Kim Richards pit bull is vicious and dangerous, with a history of biting people -- and Animal Services KNOWS about it -- yet the most recent attack this weekend against Kyle Richard's daughter will not even be investigated unless the victim or a family member complains.

TMZ broke the story ... 18-year-old Alexia was in Kim's L.A. area home Saturday when the animal attacked without warning, biting her so badly she needed 2 surgeries.

Turns out the dog is no stranger to the L.A. Dept. of Animal Services ... the agency went to Kim's house after the dog attacked another person over the summer. Officials warned Kim to keep the dog under control but took no further action.

Well clearly the dog was not under control. But Animal Services tells us ... they will not take further action unless they get a complaint from the victim or her family. That's tricky, because that would mean Alexia, Kyle or other members of their brood would have to blow the whistle on Kim.

And get this ... we're told of a third attack that occurred in March. One of Kim's friend was sitting on Kim's bed and the dog bit through her arm to the bone. Paramedics were called to treat the victim.

To top it off we're told the dog has been extremely aggressive toward other animals.

IF someone comes forward and makes a formal complaint, Animal Services will hold a hearing to determine if the pit bull should stay under Kim's care, or if it should be destroyed.

Kris Jenner celebrated her 59th birthday by donning a Minnie Mouse onesie at Disneyland -- but the real question ... doesn't Kris Jenner get enough attention?

Kris hit up the Happiest Place on Earth Wednesday with her grandkids and Kourtney Kardashian ... and the reality star was wearing an outfit typically worn by pre-teens.

It's safe to say ... everyone in the park knew Kris was there, and it wasn't hard to find her.

She looks good ... but certain parts, well, there ain't nothin' mini.

Kyle Richards' daughter was the victim of a vicious pit bull attack ... a dog owned by Kyle's own sister Kim, and the damage was so severe it required multiple surgeries.

We're told 18-year-old Alexia Umansky spent the weekend at Cedars-Sinai Medical Center, twice going under the knife.

The attack occurred early Saturday at Kim's L.A. area home. Kyle, Alexia and other members of their family had been inside the house for a while ... when the dog went into attack mode out of nowhere.

The dog bit Alexia numerous times, but the worst was on her right hand ... where it bit through her thumb right to the bone.

The pit bull has a history of biting. It attacked its trainer on an episode of "Real Housewives of Beverly Hills" ... and it's also been very aggressive toward other dogs.

Kim is still keeping the animal at her home ... as the Dept. of Animal Control was never called. We're told they wanted to keep the incident "private."

We reached out to Kim and Kyle ... so far, no word back.

Aaron Grissom -- easily the most hated contestant on the current season of "Top Chef" -- has been arrested for felony domestic violence ... TMZ has learned.

Law enforcement sources tell TMZ ... Grisson was at his San Fernando Valley home Tuesday afternoon when he got into a heated argument with his girlfriend and allegedly pushed her hard enough that her knee got injured.

According to the jail in Van Nuys, Grissom was booked for infliction of corporal injury on a spouse.

Grissom -- who works at Bow & Truss in North Hollywood, CA -- was booked and released on Wednesday after posting $50,000 bail.

Grissom probably got home just in time to watch himself on Wednesday night's new episode of "Top Chef" ... where he was on the winning team in the Elimination Challenge.

He famously gets into heated arguments with everyone on the show.

A legal war just erupted among the co-creators of "Real Housewives" ... with 2 of them saying the 3rd royally screwed them over and cut them out of the royalties.

Here's the backstory ... 3 guys in the O.C. got together in 2005 and came up with the idea for a show about the housewives who lived behind the gates of a fancy community. They knew something about it ... since 1 of them lived in the exclusive Coto de Caza gated community.

The original name for the show was "Behind the Gates" ... but it became "Real Housewives of Orange County" the following year.

According to 2 of the guys -- Patrick Moses and Kevin Kaufman -- they all agreed to split the profits. They had a deal with Bravo, but according to the lawsuit Moses and Kaufman filed, the 3rd guy -- Scott Dunlop -- made a secret side deal with Bravo which cut them out.

Moses and Kaufman say in 2009 they were offered a paltry $8,500 each to release their interests in the project ... and Kaufman actually agreed. But now both are claiming the release is bogus and they want full participation in the entire franchise.

The 2 guys want $5 mil minimum from Bravo and Dunlop.

Khloe Kardashian and French Montana got their naughty bits together again as she grinded all over him at her sister’s 19th birthday party ... making it clear they're reuniting.

Oh, and the birthday girl -- Kendall Jenner -- got a lesson in crime and punishment! Yeah, we're talking about a stripper cop.

The first car accident Kylie Jenner ever had just scored her another milestone -- her first big fat lawsuit.

Kylie's being sued for the 3-car pileup she allegedly started back in August 2013 -- just 18 days after her 16th birthday. TMZ broke the story ... Kylie was driving a Mercedes G-Wagon when a witness says she slammed into the back of a car stopped in traffic.

According to the lawsuit, Kylie started a chain reaction ... hitting a Toyota ... which then rear-ended a Subaru. The woman who was driving the Subaru is suing her for being a negligent driver. She's also suing Kris Jenner because they believe she was the registered owner of the Mercedes.

The woman's attorney tells us she suffered injuries to her neck and back.

Relevant note: Kylie was involved in another accident almost a year later -- this time in a Range Rover -- though it wasn't clear whether she caused that one.

Yung Berg flew into a drunken rage that ended with his GF allegedly getting choked ... all because his credit card was declined.

According to sources close to Yung's GF, Masika Tucker ... after a booze-filled night at the "Love & Hip Hop: Hollywood" reunion show in NYC, Berg went to pay his bill, but the card was over the limit.

Yung stormed out, went to his hotel and Masika followed. She told him she paid the bill and schooled him for leaving her ... and he reacted by grabbing her by the neck, throwing her on the bed and pulling her out of the room by her hair.

Yung then allegedly continued his assault by choking her out.

TMZ broke the story ... Yung was arrested for "obstruction of breathing."

Masika is already jumping to Yung's defense, saying it's totally out of character for him ... and she blames it all on alcohol.

Congrats, MasterCard ... you're off the hook.

One punch ... that's all it took for Princess Love to lay one of her castmates out flat ... during a brawl while taping the "Love & Hip Hop: Hollywood" reunion show.

Production sources tell TMZ ... Morgan Hardman was bad-mouthing Princess' BF, Ray J, while they were filming Monday in NYC ... so Princess allegedly hauled off and decked her ... knocking her flat on her back.

Hardman was telling everyone in earshot that Ray J physically abused her. She went on to say Ray J threw her son off his basketball team out of spite. Ray J fired back ... saying the kid wasn't old enough to be on the team, but will next year. He also said he never laid a hand on Hardman.

Apparently, Princess Love reached her breaking point and cold-cocked her. An ambulance came and paramedics treated her on scene.

Yung Berg -- the rapper who stars on "Love & Hip Hop Hollywood" -- was arrested in NYC early Wednesday for allegedly brutalizing his girlfriend, and the charge is "obstruction of breathing" ... TMZ has learned.

Berg -- aka Hitmaka -- and the woman were at the Gershwin Hotel when they got in an argument ... where he allegedly grabbed her by the neck, threw her to the floor, dragged her by her hair and hit her in the face.

Apparently, the neck grab was enough for the breathing obstruction charge.

When cops came, the woman had bruises and complained she was in pain.

He's currently in custody.

We've been told Khloe Kardashian and French Montana are back together, and just as we were about to post the story we got this video making it clear ... yeah, they're definitely banging again.

Khloe and French were at Kendall's 19th birthday party at a home in Bel Air, and you can see from the video ... Khloe grinded him down good. They broke up in September, but we're told they have been seeing each other for about a week.

As for Kendall ... she celebrated her last year as a teen by getting whipped by a stripper ... and it's clear she got the Kardashian special.

Good times.

The brown cow can answer how now ... and the answer is AWESOME, because he's not getting kicked off the ranch featured on Utopia ... but their human counterparts are not so lucky.

The show -- a year-long experiment where people would live on the ranch and create their own rules of life -- was cancelled after 2 months. The humans were told to leave, but the owners of Sable Ranch in Santa Clarita, CA gave the farm animals a reprieve ... they're all allowed to stay.

The animals became the real stars of the show ... the chickens, the cows, and especially the baby calf named Ca$h.

The ranch is in the 30 Mile Zone, where ranch scenes are shot for TV shows and movies, so the animals may be coming to a big or small screen soon.

The fallout from the epic "Love & Hip Hop: Atlanta" reunion show brawl just keeps coming ... TMZ has learned Joseline Hernandez is now wanted by NY cops for assault.

The reunion turned into a massive fight, with castmates Benzino, his fiancée Althea, Stevie J, Joseline, Debra, Tammy, and Mimi all duking it out.

Althea filed a police report, claiming Joseline was the instigator, and apparently the NYPD saw it Althea's way ... because there's now an open case against Joseline. If she comes to NYC and gets pulled over or they spot her, she'll be arrested for the alleged crime and possibly face charges.

Since the brawl ... Benzino and Althea got the boot ... and Althea filed suit against Joseline, claiming she was high on cocaine during the fight. She was served at her home last week.

Mama June got the whole Honey Boo Boo clan booted from television ... but Uncle Poodle says he hopes Hollywood comes a callin' again -- because he's gunning for his own show in NYC.

Poodle says he saw the petition online calling for him and Sugar Bear to star in their own spin-off show ... and he's game. We're guessing Sugar is not as interested -- if yesterday's Poodle attack was any indication.

Uncle P says he'd only be interested if H.B.B. is allowed to make guest appearances ... he doesn't want the girl punished because of her mom's misdeeds.

Poodle says he and his fiance already have a pitch for producers -- they'll move to New York City in kind of a reverse "Green Acres."

This time around we know who could play Arnold Ziffel.

11:25 A.M. PST -- Poodle posted on Facebook that he has no plans to move to NYC ... we've learned he and his fiance have moved to a new apartment in a nearby city in Georgia.

Terrell Owens is taking on Kevin Jonas and Gilbert Gottfried in a battle for Donald Trump's approval -- because they're all on the next cast of "Celebrity Apprentice."

TMZ Sports broke the story back in March that T.O. would be joining the cast ... and now NBC has finally revealed the full list of stars competing on the show.

Jon Gosselin has spared himself the humiliation of buying his video games back from his ex-wife at her garage sale ... by playing a serious mind game on himself.

We got Jon arriving at LAX Monday and he was quick to say ... the money he shelled out at Kate Gosselin's yard sale to retrieve his "Call of Duty" game was NOT payment ... it was a charitable donation.

Kate was raising money for an animal rescue group. So Jon helped the dogs, and got doody in return.
