F**king Jews ... The Jews are responsible for all the wars in the world."

UPDATE: Mel's rep just told TMZ he could not confirm the credibility or accuracy of the tapes. TMZ, however, has confirmed that the tapes are the real deal.

Las Vegas law enforcement sources confirm Neil was arrested in January 2007 -- after cops noticed Neil performing some erratic maneuvers in his Ferrari.

After Vince smiled for his mug shot (above), Neil managed to work out a deal with prosecutors -- in which he pled no contest to reckless driving in exchange for having the DUI charge dropped.

According to the Somerset County Prosecutor's Office, Locane plowed into the passenger side of another car in Montgomery, New Jersey ... killing the woman sitting in the front seat.

The driver of the car was flown to a nearby hospital with serious injuries. Locane was arrested at the scene for DUI and taken to a different hospital for treatment.

According to the Prosecutor, Locane was also involved in a minor hit-and-run accident right before the deadly crash.

Locane admitted to police she drank several glasses of wine before getting behind the wheel, The Star-Ledger reports.

Locane, who also starred alongside Johnny Depp in "Cry-Baby," was charged with second-degree vehicular homicide and third-degree assault by auto and faces 5-10 years in prison if convicted. Bail is yet to be set.

Officials tell us Klein was charged with one count of DUI with a prior ... and one count of driving with a .08 blood alcohol level or higher. And boy was he higher ...

Law enforcement sources tell us Klein took two breathalyzer tests on the morning he was arrested ... registering a .22 and a .24. The latter is THREE TIMES the legal limit.

If convicted, Klein faces a mandatory minimum of 96 hours in county jail -- but could be sentenced to serve up to one year behind bars. He could also be ordered to pay a $1,000 fine plus some serious penalties.

As we first reported, Klein was arrested on June 16 when a CHP officer noticed his car swerving on the 101 Freeway in Los Angeles at 3:13 AM ... with his dog in the car.

Neil's wife tells TMZ she is flying out to Las Vegas this morning to bail him out.

UPDATE: Shortly before Neil was arrested, the rocker appeared at his Las Vegas restaurant -- Vince Neil's Tres Rios Cantina.

Shelton -- aka Wendy Peffercorn -- ended up pleading no contest to one charge of speed exhibition and was sentenced to two years probation and fined $240 plus penalties ... which is exactly how her lawyer said it would play out.

As we first reported, Shelton was arrested in Hollywood on April 30 after police say she failed a field sobriety test.

Joseph Gannascoli -- best known for playing Vito Spatafore on "The Sopranos" -- was arrested early Friday morning and charged with DUI.

Gannascoli was busted on Kennedy Boulevard in Tampa, FL after officers claim they observed him making a wide right turn and then drifting between lanes. According to police, cops stopped Gannascoli and noticed he had bloodshot eyes, smelled of alcohol and slurred his speech.

He submitted to a field sobriety test and blew a .111. Gannascoli posted $500 bond and was released.

We're told Klein blew well over a .20 when he was arrested on the 101 Freeway in Los Angeles this morning -- his second DUI bust in the last 6 years. The legal limit in California is .08.

As we previously reported, Klein wasn't the only passenger in his car -- cops found a dog inside the vehicle. The dog was later retrieved by a friend of Klein's.

Klein's reps have not returned our calls.

Klein was arrested and convicted of DUI back in 2004 -- and because of that prior arrest, California law requires that he serve a minimum 4 days in jail if he's convicted of DUI again.

But that's not all -- there's a new law going into effect in July -- which would apply to Klein if he's found guilty after that date -- that requires multiple DUI offenders to have an "ignition interlock system" installed in their vehicle if they wish to drive.

The system is essentially a breathalyzer test that's synced up to the car -- and if he ain't sober, the car won't start.

31-year-old Klein was arrested after failing a field sobriety test, we're told.

According to the police report, Klein was "observed weaving from the #3 lane into the #2 and #4 lane westbound US 101 at Woodman Ave."

The report notes that Klein did not resist the arrest.

UPDATE: Sources tell us Klein's blood alcohol level was more than twice the legal limit of .08.

Wahler certainly has the prerequisites for the show -- he's been arrested several times in alcohol-related incidents .. like this, this, this, this, and this.

We're told no deal has been signed yet -- but the two sides are getting very close to an agreement.

According to the letter from Right On Programs -- filed with the court and obtained by TMZ -- Lindsay "attends regularly and consistently." And, program officials say, "Her attitude is positive and receptive to ideas regarding lifestyle changes."

The program wrote the letter, despite the fact that Lindsay has only attended 10 of the required 13 classes. And the program makes no mention of the lifestyle choices Lindsay has made over the last few months that have been captured by countless cameras.

According to the letter, "She has never come [to class] under the influence, been rude or disrespectful."

The letter notes Lindsay "attends regularly and consistently communicates in a timely manner to reschedule if necessary." The program concludes, "At this time, Lindsay is in program compliance."

According to supporting docs, Lindsay had a few weeks where she did not attend, but the program says the lapses were approved, once so she could go to a Haiti fundraiser in NYC and another time so she could go to Europe to promote her clothing line.

The program is not required to notify the judge unless Lindsay misses 21 consecutive days. The judge, however, ordered Lindsay to attend class at least once every 7 days, but apparently that was not communicated to the program.

As TMZ first reported, at Thursday's hearing the judge will be told that Lindsay has -- as of now -- attended only 10 of the 13 classes and she did not attend all of them within the 7 day intervals. Lindsay, however, has a good argument on the 7-day requirement if the program let her slide from time to time. As for not completing the 13 classes -- it's all up to the judge.

As we first reported, Michael Lohan asked the judge in Lindsay's DUI case to send LiLo to inpatient rehab in lieu of sending her to jail for missing alcohol education classes ... and the place Michael suggested to send her is the very pricey Oheka Castle.

Only two problems: First, the castle isn't a rehab facility, it's a lavish hotel and resort where celebs like Kevin Jonas get married.

Second, a rep for Oheka tells TMZ it would cost $10,000 a day to rent the top section of the castle -- the only part that's isolated enough to serve as a rehab getaway.

That's a little steep for Lindsay these days, but Michael claims, "several family members have come forward" to help pay for Lindsay's treatment. He's also hoping the castle's owner will give him a friends and family discount.

Law enforcement sources tell TMZ Palmer was busted at around 1:45 AM after her ride crashed into another car (no injuries). Cops gave Palmer a field sobriety test (

). Our law enforcement sources say Palmer left the .08 legal limit in the dust.

TMZ has learned actress Marley Shelton was arrested last night for suspicion of driving under the influence.

Cops tell TMZ Shelton was pulled over at around 10:30 PM in Hollywood. She was given a field sobriety test (which didn't go so well) and was taken into custody.
